“통합은 권력이 아니라 상생이다”… 김영록, 노동계에 ‘피해 없는 행정통합’ 약속

김영록 전라남도지사가 전남·광주 행정통합 논의와 관련해 “특정 지역이나 단체, 개인에게 단 한 사람이라도 피해가 발생해서는 안 된다”며 상생과 균형의 원칙을 재차 강조했다.

김 지사는 23일 한국노총 광주지역본부를 방문해 2026년 제1차 운영위원회에 참석한 뒤, 윤종해 의장을 비롯한 산별 노조위원장들과 전남·광주 행정통합 이후의 미래에 대해 허심탄회한 의견을 나눴다.

이날 간담회에서는 통합 이후 예상되는 현안과 우려가 구체적으로 제기됐다.

민소식 광주광역시교육청 노동조합 위원장은 통합 이후 교육청 직원들의 근무지 이동 문제에 대한 불안감을 전달하며 고용 안정과 인사 원칙의 명확화를 요청했다.

박만 광주은행 노동조합 위원장은 한국노총 광주지역본부의 열악한 사무환경 개선과 노동계 활동 기반 강화를 위한 지원 필요성을 건의했다.

이와 함께 24시간 어린이집 확대 적용 등 노동자 복지 강화를 위한 제도적 보완 요구도 이어졌다.

이에 대해 김 지사는 “모든 것은 상식을 기준으로, 법과 제도를 지키면서 충분히 논의해 결정해야 한다.”며 “전남과 광주의 통합이 특정 지역이나 단체, 일개인에게까지도 손해가 되거나 피해를 주어서는 안 된다는 것이 일관된 생각”이라고 밝혔다.

이어 “통합 이후 발생할 수 있는 다양한 상황에 대해서도 지금까지 그래왔듯 현장의 목소리를 최대한 듣고, 대부분이 수긍할 수 있는 지혜로운 방안을 마련하겠다.”고 덧붙였다.

김 지사는 또 한국노총 광주지역본부의 숙원사업인 노동인권회관 건립과 관련해 “통합 이후 적극적으로 검토하겠다.”고 언급하며 노동계와의 지속적인 협력 의지를 내비쳤다.

전남·광주 행정통합이 입법 단계로 접어든 가운데, 김 지사는 앞으로도 노동계를 비롯한 각계각층의 의견을 폭넓게 수렴하고 상생과 균형발전의 관점에서 합리적 대안을 마련해 나갈 방침이다.
행정통합은 단순한 행정구역의 결합이 아니라, 삶의 조건을 재설계하는 과정이다.

그 출발점이 ‘피해 없는 통합’이라는 원칙 위에 놓일 수 있을지, 이제 현장의 목소리가 그 방향을 결정할 시험대에 올랐다.

“Integration Is Not About Power, but Coexistence” — Kim Young-rok Pledges ‘No-Harm Administrative Integration’ to Labor Community
Jeollanam-do Governor Kim Young-rok reaffirmed the principles of coexistence and balanced development regarding the proposed administrative integration of Jeonnam and Gwangju, stating that “not a single individual, region, or organization should suffer harm as a result of the integration.”
On the 23rd, Governor Kim visited the Korean Confederation of Trade Unions Gwangju Regional Headquarters and attended its first executive committee meeting of 2026. He then engaged in candid discussions with Chairperson Yoon Jong-hae and industrial union leaders about the future following the Jeonnam–Gwangju administrative integration.
During the meeting, specific concerns and anticipated challenges related to the integration were raised.
Min So-sik, Chair of the Gwangju Metropolitan Office of Education Labor Union, expressed concerns about potential workplace relocations for education office staff after integration, calling for clear personnel principles and guarantees of employment stability.
Park Man, Chair of the Kwangju Bank Labor Union, emphasized the need for support to improve the poor office conditions of the Gwangju Regional Headquarters of the labor federation and to strengthen the foundation for labor activities.
Additional requests included institutional improvements to expand worker welfare policies, such as the broader implementation of 24-hour childcare services.
In response, Governor Kim stated, “All decisions must be made based on common sense, while respecting the law and institutional procedures through thorough discussions,” adding, “It has always been my consistent belief that the integration of Jeonnam and Gwangju must not result in harm or disadvantage to any specific region, organization, or even a single individual.”
He further noted, “As with past efforts, we will listen closely to voices from the field and develop prudent measures that the majority can accept.”
Regarding the long-standing goal of establishing a Labor Human Rights Center sought by the Gwangju Regional Headquarters, Governor Kim said it would be “actively reviewed after integration,” signaling his commitment to continued cooperation with the labor community.
As the Jeonnam–Gwangju administrative integration has entered the legislative stage, Governor Kim plans to continue gathering opinions from labor groups and various sectors of society, seeking reasonable alternatives grounded in coexistence and balanced development.
Administrative integration is not merely a merger of jurisdictions—it is a process of redesigning the conditions of people’s lives.
Whether its starting point can firmly rest on the principle of “integration without harm” now stands as a test shaped by the voices from the field.
