목포MBC가 지난 27일 보도한 내용에 따르면 운림삼별초공원은 13세기 몽골군에 맞섰던 삼별초의 역사를 조명하기 위해 약 12만㎡ 규모에 사업비 88억 원을 투입해 2013년 개장했다.

그러나 현재 공원 곳곳에는 파크골프 홀과 깃발 등이 설치돼 있으며, 정식 허가를 받은 파크골프장이 아닌 상태에서 수년째 파크골프장처럼 이용되고 있는 것으로 보도됐다. 하루 이용객은 100여 명에 달하는 것으로 전해졌다.

■ 주민들 “휴식공간인데 새벽부터 소음”…생활환경 침해 호소
가장 큰 문제는 인근 주민들이 겪는 생활 불편이다.
방송에서 주민들은 파크골프 이용객들이 이른 새벽부터 공원을 찾아 골프채로 공을 치고 큰 소리로 대화하거나 환호하면서 소음이 발생한다고 호소했다.
한 주민은 주말에 쉬려고 해도 새벽부터 파크골프 이용객들이 공을 치고 소리를 질러 불편하다는 취지로 설명했다.
일부 주민은 쓰레기 문제와 함께 이용객의 부적절한 용변 문제까지 제기했다. 공원이라는 공공장소가 특정 생활체육 이용객 중심으로 사용되면서 일반 주민과 관광객의 이용권이 상대적으로 침해되고 있다는 것이다.
반면 일부 파크골프 이용객들은 운동 과정에서 웃거나 소리를 내는 것은 불가피하다는 입장을 보였다.
중요한 점은 일부 이용객 역시 해당 장소가 정식 파크골프장이 아니라 공원이라는 사실을 인지하고 있었다는 것이다.

■ 공원 옆에는 진도군 한옥펜션…관광·숙박 기능과 충돌
파크골프장처럼 사용되는 공간 인근에는 진도군이 운영하는 한옥펜션도 자리하고 있다.
진도군은 2024년 전남도 특별조정교부금 5억 원을 확보해 한옥펜션 리모델링 사업까지 실시했다. 창호와 냉난방 시설, 욕실, 전기시설 등을 개선하면서 관광객에게 보다 나은 숙박환경을 제공하겠다는 취지였다.
진도군 역시 당시 운림삼별초공원을 한옥펜션과 오토캠핑장뿐 아니라 인근 운림산방·물놀이장·산림욕장 등과 연계된 자연휴양 관광명소로 소개했다.
그런데 숙박시설 바로 옆 공원에 새벽부터 파크골프 이용객이 몰리게 되면서 관광객의 휴식·숙박 기능과 생활체육 기능이 충돌하는 구조가 만들어졌다는 지적이 나온다.
실제 진도군 홈페이지에도 파크골프 이용에 따른 불편 민원이 제기된 것으로 확인됐다고 MBC는 보도했다.

■ 진도군 “이용객 많고 대체시설 부족”…적극적인 단속 못해
진도군의 대응 역시 논란의 핵심이다.
운림삼별초공원이 파크골프장처럼 이용되기 시작한 것은 수년 전이지만, 진도군은 이용객이 많고 마땅한 대체시설이 부족하다는 이유 등으로 적극적인 단속에 나서지 않은 것으로 보도됐다.
파크골프가 고령층을 중심으로 빠르게 확산하면서 주민들의 생활체육 수요가 현실적으로 존재한다는 점은 행정기관이 고려해야 할 부분이다.

진도군의 2024년도 결산 관련 공개자료에는 ‘의신면 운림삼별초공원 정비사업’이 파크골프장 이전 지연 등에 따른 현장 여건 변화와 공정 위치 미확보로 지연되고 있다는 취지의 사유가 기재돼 있다.
이는 파크골프장 문제가 단순히 공원 이용객 간 갈등에 그치는 것이 아니라 공원 본래 기능을 회복하기 위한 행정사업의 추진에도 영향을 미쳐왔다는 점에서 주목된다.
진도군은 2026년 6월에도 ‘의신면 운림삼별초공원 정비사업’과 관련한 전략환경영향평가 절차를 진행하고 주민 의견을 수렴했다.
따라서 향후 정비사업에서는 파크골프 시설 이전뿐 아니라 역사공원의 정체성을 어떻게 회복할 것인지에 대한 구체적인 계획이 함께 제시될 필요가 있다.

■ 진도군, 인근 정식 파크골프장 조성…2027년 완공 계획
진도군은 현재의 갈등을 해결하기 위해 운림공원 인근에 정식 파크골프장을 별도로 조성해 내년인 2027년까지 완공한다는 계획인 것으로 전해졌다.
새 파크골프장이 완공되고 기존 이용객들이 이전한다면 운림삼별초공원을 본래 목적에 맞게 복원·정비할 수 있는 여건은 마련될 것으로 보인다.
그러나 신규 구장이 완공될 때까지 기존 공원을 계속 사실상의 파크골프장으로 사용할 것인지, 이용시간 제한이나 시설 철거·관리 등의 임시대책을 마련할 것인지에 대해서는 보다 명확한 행정방침이 요구된다.

