“안전요원 없는 폐장 해수욕장, 입수하지 마세요”…완도해경, 9월 13일까지 안전관리

완도해양경찰서가 해수욕장 폐장 이후 발생할 수 있는 안전관리 공백을 막기 위해 오는 9월 13일까지 해수욕장과 해변에 대한 집중 안전관리를 실시한다.

완도해경은 관할지역 해수욕장이 지난 8월 17일 모두 공식 폐장함에 따라 약 한 달간을 ‘폐장 후 안전관리 대책 기간’으로 정하고 해상과 육상 순찰, 입수 금지 안내, 구조 대응태세를 강화한다고 19일 밝혔다.

폐장 이후에는 안전요원과 관리 인력이 철수하거나 크게 줄어든다. 그러나 늦더위가 이어지면서 바다를 찾거나 폐장 사실을 알지 못한 이용객이 물에 들어갈 가능성이 있어 안전사고 위험은 여전히 남아 있다.
완도해경은 지방자치단체와 협력해 완도 명사십리해수욕장과 해남 송호해수욕장에 안전관리 인력을 연장 배치한다.

또 관할 해수욕장 13곳과 안전관리가 상대적으로 취약한 비지정 해변 11곳에 입수 금지와 물놀이 위험을 알리는 경고 현수막을 집중적으로 게시할 예정이다.

이용객이 많이 몰릴 것으로 예상되는 낮 12시부터 오후 6시까지는 해상과 육상 순찰을 강화하고, 사고 발생 시 즉시 출동할 수 있도록 구조 대응태세를 유지한다.

연안안전지킴이의 근무 장소도 취약 해수욕장으로 조정해 폐장 이후 안전관리 공백을 최소화할 방침이다.

완도해경은 올여름 성수기 동안 완도·해남·장흥지역 13개 해수욕장을 찾은 약 18만3천 명의 피서객 안전을 위해 지자체와 협력체계를 구축했다.

해상과 육상 집중 순찰을 실시하고 구명조끼 무료 대여 등 안전대책을 추진한 결과, 해수욕장 운영 기간 단 한 건의 인명피해도 발생하지 않았다고 설명했다.

다만 ‘폐장’은 단순히 편의시설 운영이 끝났다는 의미가 아니라 안전관리 인력이 철수하거나 축소돼 사고 대응이 늦어질 수 있다는 뜻인 만큼 이용객들의 각별한 주의가 요구된다.

특히 비지정 해변은 해수욕장보다 안전시설과 구조 인력이 부족하고, 조류와 수심 등 위험정보가 제대로 안내되지 않는 곳이 많아 입수를 자제해야 한다.

이태현 완도해양경찰서 해양안전과장은 “해수욕장 폐장 후에는 안전요원이 배치되지 않을 수 있다”며 “폐장된 해수욕장과 해변에서 입수를 자제하고 현장 안전수칙을 반드시 준수해 달라”고 당부했다

The Wando Coast Guard Station will strengthen safety management at beaches and coastal areas through Sept. 13 to prevent safety gaps following the official closure of local beaches.
The Coast Guard said Wednesday that all beaches under its jurisdiction officially closed on Aug. 17. It has designated the following month as a “post-closure safety management period” and will reinforce sea and land patrols, no-swimming notices and emergency rescue readiness.
Following beach closures, lifeguards and other safety personnel are either withdrawn or significantly reduced. However, with visitors expected to continue heading to the coast to escape the late-summer heat, the risk of accidents remains.
In cooperation with local governments, the Wando Coast Guard will extend the deployment of safety personnel at Myeongsasimni Beach in Wando and Songho Beach in Haenam.
It will also post no-swimming and water-safety warning banners at 13 beaches under its jurisdiction and 11 undesignated coastal areas considered particularly vulnerable to accidents.
Sea and land patrols will be intensified from noon to 6 p.m., when the largest number of visitors is expected. Emergency rescue teams will also remain ready to respond immediately to accidents.
Coastal safety patrol personnel will be reassigned to vulnerable beaches to minimize gaps in safety management after their closure.
During this year’s peak summer season, about 183,000 people visited the 13 beaches under the Coast Guard’s jurisdiction in Wando, Haenam and Jangheung.
The Coast Guard established a cooperative safety system with local governments, conducted intensive patrols on land and at sea, and provided free life jacket rentals. As a result, the beach season ended without a single fatality.
Officials stressed that the closure of a beach does not merely mean the end of public amenities and services. It also means safety personnel may have been withdrawn or reduced, potentially delaying the response to an emergency.
Visitors are advised to avoid entering the water at undesignated coastal areas in particular, as these locations often lack the safety facilities and rescue personnel available at officially designated beaches. Information about currents, water depth and other hazards may also be limited.
“Lifeguards may no longer be present after a beach has closed,” said Lee Tae-hyeon, head of the Marine Safety Division at the Wando Coast Guard Station. “We urge visitors to refrain from entering the water at closed beaches and coastal areas and to strictly follow all on-site safety rules.”
