전남광주통합특별시, 18~21일 ‘2026 을지연습’…통합 후 첫 합동훈련

전남광주통합특별시가 국가비상 대비태세를 확립하고 시민 안전 대응역량을 강화하기 위해 오는 18일부터 21일까지 나흘간 ‘2026년 을지연습’을 실시한다.

을지연습은 국가비상사태에 대비해 정부기관과 지방자치단체, 군·경찰, 민간기관 등이 참여하는 범정부 차원의 비상대비훈련이다. 군사연습과 연계해 전시 상황에서 발생할 수 있는 다양한 위기에 대한 실질적인 대응능력을 점검하는 데 목적이 있다.

이번 을지연습은 광주·전남 통합 이후 처음 실시하는 비상대비훈련이다. 전남광주통합특별시 공무원을 비롯해 육군 제31보병사단, 광주경찰청, 전남경찰청, 해군 제3함대사령부, 서해지방해양경찰청 등 지역 주요 기관이 참여한다.

특히 을지연습의 컨트롤타워 역할을 담당하는 전시종합상황실을 통합 운영한다. 기존 광주시와 전남도가 각각 운영했던 전시 상황 지휘체계를 하나로 합치되, 현장 상황관리는 광주와 전남 등 권역별 체계를 유지한다.

시는 훈련 첫날인 18일 오전 6시 전 공무원을 대상으로 비상소집을 실시한다. 비상연락망과 비상소집 문자·전화 발송체계 등 관련 시스템이 정상적으로 작동하는지를 점검할 계획이다.

이어 최초 상황보고회를 시작으로 전시직제 편성훈련과 전시창설기구 설치·운영 등 전시 전환 절차를 숙달하고, 충무사태 단계별 조치사항을 논의한다.

훈련 둘째 날인 19일에는 북한의 도발 양상을 반영해 국가중요시설과 다중이용시설을 대상으로 한 테러 위협 대응훈련을 시·구·군별로 진행한다.

한빛원자력본부에서는 미확인 드론 공격과 적 특수작전부대의 침투 상황을 가정한 대응훈련을 실시한다. KTX 광주송정역에서는 생물테러 발생 상황을 가정한 대테러 종합훈련이 펼쳐진다.

이를 통해 민·관·군·경 등 관계기관 간 상황전파와 초동조치, 현장 대응, 기관별 협조체계가 신속하고 체계적으로 작동하는지를 종합적으로 점검한다.

셋째 날인 20일 오후 2시에는 적 항공기와 미사일 공습 상황을 가정한 전국 단위 민방공 대피훈련을 실시한다.

훈련 경보가 발령되면 시민들은 가까운 지하대피시설이나 안전한 장소로 신속히 대피해야 한다. 일부 도로에서는 소방차와 구급차 등 긴급차량의 원활한 통행을 위한 ‘긴급차량 길 터주기 훈련’도 병행한다.

광주미디어센터에서는 방송미디어통신위원장이 참여한 가운데 민방공 대피훈련과 연계한 비상 방송 제작·송출훈련이 진행된다.
전시 상황에서 방송사의 주요 기능이 마비되는 상황을 가정해 비상시에도 국민에게 필요한 정보를 신속하고 안정적으로 전달할 수 있는 방송기능 유지체계를 점검할 예정이다.

김준영 전남광주통합특별시 시민안전실장은 “최근 중동지역의 무력충돌 등 국제 안보 환경의 불확실성이 커지고 있어 국가적 위기상황에 대비한 철저한 준비와 대응역량이 필요하다”고 밝혔다.

이어 “이번 을지연습을 통해 전시 대응체계를 면밀하게 점검하고, 훈련 과정에서 확인된 미흡한 사항을 적극 보완해 시민의 생명과 안전을 지킬 수 있는 실질적인 비상대비태세를 확립하겠다.”고 말했다

The Gwangju–Jeonnam Integrated Special City will conduct the 2026 Ulchi Exercise for four days from Aug. 18 to 21 to strengthen national emergency preparedness and improve its ability to protect citizens.
The Ulchi Exercise is a government-wide emergency preparedness drill involving central and local government agencies, the military, police and private-sector organizations. Conducted in conjunction with military exercises, it focuses on assessing practical response capabilities for various crises that could arise during wartime.
This year’s exercise will be the first emergency preparedness drill conducted since the integration of Gwangju and Jeonnam. Participants will include officials from the Gwangju–Jeonnam Integrated Special City, the Republic of Korea Army’s 31st Infantry Division, the Gwangju and Jeonnam provincial police agencies, the Republic of Korea Navy’s 3rd Fleet Command and the Korea Coast Guard’s West Regional Headquarters.
The wartime comprehensive situation room, which serves as the control tower for the exercise, will be operated under an integrated system. The wartime command structures previously managed separately by Gwangju Metropolitan City and Jeollanam-do Province will be unified, while field situation management will continue on a regional basis in Gwangju and Jeonnam.
At 6 a.m. on Aug. 18, the first day of the exercise, all city officials will be subject to an emergency mobilization order. The city will test whether its emergency contact network and text message and telephone notification systems are functioning properly.
Following an initial situation briefing, participants will practice wartime organizational restructuring, the establishment and operation of wartime agencies and other procedures required for transitioning to wartime operations. They will also discuss measures to be implemented at each stage of a Chungmu emergency.
On Aug. 19, the second day of the exercise, cities, districts and counties will conduct counterterrorism drills at nationally important facilities and public transportation hubs, reflecting possible patterns of North Korean provocation.
At the Hanbit Nuclear Power Plant, authorities will conduct a response drill based on a scenario involving an attack by unidentified drones and infiltration by enemy special operations forces. At Gwangju Songjeong KTX Station, a comprehensive counterterrorism exercise will simulate a biological terrorist attack.
The drills will assess whether participating civilian, government, military and police agencies can rapidly share information, take initial action, respond at the scene and coordinate their operations effectively.
At 2 p.m. on Aug. 20, the third day of the exercise, a nationwide civil defense evacuation drill will be conducted based on a simulated air and missile attack.
When the exercise alert is issued, citizens will be expected to evacuate promptly to nearby underground shelters or other safe locations. On selected roads, an exercise will also be conducted to clear traffic lanes for fire engines, ambulances and other emergency vehicles.
At the Gwangju Media Center, an emergency broadcast production and transmission drill will be conducted in conjunction with the civil defense evacuation exercise, with the chairperson of the Korea Media and Communications Commission participating.
The exercise will simulate the disruption of a broadcaster’s essential functions during wartime and test whether emergency broadcasting services can continue to provide the public with necessary information quickly and reliably.
Kim Jun-young, director-general of the city’s Civil Safety Office, said, “With uncertainty in the international security environment growing amid armed conflicts in the Middle East and elsewhere, thorough preparations and strong response capabilities are essential for dealing with national emergencies.”
“Through this Ulchi Exercise, we will closely examine our wartime response system and actively address any shortcomings identified during the drills,” Kim added. “We will establish a practical emergency preparedness posture capable of protecting the lives and safety of our citizens.”
