AI수도를 외치면서 왜 유치전은 하지 않는가

이재명 대통령이 최근 2차 공공기관 이전과 관련해 “일부 지역에 전략적으로 집중 배치하는 방안도 검토할 수 있다”는 취지의 발언을 내놓으면서 전국 지방자치단체들의 유치 경쟁이 본격화될 전망이다.

공공기관 이전은 단순히 기관 몇 개를 지방으로 보내는 문제가 아니다. 지역의 미래 산업과 인구, 기업, 일자리, 교육, 주거가 함께 움직이는 국가균형발전의 핵심 전략이다.

그런데 전남과 해남의 현실은 어떠한가.
대한민국 AI수도를 만들겠다고 외치고, 국가 AI컴퓨팅센터를 유치했다고 자랑하면서도 정작 앞으로 진행될 공공기관 유치 경쟁과 국제기구 유치전에는 너무나 조용하다.

국가가 알아서 기관을 보내주기만 기다리는 시대는 이미 끝났다.
지금은 지역이 스스로 미래 비전을 제시하고, 정치권과 행정, 기업, 시민사회가 총력전을 펼쳐 유치 경쟁에 나서야 하는 시대다.
특히 해남 솔라시도는 대한민국 어느 지역보다 AI 산업 집적화에 유리한 조건을 갖추고 있다.

국가 AI컴퓨팅센터가 들어서고 있으며, 대규모 데이터센터 집적단지가 추진되고 있다.

RE100 기반의 재생에너지 생산 능력도 국내 최고 수준이다.
태양광과 해상풍력을 결합한 세계 최대 수준의 친환경 전력 공급 체계가 구축되고 있으며, 향후 AI 산업이 요구하는 막대한 전력을 안정적으로 공급할 수 있는 국내 유일의 후보지라는 평가를 받고 있다.

이러한 조건을 고려한다면 앞으로 설립이 추진될 AI 관련 공공기관과 국제기구는 당연히 솔라시도를 최우선 후보지로 검토해야 한다.
특히 유엔(UN) 산하 AI 관련 국제기구 유치는 반드시 국가적 차원에서 추진해야 할 과제다.

인공지능 윤리, AI 거버넌스, AI 교육, AI 개발협력, 디지털 포용, AI 안전성 연구 등을 담당할 국제기구가 한국에 설치된다면 그 최적지는 서울이 아니라 솔라시도다.
서울은 이미 과밀화가 심각하고 부동산 비용과 운영비가 세계 최고 수준이다.

반면 솔라시도는 광대한 부지와 친환경 전력, 데이터센터, 국가 AI컴퓨팅센터를 동시에 보유한 미래형 AI도시다.
AI 연구와 실증, 국제협력, 산업화가 한 공간에서 가능한 대한민국 유일의 지역이다.

더욱 안타까운 것은 최근 구글 AI캠퍼스가 강남권에 배정된 문제다.
강남은 이미 수많은 IT 기업과 연구기관이 밀집해 있는 지역이다.
구글 AI캠퍼스가 추가로 들어온다고 해서 국가균형발전에 기여하는 효과는 크지 않다.

오히려 국가 AI컴퓨팅센터와 데이터센터, 재생에너지 기반을 동시에 갖춘 솔라시도에 배치됐다면 훨씬 큰 시너지 효과를 기대할 수 있었다.

AI 연구개발과 실증, 스타트업 육성, 국제 협력, 친환경 전력 공급이 하나의 생태계로 연결되는 세계적 AI 클러스터가 형성될 수 있었기 때문이다.

그럼에도 전남광주특별시와 해남군은 과연 얼마나 적극적으로 유치 경쟁에 나섰는지 묻지 않을 수 없다.
구글을 상대로 어떤 제안을 했는가.
정부를 상대로 어떤 논리를 펼쳤는가.
국제기구 유치를 위해 어떤 전략을 세우고 있는가.

국가 AI컴퓨팅센터 하나 유치했다고 AI수도가 자동으로 완성되는 것은 아니다.

그 이후가 더 중요하다.
AI 연구기관, 국제기구, 글로벌 기업, 대학, 스타트업, 벤처투자사가 연이어 들어와야 비로소 AI 생태계가 완성된다.

그 시작은 공격적인 유치전이다.
전남광주특별시와 해남군은 이제라도 UN 산하 AI 국제기구 유치 전략을 수립해야 한다.
구글, 마이크로소프트, 오픈AI, 엔비디아 등 글로벌 기업들과 직접 협상에 나서야 한다.
국가 AI컴퓨팅센터를 중심으로 국제 AI포럼과 AI엑스포를 정례화해야 한다.

그리고 정치권은 2차 공공기관 이전 과정에서 AI 관련 기관들을 솔라시도에 집적시키기 위한 특별법과 지원정책 마련에 나서야 한다.
기회는 기다리는 사람에게 오지 않는다.

