민형배 전남광주통합특별시장이 국무회의에서 소비자의 알권리 보장과 국산콩 재배 농가의 판로 확대를 위한 ‘국산콩 표시제’ 도입을 공식 건의해 정부 차원의 정책 반영 가능성이 주목되고 있다.
전남광주통합특별시에 따르면 민형배 시장은 21일 열린 국무회의에서 이재명 대통령에게 가공식품 등에 사용된 국산콩을 소비자가 쉽게 확인할 수 있도록 별도의 표시·인증제도를 마련해 달라고 건의했다.
이번 건의는 국산콩 생산량 증가에도 소비가 충분히 뒷받침되지 않아 재고 부담과 경영난을 겪고 있는 지역 농가의 어려움을 해소하고, 소비자의 알권리와 선택권을 보장하기 위해 마련됐다.
민 시장은 국무회의에서 “국산콩 표시제도가 아직 도입되지 않아 국산콩 소비량이 제대로 늘어나지 않고 있다”며 “소비자가 제품에 사용된 국산콩을 손쉽게 구분할 수 있도록 표시제를 도입할 필요가 있다”고 강조했다.
이에 이재명 대통령은 “식품업체의 편의보다 다수 국민의 알권리와 선택권, 건강이 최우선돼야 한다.”며 “정부 정책에 반영할 필요가 있다”고 답변한 것으로 전해졌다.
전남광주통합특별시는 쌀 공급과잉을 해소하고 농가소득을 높이기 위해 벼 재배면적을 줄이는 대신 논콩 재배를 적극적으로 육성하고 있다.
2025년 기준 전남광주 지역의 콩 재배면적은 1만2천220㏊로, 전국 콩 재배면적 8만4천287㏊의 14.5%를 차지하고 있다.
그러나 최근 국산콩 재배면적과 생산량이 꾸준히 증가하고 있음에도 소비 확대가 뒤따르지 않으면서 농가마다 재고 부담이 커지고 경영 여건도 악화하고 있다.
특히 두부와 두유, 콩가루, 장류 등 가공식품에 사용된 콩의 국내산 여부를 소비자가 직관적으로 식별할 수 있는 별도의 ‘국산콩 표시 및 인증제도’가 없어 국산콩 소비 촉진에 한계가 있다는 지적이 이어져 왔다.
현행 원산지 표시만으로는 소비자가 국산콩 제품을 매장에서 즉시 알아보기 어렵고, 국산콩을 사용하는 업체도 이를 차별화된 경쟁력으로 활용하기 어렵다는 것이다.
전남광주통합특별시는 이러한 문제를 해결하기 위해 지난 4월 중앙정부에 국산콩 표시제 도입을 위한 제도 개선을 요청한 바 있다.
이번 국무회의에서 이재명 대통령이 민형배 시장의 건의 취지에 공감하고 정책 반영 필요성을 밝힘에 따라 국산콩 표시제 도입 논의에도 속도가 붙을 것으로 전망된다.
표시제가 도입되면 소비자는 국산콩 사용 여부를 보다 쉽게 확인하고 제품을 선택할 수 있으며, 국산콩을 사용하는 식품업체의 경쟁력 강화와 재배 농가의 안정적인 판로 확보에도 도움이 될 것으로 기대된다.
지역 농업계는 앞으로 정부가 표시 대상과 적용 품목, 인증 기준, 표시 방법 등을 구체화해 실질적인 제도 도입으로 이어갈지 주목하고 있다.

Min Hyeong-bae, mayor of the Jeonnam-Gwangju Special Metropolitan City, formally proposed the introduction of a “domestic soybean labeling system” during a Cabinet meeting, drawing attention to the possibility that the proposal could be reflected in government policy.
According to the Jeonnam-Gwangju Special Metropolitan City, Mayor Min made the proposal to President Lee Jae-myung during a Cabinet meeting held on July 21. He called for the establishment of a separate labeling and certification system that would allow consumers to easily identify whether domestic soybeans are used in processed food products.
The proposal was made to protect consumers’ right to know and freedom of choice, while addressing the difficulties faced by local soybean farmers, who are struggling with growing inventories and deteriorating business conditions because consumption has failed to keep pace with rising domestic production.
“Because a domestic soybean labeling system has not yet been introduced, consumption of domestically grown soybeans has not increased sufficiently,” Mayor Min said. “A labeling system is needed so that consumers can easily distinguish products made with domestic soybeans.”
In response, President Lee said, “The right to know, freedom of choice and health of the majority of the public must take priority over the convenience of food companies,” adding that the proposal should be considered for incorporation into government policy.
The Jeonnam-Gwangju Special Metropolitan City has been actively promoting the cultivation of soybeans in rice paddies as an alternative to rice production, in an effort to address the oversupply of rice and increase farm income.
As of 2025, the soybean cultivation area in the Jeonnam-Gwangju region stood at 12,220 hectares, accounting for 14.5 percent of the nationwide soybean cultivation area of 84,287 hectares.
However, despite a steady increase in both the cultivation area and production of domestic soybeans, consumption has not expanded at the same pace. As a result, farmers are facing growing inventory burdens and increasingly difficult business conditions.
In particular, concerns have been raised that there is no separate “domestic soybean labeling and certification system” that enables consumers to immediately identify whether domestically grown soybeans are used in processed foods such as tofu, soy milk, soybean powder and fermented soybean products.
Critics say the current country-of-origin labeling system does not make it easy for consumers to recognize domestic soybean products at the point of purchase. Food manufacturers that use domestic soybeans also face difficulties in promoting the use of locally grown ingredients as a competitive advantage.
To address these problems, the Jeonnam-Gwangju Special Metropolitan City requested institutional improvements from the central government in April to support the introduction of a domestic soybean labeling system.
Following President Lee’s expression of support for the purpose of Mayor Min’s proposal and his acknowledgement of the need to reflect it in government policy, discussions over the introduction of the labeling system are expected to gain momentum.
Once introduced, the system would allow consumers to more easily identify and select products made with domestic soybeans. It is also expected to strengthen the competitiveness of food companies using domestic soybeans and help soybean farmers secure more stable sales channels.
The regional agricultural community is now closely watching whether the government will establish detailed standards covering eligible products, certification requirements, labeling methods and implementation procedures, ultimately leading to the actual introduction of the system.