■ 88억 원 투자 효과는 있었나
운림삼별초공원 논란에서 가장 따져봐야 할 부분은 ‘88억 원을 투입한 공원이 당초 목적에 맞는 공공적·관광적 효과를 내고 있느냐’는 점이다.
공원은 단순한 잔디공간을 조성하기 위해 만들어진 시설이 아니다.
삼별초 역사자원을 활용해 관광객을 유치하고 운림산방을 비롯한 주변 관광지와 연계해 체류형 관광 효과를 높이는 동시에 주민들에게 휴식공간을 제공한다는 복합적인 공공목적이 있었다.
따라서 하루 100여 명이 파크골프를 이용한다는 사실만으로 공원의 활용도가 높아졌다고 평가하기는 어렵다.
오히려 파크골프 이용으로 인해 일반 관광객의 이용이 위축되고 한옥펜션 숙박객에게 불편을 주거나 역사공원으로서의 기능이 약화된다면 공원 조성에 투입된 88억 원의 투자 목적이 제대로 실현되고 있는지 별도의 평가가 필요하다.
특히 한옥펜션 리모델링에 추가로 5억 원이 투입됐고 공원 정비사업도 계속 추진되고 있다는 점을 고려하면 향후에는 방문객 수와 숙박률, 관광소비 효과, 시설 유지관리비, 주민 만족도 등을 공개해 투입 예산 대비 실제 관광·지역경제 효과를 객관적으로 검증할 필요가 있다.

■ ‘파크골프 대 주민’ 갈등으로 접근해선 안 돼
이번 사안을 단순히 파크골프 이용객과 인근 주민 사이의 갈등으로 보는 것도 경계해야 한다.
파크골프는 고령화가 빠르게 진행되는 농어촌 지역에서 주민 건강과 여가생활에 기여할 수 있는 생활체육이다. 따라서 이용 자체를 문제로 보기보다 생활체육 공간을 적기에 확보하지 못한 행정과 공원 관리체계의 문제를 함께 살펴볼 필요가 있다.
정식 파크골프장을 조속히 확보하는 한편 기존 운림삼별초공원은 역사·문화·휴양이라는 본래 기능을 되살리는 방식으로 공간을 분리하는 것이 현실적인 해결책으로 꼽힌다.
진도군이 신규 파크골프장 조성 이후 기존 홀과 관련 시설을 언제 철거할 것인지, 훼손된 잔디와 조경을 어떻게 복구할 것인지, 주민과 숙박객의 생활·휴식 환경을 어떻게 개선할 것인지도 향후 확인해야 할 대목이다.

A public park in Jindo County, South Jeolla Province, built with KRW 8.8 billion (approximately USD 6 million) to promote the history of the Sambyeolcho resistance and develop local cultural resources into a tourism attraction, has effectively been used as an unofficial park golf course for years, raising concerns over public facility management and the effectiveness of taxpayer-funded investment.
Residents living near Unlim Sambyeolcho Park say park golf players begin arriving early in the morning, causing noise and litter. Concerns have also been raised over disruptions to guests staying at a county-operated traditional Korean guesthouse, or hanok pension, located near the park.
According to a report aired by Mokpo MBC on August 27, Unlim Sambyeolcho Park opened in 2013 after approximately KRW 8.8 billion was invested in developing a site covering about 120,000 square meters. The park was created to commemorate the Sambyeolcho forces, who resisted Mongol rule in the 13th century.
However, park golf holes, flags and other equipment have since been installed throughout the grounds. The site has reportedly been used as a park golf course for several years despite not being officially authorized for that purpose. Around 100 people are said to use the park for golf each day.
Residents Complain of Early-Morning Noise and Disruption
One of the most pressing issues is the impact on nearby residents.
Residents interviewed in the television report said park golf players arrive early in the morning and generate noise by hitting balls, talking loudly and cheering.
One resident said that even on weekends, when people want to rest, players begin golfing and shouting from early morning, disrupting the neighborhood.
Some residents also complained about litter and alleged inappropriate public urination by some visitors.
Their concerns raise a broader question over whether a public park intended for general use has effectively become dominated by a particular recreational activity, limiting access and enjoyment for other residents and tourists.

