전남·광주 통합특별시 경선 판세에 변곡점이 될 ‘농심(農心)’이 본격적으로 움직이기 시작했다. 농어촌 핵심 단체들이 집단으로 결집해 민형배 후보 지지를 선언하면서 선거 구도가 정책 중심 경쟁으로 급격히 재편되는 양상이다.

농어촌기본소득운동전남연합, 농민운동역사관건립추진위원회, 광주전남농민운동동지회 등 3개 단체는 10일 전남도청 앞에서 기자회견을 열고 ‘농어촌기본소득 실현’을 전제로 한 정책연대와 함께 민형배 후보 지지를 공식화했다.

특히 6천여 명 규모의 조직을 보유한 농어촌기본소득운동전남연합이 포함되면서 이번 선언은 단순 지지를 넘어 ‘조직화된 표심 이동’으로 해석되고 있다. 지역 정치권에서는 이번 결집이 경선 흐름에 적지 않은 영향을 미칠 것으로 보고 있다.

이날 출범한 ‘민심캠프 농어촌본부’ 역시 상징성이 크다. 농어촌 현장 조직과 정치권이 직접 연결되는 구조가 구축되면서 정책 실행력과 동원력 모두를 확보했다는 평가다.

단체들은 선언문에서 “전남·광주 통합특별시는 지역소멸과 불균형이라는 이중 위기에 직면해 있다”며 “농어촌기본소득은 생존을 넘어 지역경제를 되살리는 핵심 해법”이라고 규정했다.
이어 “기본소득과 재생에너지 정책을 결합해 설계할 수 있는 유일한 후보가 민형배”라며 “농어촌을 지키고 균형발전을 실현할 적임자”라고 강조했다.

이번 연대는 정책 내용에서도 구체성을 띠고 있다.
핵심은 ‘읍·면 단위 경제 생태계 복원’이다.
지역화폐를 중심으로 소비를 지역 내부에서 순환시키고, 소규모 경제 네트워크를 재구성해 무너진 농어촌 공동체를 다시 세우겠다는 전략이다.

또한 실행 체계로는 기본사회센터(가칭) 설치를 비롯해 농어촌기본소득위원회, 통합돌봄위원회, 햇빛소득마을위원회 등 다층적 정책 추진 시스템 구축이 제시됐다.

박철환 농어촌기본소득운동전남연합 사무처장은 “기존 연대보다 더 강한 실행 의지와 정책 수용성을 보여준 후보와 손을 잡았다.”며 “이제는 선언을 넘어 실제 정책 구현 단계로 나아갈 것”이라고 밝혔다.
정치권에서는 이번 연대를 단순한 지지 선언이 아닌 ‘정책 주도권 경쟁의 신호탄’으로 해석하고 있다. 농어촌기본소득이라는 의제가 경선의 핵심 쟁점으로 부상할 가능성이 높기 때문이다.

단체들은 “이번 시범사업은 향후 전국 확산 여부를 가르는 분수령”이라며 “농어촌기본소득이 지역소멸을 막는 결정적 정책으로 자리 잡도록 끝까지 함께하겠다.”고 밝혔다.

이에 대해 민형배 후보는 “농어촌기본소득은 복지를 넘어 지역경제 구조를 바꾸는 전략”이라며 “현장의 요구를 반영해 전남형 모델을 완성하고 반드시 실행으로 증명하겠다.”고 밝혔다.

The “rural vote,” seen as a potential turning point in the Jeonnam–Gwangju integrated special city primary, has begun to shift in earnest. Key rural organizations have united to endorse Min Hyung-bae, signaling a rapid transformation of the race into a policy-driven contest.
Three groups—the Jeonnam Alliance for the Rural Basic Income Movement, the Committee for the Establishment of a Farmers’ Movement History Museum, and the Gwangju–Jeonnam Farmers’ Movement Comrades Association—held a press conference in front of the Jeonnam Provincial Office on the 10th, officially declaring both their endorsement of Min and a policy alliance centered on the realization of a rural basic income.
With the participation of the Jeonnam Alliance for the Rural Basic Income Movement, which has around 6,000 members, the move is being interpreted as more than a simple endorsement—rather, a “mobilized shift in organized voter support.” Local political circles believe this alignment could significantly influence the trajectory of the primary.
The launch of the “Minshim (Public Sentiment) Campaign Rural Headquarters” on the same day also carries symbolic weight. By directly linking grassroots rural organizations with the political campaign, the structure is seen as securing both policy execution capacity and mobilization power.
In their statement, the groups said, “The Jeonnam–Gwangju integrated special city faces a dual crisis of regional extinction and imbalance,” adding that “a rural basic income is a key solution that goes beyond survival to revitalize the local economy.”
They further emphasized, “Min Hyung-bae is the only candidate capable of designing a combined model of basic income and renewable energy policy,” calling him “the right leader to protect rural communities and achieve balanced regional development.”
The alliance is also notable for the specificity of its policy agenda. At its core is the “restoration of township- and village-level economic ecosystems.” The plan aims to circulate consumption within local economies through regional currencies and rebuild small-scale economic networks to revive collapsing rural communities.
In terms of implementation, the groups proposed establishing a Basic Society Center (tentative name), along with multi-layered policy bodies such as a Rural Basic Income Committee, an Integrated Care Committee, and a Solar Income Village Committee.
Park Cheol-hwan, Secretary-General of the Jeonnam Alliance for the Rural Basic Income Movement, stated, “We chose to partner with the candidate who demonstrated the strongest commitment to action and policy acceptance,” adding, “We will now move beyond declarations to actual policy implementation.”
Political observers interpret the alliance not merely as an endorsement but as “the starting signal of a competition for policy leadership,” with rural basic income emerging as a central issue in the primary.
The groups stressed, “This pilot project will be a critical watershed determining whether nationwide expansion is possible,” adding, “We will fully cooperate to ensure rural basic income becomes a decisive policy to prevent regional extinction.”
In response, Min said, “Rural basic income is not just a welfare policy but a strategy to transform the structure of local economies,” pledging to “develop a Jeonnam-style model based on field input and prove its effectiveness through execution.”
