완도해양경찰서와 완도시니어클럽이 노인일자리 사업을 해양안전 활동과 연계한 ‘바다안전지킴이’ 신고체계를 구축한다.

완도해양경찰서는 지난 5일 완도시니어클럽과 노인일자리 및 사회활동 지원사업을 활용한 지역 해양안전 협력체계 구축을 위해 업무협약을 체결했다고 밝혔다.

이번 협약은 지역 어르신들의 사회참여 기회를 확대하는 동시에 해양안전 사각지대를 줄이고 주민 중심의 안전문화를 확산하기 위해 마련됐다.

두 기관은 협약에 따라 ▲바다안전지킴이 참여자의 해양·연안사고 및 해양오염 신고체계 확립 ▲구명조끼 착용 홍보 등 해양안전문화 확산 ▲노인일자리 및 사회활동 지원사업 협력체계 구축 ▲노인일자리 참여자 대상 해양안전교육 지원 등에 협력하기로 했다.

특히 완도시니어클럽 소속 바다안전지킴이 참여자 80여 명은 해안가와 연안지역에서 활동하면서 각종 해양사고 위험요인과 해양오염 현장을 발견하면 관계기관에 신속히 신고하는 역할을 맡는다.

완도해경은 지역 현장에 익숙한 어르신들이 안전지킴이로 참여하면 사고 위험요인을 조기에 발견하고 초동 대응 시간을 줄이는 데 도움이 될 것으로 기대하고 있다.

두 기관은 구명조끼 착용 홍보와 해양안전교육도 지속적으로 추진해 어업인과 관광객, 지역주민의 안전의식을 높일 방침이다.

황중권 완도시니어클럽 관장은 “노인일자리 사업이 단순한 일자리 제공을 넘어 지역사회 안전에 기여하는 의미 있는 활동으로 이어질 수 있도록 완도해양경찰서와 긴밀히 협력하겠다”며 “어르신들이 지역 해양안전의 파수꾼으로서 역할을 다할 수 있도록 적극 지원하겠다.”고 말했다.

김태환 완도해양경찰서장은 “지역사회와 함께 만드는 해양안전이 무엇보다 중요하다”며 “이번 협약을 계기로 어르신들의 사회참여와 공익활동을 지원하고 민·관이 함께하는 촘촘한 해양안전망을 구축해 안전한 바다를 만들어 가겠다”고 밝혔다.

다만 바다안전지킴이 활동이 실질적인 사고 예방으로 이어지려면 참여자의 활동구역과 신고 절차, 긴급 상황별 행동요령을 구체화해야 한다. 해안가 활동 과정에서 발생할 수 있는 미끄러짐과 추락, 폭염 등 참여자 안전사고를 막기 위한 보호장비 지급과 보험 가입, 정기교육도 함께 마련할 필요가 있다.

The Wando Coast Guard and the Wando Senior Club are establishing a “Sea Safety Watch” reporting system that links senior employment programs with maritime safety activities.
The Wando Coast Guard announced that it signed a memorandum of understanding with the Wando Senior Club on Aug. 5 to establish a regional maritime safety cooperation system utilizing senior employment and social participation programs.
The agreement is intended to expand opportunities for senior citizens to participate in community activities while reducing maritime safety blind spots and promoting a resident-centered safety culture.
Under the agreement, the two organizations will cooperate in ▲establishing a reporting system through which Sea Safety Watch participants can report maritime and coastal accidents and marine pollution ▲promoting maritime safety practices, including the use of life jackets ▲building a cooperative framework for senior employment and social participation programs and ▲providing maritime safety training for senior program participants.
In particular, approximately 80 Sea Safety Watch participants affiliated with the Wando Senior Club will monitor beaches, coastal areas and nearshore waters. They will promptly report maritime hazards and marine pollution incidents to the relevant authorities.
The Wando Coast Guard expects that involving senior citizens who are familiar with local conditions will help identify accident risks at an early stage and shorten initial response times.
The two organizations also plan to continue promoting life jacket use and conducting maritime safety education to improve safety awareness among fishermen, tourists and local residents.
Hwang Jung-kwon, director of the Wando Senior Club, said, “We will work closely with the Wando Coast Guard so that the senior employment program can go beyond simply providing jobs and develop into a meaningful public service that contributes to community safety.”
“We will actively support our senior participants so that they can fully perform their role as guardians of maritime safety in the region,” he added.
Kim Tae-hwan, chief of the Wando Coast Guard, said, “Nothing is more important than creating maritime safety together with the local community.”
“Through this agreement, we will actively support senior citizens’ social participation and public service activities while building a comprehensive public-private maritime safety network to make our seas safer,” Kim said.
For the Sea Safety Watch program to contribute effectively to accident prevention, however, the participants’ activity zones, reporting procedures and emergency response guidelines must be clearly defined.
Protective equipment, insurance coverage and regular safety training should also be provided to protect senior participants from slips, falls, extreme heat and other hazards they may encounter while working along the coast.
