완도군이 오는 8월 1일 자로 2026년 하반기 정기인사를 단행한다.
이번 인사는 재난안전과와 미래전략과, 수산식품산업과, 예산감사과, 인구일자리과 등 주요 정책부서의 책임자를 재배치하고 읍·면장과 농업기술센터, 보건의료원, 시설관리사업소 간부 인사를 폭넓게 조정한 것이 특징이다.
지방행정 4급 전보 인사에는 한희석 재난안전과장, 정인호 금일읍장, 안환옥 노화읍장이 이름을 올렸다.
승진 의결에 따라 김경남 민원봉사과장 직무대리와 김란 경제산업과장 직무대리가 각각 부서 운영을 맡는다.
지방행정 5급 전보에서는 추교상 미래전략과장, 김용식 수산식품산업과장, 최광윤 예산감사과장, 박미정 인구일자리과장, 최정환 세무회계과장, 우홍래 주민복지과장, 김현란 문화예술과장, 고철휴 지역개발과장이 각각 배치됐다.
이홍용 농업기술센터소장, 김준혁 보건의료원 보건행정과장, 김건규 시설관리사업소장도 새 보직을 맡는다.
읍·면장에는 조강철 약산면장, 오현철 소안면장, 한지영 보길면장, 우홍창 생일면장이 전보됐다. 김성옥 고금면장 직무대리는 지방농업 5급 승진 의결 대상에 포함됐다.
완도군의회 파견 인사로는 자치행정과 소속 천종실·이기석 5급이 배치됐으며, 파견에서 복귀한 전문희 과장은 관광과장, 최영미 과장은 보건의료원 건강증진과장을 맡는다.
직렬별 인사에서는 정계창 가족돌봄과장, 이욱 농업기술센터 농업축산과장, 방현수 해양수산과장, 김수호 신지면장, 김현주 군외면장, 서말순 금당면장, 황성식 체육진흥과장, 김진원 환경수질과장, 고영권 농업기술센터 농정기술과장이 각각 배치됐다.
6급 승진 인사도 함께 단행됐다.
지방행정 6급 승진자는 자치행정과 최귀엽, 예산감사과 정재호, 경제산업과 차점진·차선태, 환경수질과 박은혜, 약산면 김영숙 등 6명이다.
지방사회복지 직렬에서는 주민복지과 송은미와 가족돌봄과 김승미가 6급으로 승진한다. 경제산업과 황주관은 지방공업 6급, 농업기술센터 농업축산과 김상건은 지방농업 6급으로 각각 승진한다.
지방식품위생 직렬 오형주, 지방운전 직렬 배종보·오승호, 지방기계운영 직렬 조연식도 6급 승진 대상에 포함됐다.
본청 주요 팀장에는 김진호 미래전략과 기획정책팀장, 김채호 군정혁신팀장, 조성영 청년미래팀장, 김혜원 지방소멸대응팀장, 박현정 수산식품산업과 해양바이오팀장이 배치됐다.
자치행정과에는 김용석 서무팀장, 이진범 행정팀장, 박상우 교류협력팀장, 김정삼 비서실장이 각각 전보됐다.
예산감사과에는 문송태 예산팀장, 김동완 감사팀장, 조은정 법무통계팀장, 김천주 홍보팀장이 배치됐다.
인구일자리과는 문병민 인구정책팀장, 이지애 일자리창출팀장, 양은정 산업인력팀장, 정상화 귀촌지원팀장 체제로 개편된다.
관광 분야에는 황인욱 관광정책팀장, 이지연 관광마케팅팀장, 김종표 해양휴양팀장, 유주현 관광시설팀장, 정은경 위생관리팀장이 배치됐다.
수산 분야에서는 문제술 전복정책팀장, 정종민 제조혁신팀장, 송지영 수산마케팅팀장, 추영철 수산정책팀장, 김중석 어업지원팀장, 김덕준 어장관리팀장, 김행준 해양관리팀장, 한태영 해양보전팀장이 각각 업무를 맡는다.
