민원업무를 보러 해양경찰서를 찾은 주민들이 기다리는 동안 책을 읽으며 휴식을 취할 수 있는 작은 문화공간이 마련된다.
완도해양경찰서(서장 김태환)는 오는 9월 2일부터 청사 민원실 내 유휴공간을 활용한 ‘작은 도서관’을 운영한다고 1일 밝혔다.
작은 도서관은 민원업무를 위해 청사를 방문한 국민이라면 누구나 자유롭게 이용할 수 있다.
도서관에는 일반도서를 비롯해 신간과 베스트셀러 등 다양한 분야의 책을 비치해 민원인들이 업무 처리 과정에서 발생하는 대기시간을 독서와 휴식의 시간으로 활용할 수 있도록 했다.
이번 작은 도서관 운영은 해양경찰서 청사를 단순히 민원업무만 처리하는 행정공간에서 벗어나 국민이 보다 편안하게 이용할 수 있는 열린 문화공간으로 만들기 위해 마련됐다.
특히 민원업무 특성상 대기시간이 발생할 경우 책을 읽으며 시간을 보낼 수 있어 민원인들의 심리적 편안함을 높이고 대기시간에 대한 체감 부담을 줄이는 효과도 기대된다.
완도해경은 누구나 일상에서 자연스럽게 책을 접할 수 있는 환경을 제공함으로써 청사를 방문하는 국민들의 민원서비스 만족도를 높이는 데도 도움이 될 것으로 보고 있다.
작은 도서관은 민원인뿐만 아니라 완도해경 소속 직원들에게도 개방된다.
직원들이 업무 중 여유시간 등을 활용해 독서를 통한 자기계발과 재충전의 기회를 가질 수 있도록 하고, 조직 내부에도 자연스럽게 독서와 소통의 문화를 확산한다는 계획이다.
김태환 완도해양경찰서장은 “작은 도서관이 청사를 방문한 국민에게 잠시 쉬어가며 책을 가까이할 수 있는 공간이 되길 바란다”며 “앞으로도 국민의 눈높이에서 보다 편안하고 친근한 민원환경을 조성하기 위해 노력하겠다.”고 말했다.
완도해경의 이번 작은 도서관 운영은 별도의 대규모 시설 조성 대신 기존 민원실 유휴공간을 활용해 민원 편의와 문화서비스를 함께 제공한다는 점에서 의미가 있다.
민원업무를 위해 찾는 관공서가 단순히 ‘업무를 처리하는 곳’을 넘어 주민들이 보다 편안하게 머물 수 있는 열린 공간으로 자리 잡을 수 있을지 주목된다.

Residents visiting the Wando Coast Guard Station for public services will soon be able to spend their waiting time reading and relaxing in a newly created cultural space.
The Wando Coast Guard Station, headed by Chief Kim Tae-hwan, announced on September 1 that it will begin operating a “Small Library” on September 2, using previously unused space inside its public service office.
The library will be freely available to anyone visiting the Coast Guard station for public services.
A wide range of books, including general-interest titles, new releases and bestsellers, will be available so that visitors can turn waiting time into an opportunity for reading and relaxation.
The initiative is intended to transform the Coast Guard station from a space focused solely on administrative services into a more open and welcoming cultural environment where members of the public can feel comfortable.
In particular, when waiting is unavoidable during the processing of public service requests, visitors will be able to spend the time reading, which is expected to provide greater psychological comfort and reduce the perceived burden of waiting.
The Wando Coast Guard also expects the library to improve public satisfaction with its services by providing an environment where visitors can naturally engage with books as part of their everyday experience.
The Small Library will be open not only to members of the public but also to Wando Coast Guard employees.
Employees will be encouraged to use available time to read for self-development and personal renewal, while the initiative is also expected to foster a culture of reading and communication within the organization.
“We hope the Small Library will become a place where people visiting our station can take a short break and enjoy a book,” Chief Kim Tae-hwan said. “We will continue working to create a more comfortable, accessible and welcoming public service environment from the public’s perspective.”
The initiative is also notable because it makes use of existing unused space in the public service office rather than requiring the construction of a large new facility, providing both greater convenience and access to cultural services.
Attention is now focused on whether the initiative can help transform a government office traditionally viewed simply as a place to handle administrative matters into a more open and comfortable space for local residents.
