해남 국가AI컴퓨팅센터 건립 순항…7월 착공, 한국AI컴퓨팅센터 공식 출범

대한민국 인공지능(AI) 국가경쟁력의 핵심 기반이 될 국가AI컴퓨팅센터 건립사업이 본격적인 실행 단계에 들어섰다.

오는 7월 착공을 앞둔 가운데 운영을 맡을 특수목적법인(SPC)인 한국AI컴퓨팅센터가 최근 법인 등기와 사업자 등록을 모두 마치고 공식 출범했으며, 지난 28일에는 해남 현지사무소를 개소해 지역사회와의 협력체계 구축에도 본격 착수했다.

국가AI컴퓨팅센터는 과학기술정보통신부가 추진하는 국가 핵심 AI 인프라 구축사업으로, 초거대 AI 모델 개발과 연구개발(R&D), 산업 활용에 필요한 대규모 연산자원을 안정적으로 공급하는 대한민국 AI 컴퓨팅 허브 역할을 담당하게 된다.

이번 사업에는 주관사인 삼성SDS를 중심으로 네이버클라우드, 카카오, KT, 삼성전자, 삼성물산, 클러쉬(Clush), 전라남도, 서남해안기업도시개발 등이 참여해 국내 최대 규모의 민관 협력 AI 프로젝트를 추진하고 있다.

센터는 해남군 산이면 솔라시도 기업도시에 대지 4만8,909㎡(약 1만4,821평), 연면적 3만3,660㎡(약 1만200평), 지상 2층 규모의 40MW급 AI 전문 데이터센터로 건립된다.

이곳에는 최신 GPU 1만5,000장이 탑재돼 국내 연구기관과 대학, 스타트업, 기업들이 초거대 AI 모델을 개발하고 학습할 수 있는 국가 AI 연산 인프라가 구축될 예정이다. 이는 국내 AI 산업 경쟁력 향상은 물론 글로벌 AI 경쟁에서도 중요한 국가 기반시설로 평가받고 있다.

사업비는 총 2조9천억원 규모다.
공사는 오는 7월 착공식을 시작으로 약 28개월간 진행되며, 2028년 4월 시범운영을 거쳐 같은 해 10월 준공을 목표로 하고 있다.
특히 이번에 개소한 해남 현지사무소는 센터 건설과 운영 과정에서 지역사회와의 소통 창구 역할을 담당하게 된다.

지역 기업 참여 확대와 주민 협력, 각종 행정지원은 물론 향후 산업생태계 조성과 기업 유치, 인력양성 등 지역 상생사업의 거점 기능도 수행할 것으로 기대된다.

국가AI컴퓨팅센터는 단순한 데이터센터 건립을 넘어 AI 산업 전반을 견인하는 국가 전략시설이라는 점에서 의미가 크다.

AI 반도체, 서버, 냉각장비, 전력설비, 통신망, 클라우드 서비스, 소프트웨어 개발, 유지관리 산업까지 연관 산업 전반의 성장 효과가 기대되며, 향후 센터와 연계한 연구기관, AI기업, 부품 제조기업 등이 배후 산업단지에 입주할 경우 대규모 일자리 창출과 지역경제 활성화 효과도 예상된다.

전문가들은 AI 시대 국가 경쟁력은 대규모 GPU와 전력, 냉각용수, 재생에너지 확보 여부에 달려 있다며, 풍부한 RE100 재생에너지와 넓은 산업용지, 안정적인 전력공급 기반을 갖춘 해남 솔라시도가 국가 AI 인프라의 최적 입지 가운데 하나로 평가받고 있다고 분석하고 있다.

해남군 관계자는 "국가AI컴퓨팅센터는 단순한 국가시설이 아니라 대한민국 AI산업의 심장이자 해남 미래 100년을 책임질 핵심 성장동력이 될 것으로 기대한다"며 "민선 8기 동안 구축한 재생에너지 기반 위에 민선 9기에는 AI 산업을 더해 대한민국 AI·RE100 에너지 수도를 완성해 나가겠다."고 밝혔다.