A traditional Korean-style guesthouse operated by Jindo County is located near the area being used for park golf.
In 2024, Jindo County secured KRW 500 million in special adjustment grants from the South Jeolla Provincial Government to renovate the guesthouse. The project included improvements to windows, heating and cooling systems, bathrooms and electrical facilities, with the aim of providing visitors with a better accommodation environment.
At the time, Jindo County promoted Unlim Sambyeolcho Park as a nature and leisure tourism destination connected not only with the hanok guesthouse and auto-camping facilities but also with nearby attractions such as Unlimsanbang, a water park and forest recreation areas.
However, the influx of park golf players from early morning has created an apparent conflict between the area's tourism and accommodation functions and its unofficial use for recreational sports.
MBC also reported that complaints concerning park golf activities had been posted on the Jindo County government website.

Jindo County's response has also become a focus of controversy.
Although Unlim Sambyeolcho Park has reportedly been used for park golf for several years, the county has refrained from aggressive enforcement, citing the large number of users and a lack of suitable alternative facilities.
Park golf has grown rapidly in popularity, particularly among older adults, and there is genuine demand for recreational sports facilities in rural communities. That demand is a factor local governments need to consider.
Nevertheless, critics say allowing unauthorized facilities and activities to continue for years simply because they are popular could undermine principles of fair and consistent public facility management.
The rights of ordinary park visitors, nearby residents and tourists staying in the area must also be considered alongside the recreational needs of park golf players.
Controversy Has Also Affected Park Improvement Project
Jindo County's own financial records suggest the issue extends beyond complaints from residents and may have affected the implementation of improvement projects at the park.
The county's publicly released 2024 settlement documents indicate that the Unlim Sambyeolcho Park Improvement Project in Uisin-myeon was delayed due in part to delays in relocating the park golf facilities, changes in site conditions and difficulties securing space for construction work.
This suggests the park golf controversy has gone beyond conflicts among different groups of park users and may have interfered with administrative efforts to restore and improve the park's original functions.
In June 2026, Jindo County also proceeded with a strategic environmental impact assessment and collected residents' opinions regarding the Unlim Sambyeolcho Park improvement project.
Future redevelopment efforts will therefore need to address not only the relocation of park golf facilities but also how the park's original historical and cultural identity will be restored.
Jindo County Plans Official Park Golf Course by 2027
Jindo County reportedly plans to build a separate, officially designated park golf course near Unlim Sambyeolcho Park and complete it by 2027 as part of efforts to resolve the conflict.
Once the new course is completed and current players relocate, conditions could be created for restoring and managing Unlim Sambyeolcho Park in accordance with its original purpose.
Questions remain, however, about what will happen in the meantime.
The county will need to clarify whether park golf will continue to be permitted at the existing park until the new course opens and whether interim measures—such as restrictions on operating hours, removal of unauthorized facilities or stronger site management—will be introduced.
Has the KRW 8.8 Billion Investment Delivered Results?
At the heart of the controversy is a fundamental question: Has a park built with KRW 8.8 billion in public funds produced the public and tourism benefits for which it was originally intended?
Unlim Sambyeolcho Park was not created merely as an open grass field.
Its broader purpose was to use the historical legacy of the Sambyeolcho resistance as a tourism resource, attract visitors, connect with nearby destinations such as Unlimsanbang, encourage longer tourist stays and provide residents with a public space for recreation and relaxation.
For that reason, the fact that around 100 people reportedly use the grounds for park golf each day cannot, by itself, be taken as evidence that the park is being effectively utilized.
If park golf activities discourage general visitors, inconvenience guests at the nearby hanok accommodation or weaken the site's function as a historical park, a separate assessment may be necessary to determine whether the original objectives of the KRW 8.8 billion investment have actually been achieved.
The issue is particularly significant because an additional KRW 500 million was invested in renovating the hanok guesthouse, while further public funds continue to be spent on improving the park.
Jindo County may therefore need to disclose and assess indicators such as annual visitor numbers, accommodation occupancy rates, tourism spending, maintenance costs and resident satisfaction to objectively evaluate the economic and public benefits generated by the investment.
Issue Should Not Be Framed Simply as ‘Park Golf Players vs. Residents’

A practical solution would be to accelerate construction of the official park golf course while restoring Unlim Sambyeolcho Park to its intended historical, cultural and recreational functions.
Questions that will require answers include when the existing golf holes and related facilities will be removed, how damaged lawns and landscaping will be restored, and what measures will be taken to improve conditions for nearby residents and overnight visitors.
Ultimately, the controversy is not simply about whether park golf should be allowed.
It raises a more fundamental question about whether a historical and cultural park developed with KRW 8.8 billion in public funds has been properly managed by the local government in accordance with the purpose for which that money was invested.
Attention is now focused on whether Jindo County can use the construction of the new park golf course and the normalization of Unlim Sambyeolcho Park as an opportunity to balance demand for recreational sports with residents' quality of life, tourists' right to rest and the historical identity of the park.
