2026 명량대첩축제가 사흘간의 일정을 마치고 13일 폐막했다.
울돌목을 무대로 펼쳐진 올해 축제는 명량해전이라는 대한민국의 역사적 자산을 다시 한번 관광·문화 콘텐츠로 끌어냈다는 점에서 의미가 크다.
출정 퍼레이드와 명량해전 재현, 해군·해경 해상 퍼레이드, 전통문화 공연과 체험행사, 대중가수 공연 등 다양한 프로그램이 이어지면서 관광객에게 풍성한 볼거리를 제공했다.
특히 해남 우수영과 진도 녹진을 사이에 둔 울돌목은 다른 지역이 흉내 낼 수 없는 명량대첩축제만의 자산이다.
그러나 축제가 끝난 지금부터는 박수보다 냉정한 성적표가 필요하다.
축제의 성공을 단순히 “많은 관광객이 찾았다”는 말로 평가해서는 안 된다.
관광객 몇 명 왔나보다 ‘얼마나 머물렀나’를 물어야 한다
지역축제의 궁극적인 목적은 사람을 불러 모으는 데서 끝나지 않는다.
관광객이 해남과 진도에서 숙박하고, 식당을 이용하고, 농수특산물을 구입하고, 주변 관광지를 찾아 지역경제에 실질적인 소비를 만들어야 한다.
그래서 명량대첩축제의 진짜 성적표는 방문객 숫자가 아니라 체류시간과 소비액이다.
주최 측은 최종 방문객 숫자뿐만 아니라 일자별 방문객, 외지 관광객 비율, 숙박 관광객, 셔틀버스 이용객, 음식점·숙박업소·특산품 판매 실적, 관광객 만족도와 재방문 의향 등을 구체적으로 공개해야 한다.
가능하다면 카드매출과 통신·관광 데이터를 활용해 축제 전후 상권 매출과 관광객 체류시간 변화도 분석해야 한다.
그래야 축제에 투입한 예산이 지역에 얼마만큼의 경제적 효과를 만들어 냈는지 판단할 수 있다.
■ 해남과 진도, 어느 지역에 얼마나 도움이 됐나
또 하나 반드시 짚어야 할 문제가 있다.
명량대첩축제는 울돌목을 사이에 두고 해남과 진도가 함께 개최하는 축제다.
그렇다면 전체 관광객 숫자 하나만 발표해서는 부족하다.
해남 우수영관광지에는 몇 명이 찾았고 진도 녹진관광지에는 몇 명이 방문했는지, 관광객 소비는 양 지역에 어떻게 분포했는지까지 분석할 필요가 있다.
■ 공동축제라면 공동의 성과가 있어야 한다.
한쪽에 관광객과 소비가 집중되고 다른 한쪽은 행사장만 제공하는 구조라면 공동개최의 취지가 퇴색할 수밖에 없다.
해남과 진도에 각각 무엇을 남겼는지 공개하는 것, 그것이 내년도 축제를 더 발전시키기 위한 출발점이다.
■ 날씨 탓할 수 없지만 ‘플랜B’는 있어야 한다.
이번 축제에서는 기상 상황으로 일부 핵심 야간 프로그램이 예정대로 진행되지 못하는 변수도 발생했다.
야외·해상축제에서 기상악화는 누구도 통제할 수 없다. 관광객 안전을 위해 행사를 취소하거나 변경하는 것은 당연한 판단이다.
그러나 대규모 관광객을 불러들이는 축제라면 여기서 한 단계 더 나아가야 한다.
대표 프로그램이 취소됐을 경우 관광객에게 무엇을 보여줄 것인지, 일정 변경을 어떻게 신속하게 안내할 것인지, 실내 또는 육상 프로그램으로 어떻게 전환할 것인지에 대한 ‘플랜B’가 필요하다.
관광객은 행사 하나를 보기 위해 수십, 수백㎞를 달려오기도 한다.
