김영록 전라남도지사가 고(故) 이해찬 제36대 국무총리의 마지막 길 앞에서 전남·광주 대통합 완수를 공식 선언했다.
민주주의와 국가균형발전에 평생을 바친 고인의 뜻을 지역 통합이라는 실천으로 계승하겠다는 강력한 메시지다.

김 지사는 31일 국회에서 거행된 고 이해찬 전 총리 사회장 영결식에 참석해 헌화와 묵념으로 고인을 추모했다.
김 지사는 “민주주의를 살리시고 전남을 사랑하신 총리님의 뜻을 받들어 전남광주특별시 대통합을 반드시 이루겠다.”며 확고한 의지를 밝혔다.

이번 영결식 참석은 단발성 조문이 아니다.
김 지사는 앞서 28일 광주 5·18민주광장 분향소, 29일 더불어민주당 전남도당 분향소, 30일 서울 빈소 조문에 이어 영결식까지 연이어 참석하며, 고인에 대한 각별한 존경과 애도의 뜻을 일관되게 표해왔다.
이는 정치적 수사가 아니라 정책적 결단으로 이어질 추모임을 분명히 한 행보다.

전라남도는 도민들과의 공동 추모를 위해 무안군 남악주민센터 앞에 분향소를 설치·운영(31일까지)하며, 고인의 뜻을 지역사회와 함께 되새기는 장을 마련했다.

김영록 지사의 이번 발언은 전남·광주 행정통합 논의가 속도와 명분을 넘어 ‘완성의 단계’로 들어섰다는 신호로 읽힌다.
민주주의와 균형발전이라는 고 이해찬 전 총리의 유산을, 전남광주특별시라는 제도적 성과로 구현하겠다는 분명한 방향제시다.

“Completing the Legacy of Democracy Through Integration”
Governor Kim Young-rok Pledges ‘Jeonnam–Gwangju Grand Integration’ at the Funeral of Former Prime Minister Lee Hae-chan
Governor Kim Young-rok of Jeollanam-do has officially declared his commitment to completing the grand integration of Jeonnam and Gwangju at the final farewell for the late Lee Hae-chan, the 36th Prime Minister of the Republic of Korea.
The statement delivers a strong message that the late prime minister’s lifelong dedication to democracy and balanced national development will be carried forward through concrete action in regional integration.
On the 31st, Governor Kim attended the state funeral of former Prime Minister Lee, held at the National Assembly, where he paid tribute through a floral offering and a moment of silence.
“Honoring the Prime Minister’s devotion to democracy and his deep affection for Jeonnam, I will 반드시 complete the grand integration of Jeonnam and Gwangju into a Jeonnam–Gwangju Special City,” Governor Kim affirmed, underscoring his firm resolve.
Governor Kim’s attendance was not a one-time gesture. He had previously paid his respects on the 28th at the memorial altar in Gwangju’s May 18 Democracy Square, on the 29th at the Jeonnam Provincial Committee of the Democratic Party, and on the 30th at the Seoul funeral hall, before attending the official funeral ceremony.
This continuous presence clearly demonstrated that his tribute was not mere political rhetoric, but a commemoration tied to policy-level determination.
To allow residents to join in mourning, Jeollanam-do installed and operated a public memorial altar in front of the Namak Community Center in Muan County through the 31st, providing a space for the community to collectively honor the late prime minister’s legacy.
Governor Kim’s remarks are being interpreted as a signal that discussions on Jeonnam–Gwangju administrative integration have moved beyond speed and symbolism into a phase focused on completion.
They present a clear direction: to institutionalize the democratic and balanced-development legacy of former Prime Minister Lee through the creation of a Jeonnam–Gwangju Special City.
Former Prime Minister Lee Hae-chan is widely regarded as a senior statesman who devoted his life to the expansion of democracy, decentralization, and balanced national development.
Governor Kim’s declaration to “complete the grand integration,” delivered at Lee’s final farewell, once again highlights the political responsibility to transform remembrance into concrete action.
