“대한민국 1호 광역통합 시대 개막”… 전남광주특별시 특별법 국회 통과

전라남도는 1일 ‘전남광주통합특별시 설치를 위한 특별법’이 국회 본회의를 통과함에 따라 320만 전남·광주 시도민과 함께 환영의 뜻을 밝히고, 27개 시군구 균형발전과 미래산업 육성을 위한 통합 준비체계에 본격 돌입했다고 밝혔다.

이번 특별법 통과로 대한민국 제1호 광역 통합의 길이 열렸다. 전남과 광주는 수도권 과밀과 지역 소멸 위기를 극복하기 위한 역사적 전환점에 서게 됐다.

특히 지난해 12월 28일 행정통합을 공식 제안한 이후 불과 59일 만에 이뤄낸 성과라는 점에서 의미가 크다.
대통령의 전폭적 지원과 시도민의 염원이 결집된 결과로 평가된다.
전남도는 오는 7월 대한민국 최초 광역통합 선도모델인 전남광주특별시 출범을 목표로 모든 행정역량을 총결집할 방침이다.

■ 조직·재정·사무 통합… 권한 이양 가속
우선 기존 ‘행정통합추진기획단’을 ‘행정통합실무준비단’으로 전환하고, 광주광역시와 공동으로 조직·재정·사무 통합에 대한 세부 실행계획 수립에 착수한다.
이달부터는 관련 조직을 국 단위 정식기구로 확대 개편해 중앙정부 권한 이양에 따른 업무 인수와 제도 정비를 체계적으로 준비한다.
특별법 시행에 필요한 시행령 제정 작업도 병행된다.
법률 조문과 특례 사항의 구체적 실행 방안을 마련하고, 분야별 조례 제정과 행정시스템 정비를 통해 통합특별시 출범 기반을 단계적으로 구축한다.
법률에 명시되지 않은 추가 권한 및 특례에 대해서도 중앙정부와 지속 협의해 보완 방안을 검토할 계획이다.

■ ‘Y4-노믹스’ 3+1축 전략… 미래산업 총력
전남도는 통합특별시 출범 이후 지역 활력 제고를 위한 산업 전략도 병행 추진한다.
지난 2월 23일 ‘400만 특별시 기업유치 특별 전담반’을 구성해 권역별 산업 여건을 반영한 맞춤형 전략 수립에 들어갔다.
광주권·서부권·동부권·남부권 등 3+1축 4대 권역을 중심으로 ‘Y4-노믹스’ 비전을 구체화한다.
반도체·인공지능(AI)·로봇·에너지·이차전지 등 미래 첨단산업을 전략적으로 육성하고, 농수축산업·문화관광산업 등 지역 주력산업의 고도화도 함께 추진한다.
농·수협중앙회, 한국지역난방공사, 한국마사회 등 주요 공공기관 이전 및 유치 가능성도 병행 검토해 산업 기반 확충과 지역경제 활성화를 도모한다.

■ 국제행사·문화 인프라 확충… 글로벌 경쟁력 강화
통합 이후 첫 국제행사인 2026여수세계섬박람회 준비도 체계적으로 지원한다.
섬·바다·갯벌 등 해양자원의 가치와 지속가능성을 국내외에 알린다는 계획이다.
2028년 G20 정상회의 유치도 단계적으로 추진한다.
회의 개최 시 광주·전남 전역을 연계한 분산형 운영 모델을 검토해 지역 전반의 참여 기반을 확대할 방침이다.
문화 분야에서는 금남로 일대 아시아문화전당을 중심으로 문화예술 집적지 조성을 추진한다.
국립현대미술관 광주관 유치, 평화미술관 건립, 창작 레지던스 구축 등 예술 인프라 확충 방안도 함께 검토된다.
또한 광주비엔날레와 전남국제수묵비엔날레 등 기존 국제행사 간 연계를 강화해 문화산업의 확장성과 도시 브랜드 경쟁력을 높일 계획이다.

■ 균형발전기금·기본소득 정책… 상생 구조 설계
전남도는 통합특별시 전역의 균형 있는 발전과 사회안전망 강화를 위해 균형발전기금 운영 방안을 구체화한다.
특정 지역에 편중되지 않는 재정 운용 체계를 마련해 권역 간 상생 발전을 도모한다는 구상이다.
농어촌 기본소득, 에너지 기본소득, 출생기본소득 등 주요 정책 과제도 재정 여건과 제도적 타당성을 종합 검토해 단계적으로 추진할 계획이다.

전남도 관계자는 “특별법 통과에 따른 후속 절차를 차질 없이 추진해 통합특별시 출범이 안정적으로 이뤄지도록 행정적 준비에 만전을 기하겠다.”고 밝혔다.

대한민국 첫 광역 통합 실험이 성공 모델로 자리매김할지, 27개 시군구의 균형발전과 미래산업 도약이 실질적 성과로 이어질지 주목된다.