그들에게 “날씨 때문에 취소됐다”는 안내만 남겨서는 다시 찾고 싶은 축제가 되기 어렵다.
■ 명량대첩은 공연 하나로 소비할 역사가 아니다
명량대첩축제가 더욱 성장하려면 공연 중심의 일회성 축제를 넘어야 한다.
1597년 울돌목에서 벌어진 명량해전은 이순신 장군 개인의 영웅담만이 아니다. 전라도 수군과 이름 없이 전쟁을 견뎌낸 민초들의 희생과 참여가 함께 만든 역사다.
그렇다면 축제도 그 역사적 깊이를 관광객에게 전달해야 한다.
명량해전의 전개 과정, 당시 조선 수군의 전략, 울돌목의 조류가 전투에 미친 영향, 전라도 민초들의 역할 등을 디지털·실감형 콘텐츠로 발전시킬 필요가 있다.
관광객이 공연을 보고 사진 몇 장 찍고 돌아가는 축제가 아니라 “명량을 제대로 알고 돌아가는 축제”가 되어야 한다.
■ 축제 폐막은 끝이 아니라 평가의 시작이다
행사는 끝났다.
하지만 행정의 일은 이제부터다.
방문객이 많았다는 자평이나 “성황리에 폐막했다”는 보도자료만으로는 부족하다.
몇 명이 왔는가.
어디에서 왔는가.
얼마나 머물렀는가.
얼마를 소비했는가.
해남과 진도에 각각 얼마의 경제효과를 남겼는가.
그리고 다시 오겠다는 관광객은 얼마나 되는가.
이 질문에 숫자로 답해야 한다.
명량대첩축제에는 다른 지역이 가질 수 없는 울돌목이라는 역사적 현장이 있다. 이순신과 명량대첩이라는 세계적으로 확장할 수 있는 역사문화 자산도 있다.
이 귀중한 자산을 매년 사흘 동안 사람을 모으는 행사로 소비해서는 안 된다.
관광객 숫자를 자랑하는 축제에서 관광객이 머무는 축제로, 공연을 보는 축제에서 역사를 경험하는 축제로, 예산을 쓰는 축제에서 지역경제에 돈을 남기는 축제로 바뀌어야 한다.
2026 명량대첩축제의 진짜 평가는 폐막식의 박수소리가 아니라 축제가 끝난 뒤 해남과 진도에 무엇이 남았는가로 내려져야 한다.
주최 측은 이제 그 성적표를 군민과 시민 앞에 투명하게 내놓아야 한다.

The 2026 Myeongnyang Great Battle Festival concluded on September 13 after a three-day run.
Set against the historic waters of Uldolmok, this year’s festival was significant in once again transforming the Battle of Myeongnyang — one of Korea’s most important historical legacies — into a major cultural and tourism asset.
A wide range of programs, including a departure parade, reenactments of the Battle of Myeongnyang, naval and Coast Guard maritime parades, traditional cultural performances, hands-on activities and popular music concerts, provided visitors with a diverse array of attractions.
In particular, Uldolmok, located between Usuyeong in Haenam and Nokjin in Jindo, is a unique historical asset that no other region can replicate.
But now that the festival is over, what is needed is not applause, but a sober assessment.
The festival’s success should not be measured simply by saying that “large numbers of tourists attended.”
■ The Question Is Not Just “How Many Came?” but “How Long Did They Stay?”
The ultimate purpose of a regional festival should go beyond simply attracting crowds.
Visitors need to stay overnight in Haenam and Jindo, eat at local restaurants, purchase agricultural and marine products, visit nearby tourist attractions and generate meaningful spending that benefits the local economy.
That is why the true measure of the Myeongnyang Great Battle Festival is not simply the number of visitors, but how long they stayed and how much they spent.
Organizers should disclose not only the final attendance figure but also daily visitor numbers, the proportion of visitors from outside the region, overnight stays, shuttle bus usage, sales at restaurants, accommodations and local specialty-product outlets, as well as visitor satisfaction and intention to return.