재난안전과에는 오영호 안전정책팀장, 정현수 자연재난팀장, 김광웅 사회재난팀장, 윤소라 중대재해팀장, 김정금 스마트관제팀장이 배치돼 자연재난과 사회재난, 중대재해 대응체계를 정비한다.
이번 인사에는 조직개편에 따른 직위·부서 명칭 변경과 파견 복귀, 휴직 복직, 신규 연구직 임용도 포함됐다.
신규 임용자는 자치행정과 지방기록연구사 문혜영, 해양수산과 지방학예연구사 정태영, 시설관리사업소 지방학예연구사 안소연 등이다.
완도군은 이번 인사를 통해 민선 군정의 주요 현안인 지방소멸 대응, 청년정책, 일자리 창출, 수산식품산업 고도화, 관광 활성화, 재난안전 관리에 행정력을 집중할 것으로 보인다.

Wando County will carry out its regular personnel reshuffle for the second half of 2026, effective August 1.
The reshuffle is characterized by the broad reassignment of senior officials across key policy departments, including the Disaster and Safety, Future Strategy, Fisheries Food Industry, Budget and Audit, and Population and Jobs divisions. It also includes changes involving township chiefs and senior officials at the Agricultural Technology Center, Wando Public Health and Medical Center, and Facilities Management Office.
Among Grade 4 administrative officials, Han Hee-seok was transferred as head of the Disaster and Safety Division, Jeong In-ho as chief of Geumil Township, and An Hwan-ok as chief of Nohwa Township.
Following promotion approval, Kim Gyeong-nam will serve as acting head of the Civil Affairs Service Division, while Kim Ran will take charge of the Economy and Industry Division in an acting capacity.
Grade 5 administrative transfers include Choo Gyo-sang as head of the Future Strategy Division, Kim Yong-sik as head of the Fisheries Food Industry Division, Choi Gwang-yoon as head of the Budget and Audit Division, Park Mi-jeong as head of the Population and Jobs Division, Choi Jeong-hwan as head of the Tax and Accounting Division, Woo Hong-rae as head of the Resident Welfare Division, Kim Hyeon-ran as head of the Culture and Arts Division, and Go Cheol-hyu as head of the Regional Development Division.
Lee Hong-yong was appointed director of the Agricultural Technology Center, Kim Jun-hyeok head of the Health Administration Division at Wando Public Health and Medical Center, and Kim Geon-gyu head of the Facilities Management Office.
At the township level, Jo Gang-cheol was appointed chief of Yaksan Township, Oh Hyeon-cheol chief of Soan Township, Han Ji-young chief of Bogil Township, and Woo Hong-chang chief of Saengil Township. Kim Seong-ok, acting chief of Gogeum Township, was included among those approved for promotion to Grade 5 in the agricultural service.
For secondments to the Wando County Council, Grade 5 officials Cheon Jong-sil and Lee Gi-seok of the General Administration Division were assigned to the council.
Following their return from secondment, Jeon Mun-hui was appointed head of the Tourism Division and Choi Young-mi head of the Health Promotion Division at Wando Public Health and Medical Center.
Other appointments by occupational category include Jeong Gye-chang as head of the Family Care Division, Lee Uk as head of the Agriculture and Livestock Division at the Agricultural Technology Center, Bang Hyeon-su as head of the Marine Affairs and Fisheries Division, Kim Su-ho as chief of Sinji Township, Kim Hyeon-ju as chief of Gunoe Township, Seo Mal-sun as chief of Geumdang Township, Hwang Seong-sik as head of the Sports Promotion Division, Kim Jin-won as head of the Environment and Water Quality Division, and Go Young-gwon as head of the Agricultural Policy and Technology Division at the Agricultural Technology Center.
The reshuffle also includes a series of promotions to Grade 6.
