해남군, 농어촌 기본소득 시범사업 공모 총력

해남군이 지역 소멸 위기 극복을 위해 내년 시범 실시 예정인 농어촌 기본소득 사업 유치에 행정력을 집중하고 있다.

농어촌 기본소득 시범사업은 인구 소멸 위기 지역 69개 군 단위 지자체 중 6곳을 선정해 내년부터 시행되는 사업으로, 해당 지역에 거주하는 모든 주민에게 2년간 매월 15만 원 상당의 지역사랑상품권을 지급한다.

단순한 현금 지원을 넘어 주민 삶의 안정, 공동체 회복, 지역 내 순환 경제 활성화를 목표로 하고 있다.

해남군이 선정될 경우, 국비 40%, 도비 24%, 군비 36%를 투입해 1인당 월 15만 원, 연간 180만 원의 해남사랑상품권을 전 군민에게 지급하게 되며, 2년간 총 2,246억여 원이 지역 내에서 선 순환할 것으로 기대된다.

군은 시범사업 공모 추진을 위해 한국조폐공사와 업무협약을 체결하고, 부군수를 단장으로 전담반을 구성했다.

추석 연휴에도 관련 부서장이 참석한 가운데 ‘농어촌 기본소득 공모 전략회의’를 열어 사업 시행 방안을 심도 있게 논의했다.

또한, 지난달 30일에는 주민참여예산위원회를 통해 농어촌 기본소득 도입 필요성과 재원 마련 방안을 공유하며 군민 공감대를 형성했다.

해남군은 2019년 전국 최초 농민수당을 도입하며 농어민 기본소득의 새로운 패러다임을 만들어 온 바 있다.

군 관계자는 “농어촌 기본소득은 지역 지속가능성을 높이고 군민 삶의 질을 한 단계 끌어올리는 기회가 될 것”이라며 “이번 공모에 선정돼 농어촌 기본소득 정책의 선도 지역으로 자리매김할 수 있도록 총력을 다 하겠다.”고 밝혔다.

Haenam County Focuses on Applying for Rural Basic Income Pilot Project
Expected to Serve as a Catalyst for Addressing Population Decline and Economic Downturn
Haenam County is concentrating its administrative efforts to secure the Rural Basic Income pilot project, which is scheduled to be implemented next year to counter the risk of local depopulation.
The pilot project will select six out of 69 counties nationwide facing population decline and provide all residents in the selected areas with monthly 150,000 KRW worth of local gift certificates for two years.
Beyond simple cash support, the project aims to stabilize residents’ lives, restore community bonds, and stimulate the local economy through circulation of funds within the region.
If Haenam County is selected, 40% of funding will come from the national government, 24% from the provincial government, and 36% from the county, providing each resident with 150,000 KRW per month (1.8 million KRW annually) in Haenam Love Gift Certificates. Over two years, a total of approximately 224.6 billion KRW is expected to circulate within the local economy.
To prepare for the application, the county signed a memorandum of understanding with the Korea Minting, Security Printing & ID Card Operating Corporation and established a dedicated task force led by the vice-county head.
Even during the Chuseok holiday, department heads attended a “Rural Basic Income Application Strategy Meeting” to discuss detailed plans for implementing the project.
Additionally, on September 30, the county shared the need for the project and funding strategies with residents through the Resident Participatory Budget Committee, fostering public support.
Haenam County previously introduced the nation’s first farmers’ allowance in 2019, creating a new paradigm for basic income for farmers and fishermen.
A county official stated, “The Rural Basic Income project will enhance the sustainability of our region and improve the quality of life for residents. We are committed to doing our utmost to be selected as a leading region for this policy.”
