전라남도가 대한민국 첫 광역 통합 모델로 추진 중인 전남광주통합특별시의 안정적 출범을 위해 213개 핵심 후속 과제 점검에 착수했다.
단순한 행정구역 통합이 아니라, 산업과 일자리 중심의 ‘경제 통합’을 실현하겠다는 전략적 행보다.

전남도는 25일 도청 서재필실에서 황기연 행정부지사 주재로 ‘전남광주통합특별시 특별법 후속 대응과제 보고회’를 열고, 오는 7월 출범을 앞둔 통합특별시의 실행 로드맵을 집중 점검했다.
이번 보고회는 전날(24일) 특별법이 국회 법제사법위원회를 통과하며 제도적 기반이 가시화된 데 따른 후속 조치다. 통합을 추진 중인 지역 가운데 유일하게 법사위를 통과한 사례라는 점에서 의미가 적지 않다.

■ AI·에너지·문화수도… “비전은 선언이 아니라 제도다”
전남도는 이날 보고회에서 통합특별시 핵심 비전 실현을 위한 구체적 실행계획을 공유했다.
주요 과제는, 인공지능(AI) 산업 생태계 고도화, 재생에너지 보급 확대 및 에너지 신산업 육성 문화·예술·관광 인프라 확충 지방투자 진흥 및 산업단지 활성화, 광역교통망 확충, 농수산업 첨단화와 권한 이양, 행정통합에 따른 조직·재정·권한 조정 등이다.
특히 AI·에너지·문화수도 조성이라는 3대 축을 제도적으로 뒷받침하기 위해 법령 정비, 특별시 조례 제정, 재정 확보, 권한 이양, 중앙정부 협의 전략을 병행 추진한다는 방침이다.
이는 ‘비전 선언’ 단계에서 벗어나, 실제로 권한과 예산이 뒷받침되는 구조를 만들겠다는 의미다.

■ 7월 출범… “준비가 곧 성패를 가른다.”
전남도는 특별법 통과 이후 예상되는 행정·재정·조직 운영의 변화를 선제적으로 분석하고, 시행령과 하위 법령 단계에서 전략 산업 육성에 필요한 권한과 재원이 최대한 반영되도록 대응할 계획이다.
또한 중앙정부 및 관계 부처와 협의를 강화해 국가 지원을 확보하고, 도민 의견 수렴을 확대해 통합 과정에서 발생할 수 있는 혼선을 최소화한다는 구상이다.
황기연 행정부지사는 이날 회의에서 “전남광주통합특별시는 단순한 행정구역 통합을 넘어 대한민국 균형발전을 선도할 새로운 성장 모델이 될 것”이라며 “실국별 이행 로드맵과 제도 정비를 속도감 있게 추진해 도민이 체감할 성과를 만들어야 한다”고 강조했다.
이어 “행정통합의 핵심은 결국 경제와 산업, 그리고 양질의 일자리 창출”이라며 “전략산업 육성에 필요한 권한과 재원이 향후 시행령 등 하위 법령에 충분히 반영되도록 선제적으로 대응해야 한다.”고 당부했다.
또한 “광주광역시와 변화하는 행정 수요에 대해 긴밀히 소통하고 협력체계를 강화해야 한다”며 “체계적이고 안정적인 준비를 통해 통합이 차질 없이 추진되도록 만전을 기해달라.”고 밝혔다.

■ ‘대한민국 1호 광역통합’… 성공 여부는 실행력에 달렸다
전남광주통합특별시는 대한민국 최초의 광역 통합 모델이라는 상징성을 넘어, 수도권 일극 체제를 완화할 실질적 분권 실험으로 평가받고 있다.
그러나 통합의 성패는 정치적 합의가 아니라 행정적 실행력에 달려 있다.
213개 후속 과제가 단순한 점검 목록이 아니라, 실제 산업과 일자리로 연결되는 구체적 성과로 이어질 수 있을지 주목된다.
7월 출범까지 남은 시간은 많지 않다.
전남도와 광주광역시의 준비 속도가 곧 대한민국 균형발전의 시험대가 되고 있다.

전라남도 has begun reviewing 213 core follow-up tasks to ensure the stable launch of the Jeonnam–Gwangju Integrated Special City, Korea’s first metropolitan integration model.
The move represents not merely an administrative merger, but a strategic initiative aimed at realizing an “economic integration” centered on industry and quality job creation.
On the 25th, the province held a follow-up task review meeting at the Seo Jae-pil Hall of the provincial government building, presided over by Vice Governor for Administrative Affairs Hwang Gi-yeon. The meeting focused on detailed implementation roadmaps ahead of the official launch scheduled for July.
The session followed the previous day’s passage of the Special Act through the National Assembly’s Legislation and Judiciary Committee, marking significant progress in securing the legal foundation. Notably, this is the only region among those pursuing integration to have passed this stage, underscoring its importance.
■ AI, Energy, Cultural Capital… “Vision Must Be Institutionalized”
During the meeting, Jeonnam Province shared detailed execution plans to realize the core vision of the integrated special city.
Key initiatives include:
Advancement of the artificial intelligence (AI) industrial ecosystem
Expansion of renewable energy deployment and fostering new energy industries
Enhancement of cultural, artistic, and tourism infrastructure
Promotion of local investment and revitalization of industrial complexes
Expansion of metropolitan transportation networks
Modernization of agriculture and fisheries with expanded delegated authority
Organizational, fiscal, and authority adjustments following administrative integration
In particular, the province plans to institutionalize its three major pillars—AI, energy, and cultural capital—through legislative revisions, enactment of special city ordinances, fiscal resource 확보, delegation of authority, and strategic negotiations with the central government.
This signifies a transition from rhetorical vision to a governance structure backed by concrete authority and budgetary support.
■ July Launch… “Preparation Determines Success”
The province also plans to proactively analyze anticipated changes in administration, finance, and organizational operations following the Special Act’s passage. It aims to ensure that the necessary authority and financial resources for strategic industries are fully reflected in enforcement decrees and subordinate legislation.
In addition, Jeonnam will strengthen consultations with the central government and related ministries to secure national support, while expanding public engagement to minimize confusion during the integration process.
Vice Governor Hwang stated,
“The Jeonnam–Gwangju Integrated Special City is not simply an administrative merger but a new growth model that will lead balanced national development.”
He added,
“The essence of administrative integration lies in the economy, industry, and the creation of quality jobs. We must proactively ensure that the authority and financial resources necessary for strategic industries are sufficiently reflected in enforcement ordinances and subordinate regulations.”
He further emphasized the importance of close cooperation with Gwangju Metropolitan City to respond effectively to evolving administrative demands and ensure a systematic and stable transition.
■ Korea’s First Metropolitan Integration… Success Hinges on Execution
The Jeonnam–Gwangju Integrated Special City carries symbolic significance as Korea’s first metropolitan integration model and is viewed as a practical decentralization experiment aimed at mitigating the capital region’s dominance.
However, its success will depend not on political consensus alone, but on administrative execution.
Attention is now focused on whether the 213 follow-up tasks will move beyond a checklist and translate into tangible industrial growth and job creation.
With July fast approaching, the preparedness of Jeonnam Province and Gwangju Metropolitan City will serve as a crucial test of Korea’s balanced development agenda.