Where possible, credit-card transaction data, telecommunications data and tourism statistics should also be used to analyze changes in local business sales and visitor stay duration before, during and after the festival.
Only then can the public determine how much economic value was generated by the budget invested in the event.
■ How Much Did Haenam and Jindo Each Benefit?
There is another issue that must be examined.
The Myeongnyang Great Battle Festival is jointly held by Haenam and Jindo, with Uldolmok between the two areas.
Therefore, announcing only a single overall attendance figure is not enough.
The organizers should analyze how many people visited the Usuyeong Tourist Area in Haenam and how many visited the Nokjin Tourist Area in Jindo, as well as how visitor spending was distributed between the two regions.
■ A Joint Festival Must Produce Shared Benefits
If visitors and spending are concentrated on one side while the other merely provides part of the festival venue, the purpose of jointly hosting the event inevitably loses meaning.
Disclosing exactly what the festival brought to Haenam and Jindo respectively should be the starting point for improving next year’s event.
■ Weather Cannot Be Controlled, but There Must Be a “Plan B”
This year’s festival also faced unexpected disruptions when adverse weather prevented some key nighttime programs from proceeding as scheduled.
No one can control bad weather at an outdoor maritime festival. Cancelling or modifying an event for visitor safety is, of course, the right decision.
But a major festival that attracts large numbers of tourists must go one step further.
There needs to be a clear Plan B: what alternative attractions will be offered if a flagship program is cancelled, how schedule changes will be communicated immediately to visitors, and how outdoor or maritime programs can be replaced with indoor or land-based alternatives.
Some visitors travel tens or even hundreds of kilometers specifically to attend a particular program.
Simply telling them, “It was cancelled because of the weather,” is not enough to build a festival they will want to visit again.
■ The Battle of Myeongnyang Is More Than a Performance
For the Myeongnyang Great Battle Festival to grow further, it must move beyond being a one-off, performance-oriented event.
The Battle of Myeongnyang, fought at Uldolmok in 1597, is not merely a heroic story about Admiral Yi Sun-sin. It is also a history shaped by the sacrifices and participation of the naval forces of Jeolla Province and countless ordinary people who endured the war.
The festival should therefore convey this historical depth to its visitors.
The course of the battle, the strategies employed by the Joseon naval forces, the role of Uldolmok’s powerful tidal currents and the contributions of ordinary people in Jeolla should be developed into compelling digital and immersive content.
The goal should not be a festival where tourists simply watch performances, take a few photographs and leave.
It should become a festival where visitors leave with a genuine understanding of Myeongnyang.
■ The Festival’s Closing Is Not the End — It Is the Beginning of Evaluation
The event is over.
But the work of local government and organizers is only beginning.
Self-congratulatory statements about high attendance or press releases declaring that the festival “concluded successfully” are not enough.
How many people came?
Where did they come from?
How long did they stay?
How much did they spend?
How much economic benefit did the festival generate for Haenam and Jindo respectively?
And how many visitors said they would return?
These questions must be answered with numbers.
The Myeongnyang Great Battle Festival possesses something no other region can claim: Uldolmok itself, the actual historic site of the battle.
It also possesses the story of Admiral Yi Sun-sin and the Battle of Myeongnyang — a historical and cultural asset with the potential to reach a global audience.
This invaluable heritage should not be reduced to an annual three-day event designed merely to draw crowds.
The festival must evolve from one that boasts about visitor numbers into one that encourages visitors to stay; from one where people simply watch performances into one where they experience history; and from one that merely spends public funds into one that generates tangible economic value for the local community.
The true measure of the 2026 Myeongnyang Great Battle Festival will not be the applause heard at its closing ceremony.
It will be determined by what remains in Haenam and Jindo after the festival is over.
The organizers must now present that report card — clearly, transparently and with verifiable data — to the people of Haenam, Jindo and the wider region.