Six administrative officials were promoted to Grade 6: Choi Gwi-yeop of the General Administration Division, Jeong Jae-ho of the Budget and Audit Division, Cha Jeom-jin and Cha Seon-tae of the Economy and Industry Division, Park Eun-hye of the Environment and Water Quality Division, and Kim Young-suk of Yaksan Township.
In the social welfare service, Song Eun-mi of the Resident Welfare Division and Kim Seung-mi of the Family Care Division were promoted to Grade 6.
Hwang Ju-gwan of the Economy and Industry Division was promoted to Grade 6 in the industrial service, while Kim Sang-geon of the Agriculture and Livestock Division at the Agricultural Technology Center was promoted to Grade 6 in the agricultural service.
Oh Hyeong-ju in the food sanitation service, Bae Jong-bo and Oh Seung-ho in the driving service, and Jo Yeon-sik in the machinery operations service were also included among the Grade 6 promotions.
Major appointments at county headquarters include Kim Jin-ho as head of the Planning and Policy Team, Kim Chae-ho as head of the Government Innovation Team, Jo Seong-young as head of the Youth and Future Team, Kim Hye-won as head of the Local Extinction Response Team, and Park Hyeon-jeong as head of the Marine Bio Team in the Fisheries Food Industry Division.
Within the General Administration Division, Kim Yong-seok was appointed head of the General Affairs Team, Lee Jin-beom head of the Administration Team, Park Sang-woo head of the Exchange and Cooperation Team, and Kim Jeong-sam chief of staff.
In the Budget and Audit Division, Moon Song-tae was appointed head of the Budget Team, Kim Dong-wan head of the Audit Team, Jo Eun-jeong head of the Legal Affairs and Statistics Team, and Kim Cheon-ju head of the Public Relations Team.
The Population and Jobs Division will operate under a new team leadership structure consisting of Moon Byeong-min as head of the Population Policy Team, Lee Ji-ae as head of the Job Creation Team, Yang Eun-jeong as head of the Industrial Workforce Team, and Jeong Sang-hwa as head of the Return-to-Farming and Rural Settlement Support Team.
In the tourism sector, Hwang In-uk was appointed head of the Tourism Policy Team, Lee Ji-yeon head of the Tourism Marketing Team, Kim Jong-pyo head of the Marine Recreation Team, Yoo Ju-hyeon head of the Tourism Facilities Team, and Jeong Eun-gyeong head of the Sanitation Management Team.
In the fisheries sector, Moon Je-sul was appointed head of the Abalone Policy Team, Jeong Jong-min head of the Manufacturing Innovation Team, Song Ji-young head of the Fisheries Marketing Team, Choo Young-cheol head of the Fisheries Policy Team, Kim Jung-seok head of the Fisheries Support Team, Kim Deok-jun head of the Fishing Grounds Management Team, Kim Haeng-jun head of the Marine Management Team, and Han Tae-young head of the Marine Conservation Team.
The Disaster and Safety Division will be staffed by Oh Young-ho as head of the Safety Policy Team, Jeong Hyeon-su as head of the Natural Disaster Team, Kim Gwang-ung as head of the Social Disaster Team, Yoon So-ra as head of the Serious Accident Team, and Kim Jeong-geum as head of the Smart Monitoring Team.
The appointments are intended to strengthen Wando County’s response system covering natural disasters, social disasters and serious workplace accidents.
The reshuffle also includes changes to department and position titles resulting from organizational restructuring, returns from secondment and leave, and the appointment of new research officials.
New appointments include Moon Hye-young as an archival research officer in the General Administration Division, Jeong Tae-young as a curatorial research officer in the Marine Affairs and Fisheries Division, and An So-yeon as a curatorial research officer at the Facilities Management Office.
Through this personnel reshuffle, Wando County is expected to concentrate its administrative capabilities on major policy priorities, including responding to population decline, supporting young people, creating jobs, advancing the fisheries food industry, revitalizing tourism and strengthening disaster and safety management.
