해남군민이 바라는 해남군의회 상반기 의장 후보는 누구인가

제9대 해남군의회 상반기 원 구성을 앞두고 군민들의 관심이 높아지고 있다. 군민들이 궁금해하는 것은 단순히 누가 의장이 되느냐가 아니다. 과연 누가 해남군의회를 이끌 적임자인가에 대한 기대와 관심이 모아지고 있다.

의장은 의회를 대표하는 자리이자 군민의 뜻을 대변하고 집행부를 견제하는 막중한 책임을 가진 직책이다. 따라서 군민들은 의장 후보자에게 단순한 정치적 영향력보다 경험과 역량, 그리고 군민과의 소통 능력을 요구하고 있다.
군민들이 중요하게 생각하는 조건 가운데 하나는 풍부한 행정 이해도다.

해남군은 농업과 수산업, 관광과 문화, 복지와 교육, 지역개발과 미래산업 등 다양한 현안이 복합적으로 얽혀 있는 지역이다. 이러한 군정을 제대로 이해하고 정책을 분석하며 대안을 제시할 수 있는 능력은 의장 후보자가 갖춰야 할 필수 덕목으로 평가받고 있다.

특히 군민들은 행정 경험이 풍부하고 의정활동 경력이 검증된 3선급 의원에게 관심을 보이고 있다. 오랜 의정 경험을 통해 축적된 전문성과 군정 전반에 대한 이해는 의회의 안정적인 운영과 정책 검증 능력을 높일 수 있다는 기대 때문이다.

그러나 경험만으로는 충분하지 않다.
군민들은 의회 안에만 머무는 의장이 아니라 군민 속으로 들어가는 의장을 원하고 있다. 지역 현장을 수시로 찾아다니며 주민들의 목소리를 경청하고 평소에도 군민들과 정보를 교감하며 소통할 수 있는 사람이 의장이 되어야 한다는 의견이 적지 않다.

특히 농촌과 어촌의 현실을 잘 이해하고 군민들의 어려움을 직접 듣고 해결책을 모색할 수 있는 생활밀착형 리더십은 중요한 평가 기준으로 꼽히고 있다.

또한 해남군 전체를 대표할 수 있는 통합형 리더십도 요구된다.
의장은 특정 지역이나 특정 계층의 대표가 아니라 해남군의회 전체와 군민을 대표하는 자리다. 의원 간 갈등을 조정하고 화합을 이끌어내며 군민에게 신뢰받는 의회를 만드는 역할이 무엇보다 중요하다.

현재 해남은 지방소멸 위기 대응, 청년 정착, 농수산업 경쟁력 강화, 문화관광 활성화, 미래산업 유치 등 수많은 과제를 안고 있다. 이러한 중요한 시기에 의장은 집행부와 협력할 것은 협력하고 견제할 것은 견제하는 균형감각을 갖춰야 한다.

결국 군민들이 바라는 의장 후보의 모습은 분명하다.
해남군정을 깊이 이해하는 행정 경험, 풍부한 의정 경력, 군민과의 활발한 소통 능력, 그리고 해남군 전체를 아우를 수 있는 품격과 통합의 리더십을 갖춘 인물이다.

상반기 원 구성은 단순한 자리 배분이 아니다. 의장과 부의장, 상임위원장 선출은 향후 2년간 해남군의회의 방향과 군민을 위한 의정활동의 수준을 결정하는 중요한 선택이다.

군민들은 지금도 의회를 지켜보고 있다. 가장 중요한 것은 개인의 정치적 이해관계나 계파 논리가 아니라 누가 군민을 위해 더 헌신하고 해남의 미래를 위해 더 큰 역할을 할 수 있는가 하는 점이다.

만약 상반기 원 구성이 군민들의 기대와 뜻에 부합하는 방향으로 이루어진다면 군민들은 의회를 신뢰하고 응원할 것이다. 그러나 반대로 군민의 눈높이와 민심을 외면한 채 특정 세력의 이해관계나 정치적 계산에 의해 원 구성이 이루어진다면 그 또한 군민들은 반드시 기억할 것이다.

