전남광주통합특별시와 27개 시·구·군이 호남권 반도체 클러스터 조성과 산업 성과의 특별시 전역 확산을 위해 공동 대응에 나섰다.

전남광주통합특별시는 7월 29일 무안청사 왕인실에서 민형배 시장과 27개 시·구·군 단체장이 참석한 가운데 상생협력간담회를 열고 ‘반도체산업 공동성장을 위한 상생협력 협약’을 체결했다고 밝혔다.

이번 간담회는 통합특별시 출범 이후 처음 열린 시장·구청장·군수 회의다. 특별시와 시·구·군 간 상시 협력체계를 구축하고, 반도체산업을 비롯한 주요 지역 현안에 공동 대응하기 위해 마련됐다.

간담회에서는 반도체산업지원단이 호남권 반도체 클러스터 조성 전략을 보고했다. 참석 단체장들은 민형배 시장 주재로 반도체산업의 성공적인 안착과 지역별 동반성장 방안을 논의했다.

협약에는 ▲반도체 메가클러스터 성공을 위한 협력체계 구축 ▲용지 공급과 기반시설 확충 등 기업하기 좋은 투자환경 조성 ▲지역 대학·연구기관·기업을 연계한 전문인재 양성과 산학연 협력 ▲지역 특화산업과 연계한 균형발전 및 공동성장 등 4개 분야의 협력과제가 담겼다.

전남광주특별시와 27개 시·구·군은 앞으로 행정·재정적 지원과 제도 개선을 공동으로 추진하고, 반도체산업의 투자와 고용 효과가 특정 지역에 집중되지 않도록 특별시 전역으로 확산하는 협력체계를 이어갈 방침이다.

민형배 시장은 “전남광주통합특별시가 출범한 지 오늘로 29일째”라며 “대한민국에 없던 통합특별시의 첫 한 달을 보내는 동안 896조 원 규모의 반도체 투자가 우리 앞에 놓였다”고 말했다.

이어 “이 거대한 기회를 시민의 삶으로 이어가기 위해서는 27개 시·구·군이 가진 각각의 강점을 하나의 성장지도 위에 잘 엮어야 한다”며 “이번 협약은 그 연결을 시작하는 약속”이라고 강조했다.

민 시장은 또 “각 지역의 강점이 전남광주 전체의 힘으로 이어지도록 특별시가 든든히 뒷받침하겠다”며 “반도체 준비뿐만 아니라 내년도 국비 확보와 복지·민생 등 함께 풀어야 할 과제도 하나하나 손발을 맞춰 나가자”고 밝혔다.

그러면서 “다른 시·도가 부러워하는 상생협력, 대한민국에서 가장 손발이 잘 맞는 지역정부를 함께 만들자”고 덧붙였다.
전남광주통합특별시는 앞으로 시장·구청장·군수 정례회의를 운영해 주요 정책을 공동 협의하고, 시·구·군이 함께 지역 현안을 해결하는 협력행정을 확대할 계획이다.

다만 이번 협약이 선언적인 수준에 머물지 않으려면 ‘896조 원 규모 반도체 투자’의 산출 근거와 실제 확정 투자액, 투자 주체, 대상 부지, 단계별 추진 일정이 구체적으로 공개돼야 한다.

특히 27개 시·구·군별로 반도체 생산시설과 소재·부품·장비산업, 전력·용수·교통 기반시설, 인재 양성, 연구개발, 정주 지원 등을 어떻게 분담할 것인지 명확한 실행계획이 필요하다.

반도체산업 성과를 특별시 전역으로 확산하겠다는 목표가 실질적인 지역 성장으로 이어지기 위해서는 지역별 사업비와 국비 확보 계획, 기업 유치 목표, 직접고용 규모, 전문 인력 양성 인원 등을 담은 세부 성장지도를 시민에게 공개해야 한다

Jeonnam-Gwangju Integrated Special City and its 27 cities, districts and counties have launched a joint initiative to develop a semiconductor cluster in the Honam region and ensure that the benefits of the industry are shared across the entire special city.
On July 29, Jeonnam-Gwangju Integrated Special City held an intergovernmental cooperation meeting at Wangin Hall in its Muan Government Complex. Mayor Min Hyung-bae and the heads of all 27 cities, districts and counties attended and signed the “Cooperation Agreement for Shared Growth in the Semiconductor Industry.”
The meeting was the first gathering of mayors, district heads and county governors since the launch of the integrated special city. It was organized to establish a permanent cooperation framework between the special city and its local governments and to coordinate joint responses to key regional issues, including semiconductor development.
During the meeting, the Semiconductor Industry Support Group presented its strategy for developing the Honam semiconductor cluster. The participating local government leaders then discussed ways to establish a successful semiconductor industry and promote shared growth across the region under the chairmanship of Mayor Min.
The agreement covers four major areas of cooperation:
Establishing a cooperative system to ensure the success of the semiconductor mega-cluster
Creating a business-friendly investment environment through site provision and infrastructure expansion
Training semiconductor professionals and strengthening cooperation among local universities, research institutes and companies
Promoting balanced regional development and shared growth by linking the semiconductor industry with locally specialized industries
Jeonnam-Gwangju Special City and its 27 local governments plan to jointly pursue administrative and financial support measures as well as regulatory and institutional reforms. They will also maintain close cooperation to prevent semiconductor investment and employment benefits from being concentrated in only a few locations and to spread those benefits throughout the special city.
“Today marks the 29th day since the launch of Jeonnam-Gwangju Integrated Special City,” Mayor Min said. “During the first month of building an unprecedented integrated special city in Korea, a semiconductor investment opportunity worth KRW 896 trillion has emerged before us.”
“To turn this enormous opportunity into tangible improvements in people’s lives, we must connect the respective strengths of all 27 cities, districts and counties on a single regional growth map,” he said. “This agreement represents our first commitment to building that connection.”
Mayor Min added, “The special city government will provide solid support so that each region’s strengths can become a source of power for Jeonnam-Gwangju as a whole.”
“In addition to preparing for the semiconductor industry, we have many other issues to address together, including securing central government funding for next year and responding to welfare and livelihood concerns,” he said. “Let us coordinate our efforts one step at a time.”
He continued, “Together, let us build a cooperative regional government that other provinces and metropolitan cities will envy—and one that demonstrates the strongest coordination in the country.”
Jeonnam-Gwangju Integrated Special City plans to hold regular meetings with the heads of its cities, districts and counties to jointly coordinate major policies and further expand cooperative administration aimed at resolving regional issues.
However, to ensure that the agreement does not remain merely declaratory, the city must disclose the basis for the KRW 896 trillion semiconductor investment estimate, the amount of investment that has actually been confirmed, the participating investors, proposed project sites and the phased implementation schedule.
A clear action plan is also needed to explain how responsibilities will be divided among the 27 cities, districts and counties in areas such as semiconductor manufacturing, materials, components and equipment, electricity and water supplies, transport infrastructure, talent development, research and development, and residential support.
If the special city’s goal of spreading semiconductor industry benefits across the entire region is to produce meaningful local growth, officials must disclose a detailed regional growth map specifying project budgets, plans for securing central government funding, corporate investment targets, projected direct employment and the number of skilled professionals to be trained.
