“청년이 떠나면 미래도 떠난다”… 전남, 19~28세에 연 25만 원 ‘문화복지 전액 지원’

전라남도가 청년 유출을 막고 지역 정착을 유도하기 위한 실질적 지원에 나섰다. 단순한 복지 차원을 넘어 ‘청년의 삶의 질’을 직접 끌어올리겠다는 정책 신호다.

전남도는 19세부터 28세까지 지역 청년에게 연 25만 원의 문화복지 포인트를 지급하는 ‘전남 청년 문화복지카드’ 신청을 오는 3월 말까지 접수한다고 밝혔다.

이번 사업은 청년의 문화 향유와 자기계발 기회를 확대하기 위한 정책으로, 대상자 1인당 연 25만 원의 포인트가 지급된다.
해당 포인트는 공연·전시 관람, 도서 구입, 학원 수강, 체육시설(헬스·요가 등) 이용 등 다양한 문화·자기계발 분야에서 사용할 수 있다.

■ 소득 무관… 2년 이상 전남 거주 청년이면 신청 가능
지원 대상은 소득과 관계없이 2024년 2월 9일 이전부터 전남에 2년 이상 주소를 두고 거주한 19~28세(1998~2007년 출생) 청년이다.
지난해 지원을 받았더라도 올해 기준을 충족하면 반드시 다시 신청해야 한다.
신청은 시 지역 거주자의 경우 광주은행 누리집, 군 지역 거주자는 농협카드 누리집을 통해 온라인으로 가능하다.
주민등록상 주소지 읍·면·동 주민센터를 방문해 신청할 수도 있다.

■ 올해부터 ‘차감 폐지’… 취약계층도 25만 원 전액 지원
특히 올해는 정책 체감도를 높이기 위해 두 가지 변화가 이뤄졌다.
우선, 학기 초 교재 구입과 연 초 체육시설 이용 수요 증가를 고려해 신청 시기를 전년보다 한 달 앞당겼다.
또한 그동안 문화누리카드 이용 대상자에게는 문화복지 포인트에서 차감된 11만 원만 지원했으나, 올해부터는 차감 없이 25만 원 전액을 지원한다.
사회적 약자의 문화 접근권을 실질적으로 확대하겠다는 조치다.
이는 ‘선별적 지원’에서 ‘보편적 문화권 보장’으로 정책 방향을 전환한 의미 있는 변화로 평가된다.

■ “청년이 체감해야 정책이다”
윤연화 전남도 인구청년이민국장은 “청년의 지역 정착을 유도하고 청년이 행복한 지역을 조성하기 위해 문화·여가생활 분야 지원은 필수적 요소”라며 “청년이 체감할 실질적 문화복지 정책을 지속해서 확대·발굴하겠다.”고 밝혔다.

청년이 머무는 지역에 미래가 있다.
전남이 이번 정책을 통해 ‘청년이 살고 싶은 지역’으로 한 걸음 더 다가설 수 있을지 주목된다.

Jeollanam-do Province has launched a tangible support measure aimed at preventing youth outmigration and encouraging long-term settlement in the region. The initiative signals a policy shift focused not merely on welfare, but on directly enhancing young people’s quality of life.
The province announced that it is accepting applications through the end of March for the “Jeonnam Youth Cultural Welfare Card,” which provides an annual cultural welfare allowance of ₩250,000 to local residents aged 19 to 28.
The program is designed to expand opportunities for cultural participation and self-development. Each eligible applicant will receive ₩250,000 in cultural welfare points per year.
The points may be used for a wide range of cultural and self-improvement activities, including performances and exhibitions, book purchases, private academy courses, and fitness facilities such as gyms and yoga studios.
■ No Income Requirement… Eligible for Youth Residing in Jeonnam for Two Years or More
Eligibility is not based on income. Applicants must be aged 19–28 (born between 1998 and 2007) and must have maintained a registered address in Jeonnam for at least two years prior to February 9, 2024.
Even those who received support last year must reapply if they meet this year’s eligibility criteria.
Applications may be submitted online via the Gwangju Bank website for residents of cities, and via the NongHyup Card website for residents of counties. Alternatively, applicants may visit their local 읍·면·동 administrative office corresponding to their registered address.
■ Deduction Policy Abolished… Vulnerable Groups Now Receive Full ₩250,000
Two key changes have been implemented this year to enhance policy effectiveness.
First, in consideration of increased demand for textbook purchases at the beginning of the academic semester and fitness facility usage early in the year, the application period has been moved forward by one month compared to last year.
Second, in the past, recipients of the national Culture Nuri Card received only ₩110,000 after deductions. Beginning this year, however, they will receive the full ₩250,000 without any deductions.
This measure substantially expands cultural access for socially vulnerable groups and represents a meaningful policy shift from selective support toward the broader guarantee of universal cultural rights.
■ “A Policy Must Be Felt by Youth to Matter”
Yoon Yeon-hwa, Director-General of the Population and Youth Bureau of Jeollanam-do, stated,
“Support in the fields of culture and leisure is an essential element in encouraging youth to settle in the region and in creating a community where young people can truly feel happy. We will continue to expand and develop practical cultural welfare policies that youth can genuinely experience.”
