전라남도가 AI·에너지 수도 전남 시대를 본격적으로 열기 위한 전략 재정비에 시동을 걸었다.

전남도는 5일 도청 왕인실에서 2025년 정책자문위원회 전체회의를 개최하고, 최근 도정의 핵심 성과와 새 정부 국정과제에 반영된 주요 정책을 공유하며 미래 전략 전반을 다시 정비하는 자리를 마련했다.

회의에는 김영록 전남도지사를 비롯해 박민서 위원장, 임영규·권욱 부위원장 등 200여 명의 전문가들이 총집결해 전남의 다음 10년을 책임질 의제들을 심층 논의했다.

■ “천지개벽 수준의 변화… 전남이 첨단산업도시로 재탄생하는 순간”

1부 전체회의에서는 최근 전남이 거둔 대형 성과들이 집중 조명됐다.

오픈AI·SK AI데이터센터 투자 유치, 삼성SDS 컨소시엄 국가 AI컴퓨팅센터 입지 선정, 나주시, 인공태양 연구시설 1순위 확정, 국고예산 10조 원 달성

이 모두가 전남이 ‘AI·에너지 수도’로 발돋움하는 결정적 계기가 됐다는 평가다.

김영록 지사는 “지난해 불법 비상계엄 이후 흔들린 K-민주주의를 되살리고, 전남이 대형 성과를 거둘 수 있었던 것은 정책자문위원회의 힘 덕분이다.”라며 감사의 뜻을 전했다.

이어 그는 “AI 데이터센터·컴퓨팅센터·인공태양 연구시설·누리호 발사·첨단산업 육성까지 전남의 산업지도가 완전히 바뀌고 있다.”며 “이는 천지개벽에 가까운 변화”라고 강조했다.

또한 여수 석유화학·광양 제철 등 전통 주력 산업의 침체 우려에 대해 “조선업이 다시 살아난 것처럼, 고부가가치화·친환경화·구조조정·정부 지정 고용위기 대응지역 등의 전략으로 반드시 위기를 넘어설 것”이라고 자신감을 드러냈다.

■ “남악 500년 시대 열린다”… 전문가들, 미래 전남의 길을 제시
2023년부터 위원회를 이끌고 있는 박민서 위원장은 “전남이 최근 이룬 성과는 새로운 ‘남악 500년 시대’의 신호탄”이라며 “정책자문위원회가 도정의 든든한 동반자로서 과감한 제언을 이어가겠다.”고 밝혔다.

1부에서는 신규 자문위원 위촉도 이루어져, 전남의 미래정책 구성을 위한 전문 네트워크가 한층 강화됐다.

■ 14개 분과, 지역 현안 총집중… “성과보다 문제 해결 중심”
2부 분과별 회의에서는 신재생에너지·전략산업·관광·문화·농업·수산·여성 등 14개 분야 전문가들이 현장의 문제를 놓고 ‘생생한 토론’을 펼쳤다.

특히 단순 성과 공유보다 전남이 당면한 구조적 위기 해결에 초점이 맞춰졌다.

석유화학·철강·조선 등 주력산업 침체, 청년 인구 유출과 지방소멸, 외국인 관광객 유입 부족, 전남형 기본소득, RE100 국가산단 정착, 목포~보성선 활성화 방안, 그린바이오·섬 관광 연계 전략 등 각 분과 위원들은 전문성과 실무 경험을 바탕으로 가감 없는 제안을 내놓았고, 전남도는 이를 향후 ‘전남시대’ 정책 설계에 적극 반영할 계획이라고 밝혔다.

■ 전남 정책자문위원회, 20년 넘는 정책 싱크탱크의 진화
2004년 출범한 전남도 정책자문위원회는 현재 14개 분야 324명의 전문가로 구성된 전남 최대 정책 싱크탱크다.

올해만 해도 국가 지질공원 인증, 섬진강 국가정원 조성, 목재 펠릿 활용 다양화, 공공어린이 재활의료센터 운영, 노숙인 자립지원 등 행정 선도 정책을 다수 제안하며 역할을 강화해 왔다.

전남도는 앞으로도 자문위원들이 역량을 충분히 발휘할 수 있도록 소통 창구를 넓히고, 정책 혁신의 중심축으로 위원회를 적극 지원하겠다고 밝혔다.

■ 결론 — “지금은 전남 시대, 미래 전략을 다시 그릴 시간”
이번 전체회의는 단순한 연례 보고회가 아니다.