지방의회의 주인은 의원이 아니라 군민이다. 의회의 권한 역시 군민이 부여한 것이다. 군민의 뜻을 존중하는 의회만이 신뢰를 받을 수 있으며, 군민의 기대를 저버린 선택은 결국 군민의 엄중한 평가를 피할 수 없다.

해남군의회가 군민이 원하는 방향으로 상반기 원 구성을 이루고, 진정한 민의의 대변자로서 책임 있는 모습을 보여주기를 기대한다.

Who Is the Candidate for Speaker of the First-Half Session of the Haenam County Council That Residents Want?
As the first-half leadership formation of the 9th Haenam County Council approaches, public interest among county residents is growing. What residents are concerned about is not simply who will become the Speaker. Rather, attention is focused on who is the most suitable person to lead the Haenam County Council.
The Speaker is not merely a ceremonial representative of the council. It is a position carrying significant responsibility to represent the will of the residents, oversee the executive branch, and ensure accountability in local governance. Therefore, residents expect Speaker candidates to possess not only political influence but also experience, competence, and strong communication skills.
One of the most important qualifications valued by residents is a deep understanding of local administration.
Haenam is a region where agriculture, fisheries, tourism, culture, welfare, education, regional development, and future industries are closely interconnected. The ability to understand these complex administrative affairs, analyze policies, and propose practical alternatives is considered an essential qualification for any Speaker candidate.
In particular, residents show strong interest in candidates with extensive administrative knowledge and proven legislative experience, especially third-term council members. Their accumulated expertise and understanding of county affairs are expected to contribute to stable council operations and effective policy oversight.
However, experience alone is not enough.
Residents want a Speaker who is not confined to the council chamber but actively engages with the community. Many believe that the ideal Speaker should frequently visit local communities, listen carefully to residents' concerns, and maintain ongoing communication and information-sharing with citizens.
A people-centered leadership style, capable of understanding the realities of rural and fishing communities and seeking solutions to residents’ difficulties firsthand, is regarded as an important criterion.
Residents also expect a unifying leader who can represent all of Haenam.
The Speaker is not a representative of any particular district or group but a representative of the entire Haenam County Council and all county residents. The ability to mediate conflicts among council members, foster unity, and build public trust in the council is considered essential.
Today, Haenam faces numerous challenges, including responding to population decline, attracting and retaining young people, strengthening agricultural and fisheries competitiveness, promoting cultural tourism, and attracting future-oriented industries. At such a critical time, the Speaker must possess the balance and judgment necessary to cooperate with the executive branch when appropriate while also providing effective oversight.
Ultimately, the qualities residents seek in a Speaker candidate are clear.
They want a person with extensive administrative experience, rich legislative expertise, strong communication skills, and the dignity and leadership necessary to represent the entire county and unite its people.
The formation of the first-half council leadership is not merely a matter of distributing positions. The selection of the Speaker, Vice Speaker, and standing committee chairs will determine the direction of the Haenam County Council and the quality of its legislative activities for the next two years.
Residents are closely watching the council. What matters most is not political calculations or factional interests, but who is willing to devote themselves to the people and contribute most effectively to Haenam’s future.
If the first-half council leadership is formed in a way that reflects the expectations and wishes of residents, the council will earn public trust and support. However, if leadership positions are determined primarily by political interests and power calculations while ignoring public sentiment, residents will undoubtedly remember it.
The true owners of local councils are not the council members but the residents. The authority exercised by the council is granted by the people. Only a council that respects the will of its residents can earn public trust, and any decision that disappoints those expectations will ultimately face the judgment of the people.
It is hoped that the Haenam County Council will establish its first-half leadership in accordance with the wishes of its residents and demonstrate responsible leadership as a true representative of the people's voice.