쟁취하는 사람에게 온다.
AI수도를 외치는 것만으로 AI수도가 되는 것은 아니다.
행동하지 않는 구호는 공허한 메아리에 불과하다.
대한민국 AI산업의 미래를 말하려면 지금 당장 움직여야 한다.

솔라시도가 대한민국 AI수도의 심장이 될 것인지, 아니면 또 한 번의 기회를 놓친 지방 개발사업으로 남을 것인지는 지금 전남광주특별시와 해남군의 의지와 행동에 달려 있다.

Why Is There No Real Competition for AI Institutions While Claiming to Be Korea’s AI Capital?
The Second Relocation of Public Institutions, UN AI Organizations, and the Google AI Campus: Solar City Must Not Miss This Historic Opportunity
President Lee Jae-myung recently suggested that the government may consider strategically concentrating the second wave of public institution relocations in selected regions. As a result, local governments across the country are expected to intensify competition to attract national institutions and strategic projects.
The relocation of public institutions is not merely about moving a few government agencies outside Seoul. It is a core strategy for balanced national development, influencing regional industries, population growth, businesses, jobs, education, and housing.
But what is the reality in Jeollanam-do and Haenam?
While local leaders proudly proclaim their vision of becoming the “AI Capital of Korea” and celebrate the successful attraction of the National AI Computing Center, they remain surprisingly silent when it comes to competing for future public institutions and international organizations.
The era of waiting for the central government to distribute institutions is over.
Today, regions must present their own visions, mobilize political leaders, public administrations, businesses, and civil society, and actively compete for opportunities.
In this regard, Solar City in Haenam possesses stronger advantages for AI industry concentration than any other region in Korea.
The National AI Computing Center is being established there, and large-scale data center complexes are already under development.
Its renewable energy capacity based on RE100 standards ranks among the highest in the nation.
With a combination of large-scale solar power and offshore wind energy, Solar City is building one of the world's most advanced clean-energy infrastructures. It is arguably the only location in Korea capable of providing the massive and stable electricity supply required by future AI industries.
Given these conditions, any future AI-related public institution or international organization should consider Solar City as a top-priority candidate.
In particular, attracting UN-affiliated AI organizations should be pursued as a national strategic objective.
If Korea seeks to host international organizations dedicated to AI ethics, AI governance, AI education, AI development cooperation, digital inclusion, and AI safety research, the ideal location is not Seoul—it is Solar City.
Seoul already suffers from excessive concentration, soaring real estate prices, and high operational costs.
Solar City, on the other hand, offers vast development space, renewable energy resources, large-scale data centers, and the National AI Computing Center in a single integrated ecosystem.
It is the only region in Korea where AI research, testing, international cooperation, and industrial commercialization can coexist and reinforce one another.
Equally disappointing is the recent decision to establish Google's AI Campus in Seoul’s Gangnam district.
Gangnam is already home to numerous IT companies and research institutions. Adding another AI facility there contributes little to balanced national development.
Had the Google AI Campus been established in Solar City, alongside the National AI Computing Center, data center clusters, and renewable energy infrastructure, the resulting synergy would have been far greater.
It could have created a world-class AI cluster where research and development, technology testing, startup incubation, international cooperation, and clean-energy supply are organically connected.
This raises an important question:
How aggressively have the Jeonnam-Gwangju Special Metropolitan Government and Haenam County actually competed for these opportunities?
What proposals were made to Google?
What arguments were presented to the central government?
What concrete strategies have been developed to attract international organizations?
Securing the National AI Computing Center alone does not automatically make a region an AI capital.
What happens afterward is even more important.
Only when AI research institutes, international organizations, global technology companies, universities, startups, and venture capital firms continue to gather in one place can a true AI ecosystem emerge.
And that process begins with aggressive and proactive competition.
The Jeonnam-Gwangju Special Metropolitan Government and Haenam County should immediately establish a strategy to attract UN-affiliated AI organizations.
They should engage directly with global technology leaders such as Google, Microsoft, OpenAI, and NVIDIA.
They should institutionalize international AI forums and AI expos centered around the National AI Computing Center.
Meanwhile, political leaders must push for special legislation and policy support measures to concentrate AI-related institutions in Solar City during the second phase of public institution relocations.
Opportunities do not come to those who simply wait.
They belong to those who actively pursue them.
Declaring oneself an AI capital does not make it a reality.
Without action, such slogans become nothing more than empty echoes.
If Korea is serious about leading the future of artificial intelligence, the time to act is now.
Whether Solar City becomes the beating heart of Korea’s AI future—or remains another missed regional development opportunity—depends entirely on the determination and actions taken today by the Jeonnam-Gwangju Special Metropolitan Government and Haenam County.
