쿠팡 역대 최대 과징금이 던진 경고…기업 성장보다 먼저 지켜야 할 것은 국민의 개인정보다

국민 생활과 가장 밀접한 플랫폼 기업 가운데 하나인 쿠팡이 국내 개인정보보호법 역사상 최대 규모의 과징금을 부과 받았다.
개인정보보호위원회는 최근 대규모 개인정보 유출 사고와 관련해 쿠팡 및 자회사에 대해 총 6,246억 8,100만 원의 과징금과 1,680만 원의 과태료를 부과하고 시정명령을 의결했다.

이는 지난해 SK텔레콤 유심 정보 유출 사건에 부과된 1,348억 원의 과징금을 훨씬 뛰어넘는 수준으로, 국내 개인정보보호법 위반 사례 가운데 가장 큰 제재다. 과징금 규모만 놓고 보면 쿠팡Inc의 연간 영업이익에 맞먹는 수준이라는 점에서 사안의 심각성을 보여준다.

개인정보위 조사 결과는 더욱 충격적이다.
쿠팡은 인증 서명키 관리와 접근통제 등 기본적인 보안체계를 제대로 운영하지 않았고, 그 결과 회원 3,322만 명과 비회원 433만 명 등 총 3,750만여 명의 개인정보가 유출된 것으로 나타났다. 배송지 정보와 각종 개인정보가 외부에 노출되면서 국민 불안은 극에 달했다.

더욱 심각한 것은 사고 이후 대응 과정이다.
유출 사실 통지 의무와 개인정보 파기 의무 위반, 개인정보보호책임자(CPO)의 독립성 보장 미흡, 조사 방해 행위까지 적발되면서 단순한 보안사고를 넘어 기업의 개인정보 보호 의식 자체에 근본적인 문제가 있었던 것 아니냐는 지적이 제기되고 있다.

오늘날 개인정보는 단순한 정보가 아니다.
디지털 시대의 개인정보는 개인의 재산이자 인권이며 기업이 반드시 보호해야 할 사회적 신뢰 자산이다. 기업은 고객 정보를 활용해 성장하지만, 그 정보는 결코 기업의 소유물이 아니다.

특히 수천만 명의 개인정보를 보유한 플랫폼 기업이라면 국가 기반시설에 준하는 책임감을 가져야 한다. 이용자의 신뢰를 기반으로 성장한 기업이 그 신뢰를 잃는 순간 기업의 존립 근거 또한 흔들릴 수밖에 없다.

최근 쿠팡을 둘러싼 여러 사회적 논란과 기업 행태에 대한 비판적 여론도 커지고 있다. 국민들은 기업의 성장과 수익 창출보다 우선해야 할 가치가 무엇인지 묻고 있다. 그것은 바로 국민의 권리와 개인정보 보호, 그리고 사회적 책임이다.

이번 과징금은 단순한 행정처분이 아니다.
대한민국 사회가 디지털 플랫폼 기업들에게 보내는 강력한 경고장이다.
쿠팡은 법적 책임을 넘어 국민 앞에 진정성 있는 사과와 재발 방지 대책을 내놓아야 한다. 또한 정부 역시 이번 사건을 계기로 대형 플랫폼 기업에 대한 개인정보 보호 관리·감독 체계를 더욱 강화해야 할 것이다.

기업의 규모가 아무리 커도 국민의 개인정보보다 클 수는 없다.
이번 사태가 대한민국 디지털 산업 전반에 개인정보 보호의 경각심을 일깨우는 계기가 되기를 기대한다.

A Warning from Coupang’s Record-Breaking Fine:
No Corporate Growth Can Come Before the Protection of Citizens’ Personal Information
Coupang, one of the platform companies most closely connected to the daily lives of Korean citizens, has been hit with the largest administrative fine in the history of South Korea’s Personal Information Protection Act.
The Personal Information Protection Commission recently imposed a fine of 624.681 billion won, along with an additional penalty of 16.8 million won, on Coupang and its subsidiaries over a large-scale personal data breach. The commission also issued corrective orders requiring improvements in the company's data protection practices.
The penalty far exceeds the 134.8 billion won fine imposed last year in connection with the SK Telecom USIM information leak, making it the largest sanction ever issued under Korea’s personal data protection laws. The amount is also comparable to Coupang Inc.’s annual operating profit, underscoring the seriousness of the case.
The findings of the commission’s investigation are deeply troubling.
According to the investigation, Coupang failed to properly manage fundamental security measures, including authentication signing keys and access control systems. As a result, the personal information of approximately 37.5 million individuals was exposed, including 33.22 million registered members and 4.33 million non-members. Delivery addresses and other sensitive personal data were reportedly leaked, causing widespread public concern.
Even more concerning was the company’s response after the breach.
Authorities found violations involving notification obligations, personal data deletion requirements, inadequate independence of the Chief Privacy Officer (CPO), and acts that allegedly interfered with the investigation process. These findings have raised questions about whether the incident reflects not merely a security failure, but a deeper problem within the company’s privacy protection culture.
Today, personal information is far more than simple data.
In the digital age, personal information represents both an individual’s property and a fundamental right. It is a social asset that companies are obligated to protect. While businesses may use customer data to drive growth and innovation, such information can never be regarded as corporate property.
Platform companies that manage the personal information of tens of millions of citizens must demonstrate a level of responsibility comparable to that required of critical national infrastructure. A company built upon public trust risks undermining its own foundation the moment that trust is broken.
Public criticism surrounding Coupang’s corporate practices has continued to grow in recent years. Citizens are increasingly asking what values should take precedence over corporate expansion and profit generation. The answer is clear: the rights of the people, the protection of personal information, and corporate social responsibility.
This record-breaking fine is not merely an administrative punishment.
It is a powerful warning from Korean society to digital platform companies.
Coupang must go beyond legal obligations and provide a sincere apology to the public, along with concrete measures to prevent future incidents. At the same time, the government should strengthen oversight and regulatory frameworks governing major digital platforms and their handling of personal data.
No corporation, regardless of its size or market influence, is greater than the personal information of its citizens.
It is our hope that this incident will serve as a wake-up call for the entire digital industry and reinforce the importance of protecting personal information in an increasingly data-driven society.