“Opening the Era of Korea’s First Metropolitan Integration”… Special Act on the Establishment of Jeonnam–Gwangju Special Metropolitan City Passed by National Assembly
Full-scale drive for balanced development across 27 cities and counties and future industry growth… Launch preparation system to begin for July inauguration
Jeollanam-do announced on the 1st that the “Special Act on the Establishment of the Jeonnam–Gwangju Special Metropolitan City” has passed the National Assembly plenary session. The province expressed its welcome together with 3.2 million residents of Jeonnam and Gwangju and officially launched a preparation system aimed at balanced development of 27 cities and counties and the fostering of future industries.
With the passage of the special act, the path has opened for Korea’s first metropolitan-level integration. Jeonnam and Gwangju now stand at a historic turning point in overcoming excessive concentration in the Seoul metropolitan area and the crisis of regional depopulation.
Notably, the achievement was made in just 59 days since the official proposal for administrative integration on December 28 last year. It is widely viewed as the result of strong presidential support combined with the aspirations of residents in both regions.
Jeollanam-do plans to mobilize all administrative capacity to ensure the launch of the Jeonnam–Gwangju Special Metropolitan City in July as Korea’s first leading model of metropolitan integration.
■ Integration of Organization, Finance, and Administrative Affairs… Accelerating Devolution of Authority
To ensure a stable administrative transition, the existing Administrative Integration Planning Task Force will be reorganized into a Practical Preparation Task Force. Together with Gwangju Metropolitan City, detailed implementation plans for organizational, financial, and administrative integration will be formulated.
Starting this month, the related organization will be expanded into an official bureau-level structure to systematically prepare for the transfer of authority from the central government, including the takeover of responsibilities and institutional adjustments.
Work on drafting enforcement ordinances necessary for the implementation of the special act will proceed in parallel. Concrete execution measures for the provisions and special cases included in the law will be prepared, along with the enactment of relevant local ordinances and administrative system reforms to establish the institutional foundation for the new metropolitan government.
Additional authority and special provisions not explicitly included in the law will also be reviewed through continued consultations with the central government.
■ “Y4-Nomics” 3+1 Axis Strategy… All-Out Push for Future Industries
Jeollanam-do will also advance an industrial strategy to revitalize the region after the launch of the integrated metropolitan city.
On February 23, a “Special Task Force for Corporate Attraction in the 4-Million Special Metropolitan City” was formed. The task force will develop customized investment attraction strategies reflecting regional industrial conditions and implement step-by-step action plans.
Centered on four major zones — Gwangju, Western, Eastern, and Southern regions — the province will concretize the “Y4-Nomics” vision.
Strategic development will focus on cutting-edge industries such as semiconductors, artificial intelligence (AI), robotics, energy, and secondary batteries, while simultaneously strengthening competitiveness in key regional industries including agriculture, fisheries, livestock, and cultural tourism.
The relocation or attraction of major public institutions — including the National Agricultural Cooperative Federation (NACF), National Federation of Fisheries Cooperatives, Korea District Heating Corporation, and Korea Racing Authority — will also be reviewed to expand the industrial base and stimulate the local economy.
■ International Events and Cultural Infrastructure Expansion… Strengthening Global Competitiveness
Systematic support will be provided for the 2026 Yeosu World Island Expo, the first international event to be held following integration. The expo aims to promote the value and sustainability of marine resources such as islands, seas, and tidal flats to both domestic and international audiences.
Preparations will also proceed step by step for a bid to host the 2028 G20 Summit. If selected, a decentralized operating model linking Gwangju and Jeonnam will be reviewed to broaden regional participation.
In the cultural sector, efforts will focus on forming a cultural arts cluster around the Asia Culture Center in Geumnam-ro. Plans under consideration include attracting a Gwangju branch of the National Museum of Modern and Contemporary Art, constructing a Peace Art Museum, and establishing artist residency programs.
Additionally, linkages between existing international events such as the Gwangju Biennale and the Jeonnam International Ink Biennale will be strengthened to expand the cultural industry and enhance urban brand competitiveness.
■ Balanced Development Fund and Basic Income Policies… Designing a Framework for Shared Growth
Jeollanam-do plans to establish concrete operational measures for a Balanced Development Fund to ensure even growth and a strengthened social safety net across the integrated metropolitan area.
A fiscal management system that prevents concentration in specific regions will be developed to promote mutual growth among different zones.
Policy agendas previously discussed — including rural basic income, energy basic income, and birth basic income — will be comprehensively reviewed in light of fiscal conditions and institutional feasibility, with phased implementation plans to follow.
A provincial official stated, “We will ensure that all follow-up procedures after the passage of the special act proceed without disruption so that the launch of the integrated metropolitan city can take place smoothly and stably.”
Attention now turns to whether Korea’s first metropolitan integration experiment will establish itself as a successful model and whether balanced development across the 27 cities and counties, along with advancement into future industries, will yield tangible results.
