전남이 신재생에너지 산업 인력난 해소를 위한 외국 전문 인력 양성·정착의 제도적 통로를 열었다.

전라남도는 법무부가 추진한 ‘육성형 전문기술학과 시범사업’ 공모에서 목포과학대학교 신재생에너지전기과가 최종 선정돼, 신재생에너지·전기 분야 외국 우수인력의 교육–취업–정주 연계 기반을 마련했다고 밝혔다.

이번 시범사업은 한국어 역량과 중간수준 이상의 기술력을 갖춘 외국인 유학생을 국내 전문대학에서 체계적으로 양성한 뒤, 지역 산업에 공급하고 취업과 장기체류까지 연결하는 인재 육성 모델이다.

■ 전남·광주 유일 선정… “산업 인력 선점 의미”
이번 공모에는 전국 8개 시·도, 16개 전문대학이 선정됐으며, 전남·광주 권역에서는 목포과학대가 유일하다.
특히 전남·광주 행정통합 논의가 본격화되는 시점에서, 에너지 산업을 뒷받침할 인력 기반을 선제적으로 확보했다는 점에서 의미가 크다.
공모는 지자체 추천을 거쳐 대학이 학과 지정을 신청하는 방식으로 진행됐으며, 전남도는 신재생에너지 산업의 성장성·현장 수요를 고려해 목포과학대 신재생에너지전기과를 추천했다.

■ 유학부터 취업·정주까지 ‘원스톱’
선정 학과에 입학하는 외국인 유학생은 한국어능력시험(TOPIK) 3급 이상 등 요건을 충족할 경우, 유학 비자 발급 시 재정능력 입증 면제, 재학 중 주 35시간까지 시간제 취업 허용 등의 혜택을 받는다.
졸업 후에는 전공 관련 기업과 연 2천600만 원 이상 고용계약을 체결하면 E-7-M 비자를 통해 지역 취업과 장기체류가 가능하며, 일정 요건 충족 시 거주 비자 신청까지 연계된다.

■ 2년간 최대 100명… 현장 인력난 해소 기대
전남도는 이번 사업을 통해 연간 최대 50명, 2년간 최대 100명의 외국 전문 인력을 양성·취업으로 연결해, 신재생에너지·전기 분야 현장 인력난 완화와 지역 정주 기반 강화에 기여할 것으로 기대하고 있다.

윤연화 전남도 인구청년이민국장은 “외국인 유학생이 전남에서 배우고, 일하고, 정착할 수 있는 통로를 제도적으로 마련했다.”며 “전남·광주 통합을 앞두고 지역 산업에 꼭 필요한 인력 기반을 대학·기업과 함께 키워가겠다.”고 말했다.

A Pathway Opens for Training and Settlement of Foreign Renewable-Energy Professionals
Jeonnam Province has opened an institutional pathway to train and settle foreign professional workers to address labor shortages in the renewable energy industry.
Jeollanam-do announced that the Renewable Energy Electrical Engineering Department of Mokpo Science University has been selected for the Ministry of Justice’s Pilot Program for Fostered Specialized Technical Departments, establishing a comprehensive system linking education, employment, and long-term settlement for outstanding foreign talent in the renewable energy and electrical sectors.
The pilot program is designed to systematically train international students with Korean-language proficiency and mid-level or higher technical skills at Korean junior colleges, supply them to local industries, and connect them to employment and long-term residency.
■ Only Institution Selected in the Gwangju–Jeonnam Region
The national call selected 16 junior colleges across eight metropolitan and provincial governments, with Mokpo Science University being the only institution chosen in the Gwangju–Jeonnam region.
The selection is particularly significant as it comes amid active discussions on administrative integration between Jeonnam and Gwangju, marking a proactive step in securing a skilled workforce to support the region’s energy industry.
Under the process, local governments recommend candidate departments, after which universities apply for designation. Jeonnam Province recommended Mokpo Science University’s Renewable Energy Electrical Engineering Department in consideration of the sector’s growth potential and on-site workforce demand.
■ One-Stop System from Study to Employment and Settlement
Foreign students admitted to the selected department who meet requirements such as TOPIK Level 3 or higher are exempt from proving financial capacity for student visa issuance and are allowed to work part-time for up to 35 hours per week while enrolled.
After graduation, students who sign an employment contract with a related company offering an annual salary of at least 26 million won are eligible for the E-7-M visa, enabling regional employment and long-term stay. Those who meet additional criteria may further apply for a residency visa.
■ Up to 100 Professionals in Two Years
Through this initiative, Jeonnam Province expects to train and connect up to 50 foreign professionals per year, or up to 100 over two years, to employment—helping alleviate workforce shortages in the renewable energy and electrical fields while strengthening the region’s settlement base.

“This program institutionally opens a pathway for international students to study, work, and settle in Jeonnam,” adding,
“As Jeonnam and Gwangju move toward integration, we will strengthen cooperation with universities and companies to build the industrial workforce the region truly needs.”