국가AI컴퓨팅센터가 예정대로 준공될 경우 해남은 국가 AI 컴퓨팅 인프라의 중심도시이자 AI 데이터센터, AI 반도체, AI 연구개발, 첨단 제조업이 집적되는 대한민국 AI 산업의 새로운 성장 거점으로 자리매김할 것으로 전망된다.

Construction of the National AI Computing Center, a cornerstone project for strengthening South Korea's artificial intelligence (AI) competitiveness, has officially entered the implementation phase.
Ahead of groundbreaking scheduled for July, Korea AI Computing Center Co., Ltd., the special purpose corporation (SPC) responsible for operating the facility, has completed its corporate registration and business licensing. On June 28, the corporation also opened its local office in Haenam to serve as a regional cooperation hub, marking the beginning of full-scale collaboration with the local community.
Led by the Ministry of Science and ICT, the National AI Computing Center is designed to provide stable, large-scale computing resources essential for developing frontier AI models, supporting research and development, and accelerating industrial AI applications. The center will serve as Korea's national AI computing hub.
The project is being jointly promoted by a consortium led by Samsung SDS, with participation from NAVER Cloud, Kakao, KT, Samsung Electronics, Samsung C&T, Clush, Jeollanam-do Province, and Seonam Coast Enterprise City Development, representing one of the nation's largest public-private AI partnerships.
The center will be built within the Solaseado Enterprise City in Sani-myeon, Haenam County, on a site measuring 48,909 square meters with a total floor area of 33,660 square meters. The two-story AI data center will provide 40 megawatts (MW) of computing capacity.
Equipped with approximately 15,000 state-of-the-art GPUs, the facility will support universities, research institutes, startups, and private enterprises in developing and training next-generation large-scale AI foundation models. It is expected to become one of Korea's most important strategic AI infrastructure facilities, significantly enhancing the nation's global AI competitiveness.
The project carries a total investment of KRW 2.9 trillion.
Construction is scheduled to begin in July and continue for approximately 28 months, with trial operations planned for April 2028 and full completion targeted for October 2028.
The newly established Haenam local office will serve as the primary communication channel between the project and the local community throughout both the construction and operational phases.
Its responsibilities will include expanding opportunities for local businesses, supporting administrative coordination, promoting community engagement, fostering industrial ecosystems, attracting AI-related companies, and developing a skilled workforce for the region.
The National AI Computing Center represents far more than a conventional data center. It is regarded as a strategic national facility that will drive the entire AI industry.
The project is expected to stimulate growth across a broad range of industries, including AI semiconductors, servers, advanced cooling systems, power infrastructure, telecommunications, cloud computing, software development, and maintenance services. As research institutions, AI companies, and component manufacturers establish operations in the surrounding industrial complex, Haenam is expected to experience significant job creation and sustained regional economic growth.
Industry experts note that national competitiveness in the AI era depends largely on access to large-scale GPU resources, reliable electricity, sufficient cooling water, and renewable energy. They believe that Haenam's Solaseado development—with its abundant RE100 renewable energy resources, vast industrial land, and stable power infrastructure—is one of Korea's most competitive locations for strategic AI infrastructure.
A Haenam County official stated, "The National AI Computing Center is not merely another national facility. It will become the heart of Korea's AI industry and a key growth engine supporting Haenam's prosperity for the next century. Building upon the renewable energy foundation established during the eighth local administration, the ninth administration will further strengthen the AI industry and transform Haenam into Korea's capital of AI and RE100 renewable energy."
Once completed as planned, the National AI Computing Center is expected to establish Haenam as Korea's leading AI computing hub, serving as a national center for AI data centers, AI semiconductor industries, advanced AI research, and high-tech manufacturing, while positioning the region as one of the country's most important future growth engines.