전남이 AI·에너지·농수산·문화·관광을 아우르는 대한민국 신 성장 축으로 도약하기 위한 전략적 재설계의 선언문이다.

정책자문위원회의 전문성이 더해지며 전남은 이제 ‘기회의 땅’을 넘어 대한민국 미래 산업을 견인하는 주역으로 거듭날 준비를 마쳤다.

Jeollanam-do has begun a major strategic overhaul to usher in a new era as the AI and Energy Capital of Korea.
On December 5, the province convened the 2025 Policy Advisory Committee General Assembly at the Wangin Hall of the Provincial Government Building, sharing key administrative achievements and newly adopted national policy initiatives, while reassessing Jeonnam’s overall future strategy.
More than 200 experts—including Governor Kim Young-rok, Committee Chair Park Min-seo, and Vice Chairs Im Young-gyu and Kwon Uk—joined the meeting to discuss the core agenda that will shape Jeonnam’s next decade.
■ “A Transformation of Historic Scale… Jeonnam Reborn as a High-Tech Industrial Province”
The first session highlighted Jeonnam’s recent major accomplishments:
Successful attraction of OpenAI–SK AI Data Center investment
Samsung SDS consortium selected as host for the National AI Computing Center
Naju chosen as the No.1 candidate site for the national nuclear fusion (artificial sun) research facility
10 trillion KRW in national budget secured for the province
These milestones collectively mark Jeonnam’s decisive ascent as Korea’s AI & Energy Capital.
Governor Kim stated,
“After last year’s unconstitutional martial law attempt shook our democracy, the restoration of K-democracy and Jeonnam’s major achievements were made possible thanks to the Policy Advisory Committee.”
He continued,
“With the AI Data Center, AI Computing Center, the artificial sun research facility, Nuri rocket launches, and the rise of high-tech industries, the economic map of Jeonnam is being completely redrawn—a transformation that is nothing short of revolutionary.”
Addressing concerns over traditional heavy industries such as petrochemicals and steel, Kim emphasized,
“Just as the shipbuilding industry made a remarkable comeback, Jeonnam will also overcome current challenges through high-value innovation, eco-friendly reforms, restructuring, and the government’s designation of employment crisis response areas.”
■ “The Dawn of a 500-Year Nawak Era”… Experts Outline Jeonnam’s Future Path
Committee Chair Park Min-seo, who has led the committee since 2023, said,
“Jeonnam’s recent achievements herald the beginning of a new ‘500-Year Nawak Era’. The committee will continue to serve as a strong partner to the provincial government, offering bold and constructive advice.”
New advisory members were also appointed during the first session, strengthening the province’s expert network for future policy development.
■ 14 Specialized Subcommittees Address Urgent Issues — “Focusing on Solutions, Not Just Outcomes”
During the second session, 14 subcommittees—covering renewable energy, strategic industries, tourism, culture, agriculture, fisheries, women’s issues, and more—held in-depth discussions centered on realistic problem-solving rather than mere performance reviews.
Key issues included:
Decline of core industries such as petrochemicals, steel, and shipbuilding
Youth outmigration and accelerating population decline
Insufficient attraction of foreign tourists
Jeonnam-style basic income
Establishing RE100 national industrial complexes
Strategies to vitalize the Mokpo–Boseong railway line
Green bio initiatives and integrated island tourism development
Experts offered candid, practical proposals based on professional insight and on-site experience. The provincial government announced that these recommendations will be actively incorporated into future strategies to usher in the “Jeonnam Era.”
■ Jeonnam’s Premier Policy Think Tank, Evolving Beyond 20 Years
Established in 2004, the Jeonnam Policy Advisory Committee now comprises 324 experts across 14 fields, forming the province’s largest and most influential policy think tank.
This year, the committee contributed forward-thinking proposals including:
National Geopark certification
Establishment of the Seomjingang National Garden
Diversified utilization of wood pellets
Operation of the public pediatric rehabilitation center
Support for the self-reliance of homeless individuals
Jeonnam has pledged to further strengthen channels of communication and support so that advisory members can fully exercise their expertise at the heart of provincial policy innovation.

This assembly was far more than an annual administrative briefing.
It was a strategic declaration signaling Jeonnam’s emergence as a national growth engine integrating AI, energy, agriculture and fisheries, culture, and tourism.
With the strengthened expertise of the Policy Advisory Committee, Jeonnam is now prepared to step beyond being merely a “land of opportunity” and become a leading province driving Korea’s future industries.
