전라남도가 전남광주통합특별시 출범을 앞두고 청년농업인들과 함께 미래 농정 방향을 모색하는 소통의 장을 마련했다.

전남도는 최근 나주의 한 카페에서 ‘청년농업인과의 진솔한 수다방, 농담(農談) 간담회’를 열고 청년농업인의 정책 의견을 수렴하는 한편, 통합특별시 시대에 대비한 농업 발전 방향을 논의했다고 밝혔다.

이번 간담회에는 식량작물, 채소, 축산, 과수, 6차산업 등 5개 분야에서 활동하는 청년농업인 21명이 참석해 현장의 생생한 목소리를 전달했다.
전남도는 이날 청년농업인 지원 정책과 성공 사례를 소개하고, 농촌 정착 과정에서 겪는 애로사항과 제도 개선 방안에 대해 자유로운 토론을 진행했다.

우수사례 발표에서는 고흥에서 방울토마토를 재배하는 청년농업인 유지희 씨와 무안의 농산물 유통법인 ‘아따달다’를 운영하는 윤지환 대표가 직접 경험한 창업과 성장 과정을 공유했다.

유지희 씨는 2019년 청년창업농 육성자금 지원을 통해 고흥에 정착한 사례를 소개하며 “국가와 전남도의 청년농 지원정책이 농촌 정착에 큰 힘이 됐다”며 “앞으로 지역 청년농업인들과 함께 성장하는 역할을 하고 싶다”고 말했다.

윤지환 대표는 김제 스마트팜 혁신밸리 교육을 수료한 뒤 무안에 스마트팜을 조성하고 자체 브랜드 캐릭터인 ‘아따달다’를 개발하기까지의 과정을 설명했다.

윤 대표는 “전남은 수도권에 비해 문화·생활 인프라는 부족하지만 농업을 통해 새로운 가치를 창출할 수 있는 자원이 풍부하다”며 “향후 농업법인을 설립해 가공산업까지 사업 영역을 확대해 나가고 싶다”고 밝혔다.

이날 간담회에서는 청년농 맞춤형 농기계 지원 확대, 농민수당 지급 대상을 경영주 중심에서 개별 농업인 중심으로 확대하는 방안, 전남형 이차보전 사업 확대 등 다양한 정책 건의가 이어졌다.
참석자들은 청년농업인의 안정적인 정착과 경영 부담 완화를 위해 보다 실질적인 지원정책이 필요하다고 입을 모았다.

전남도는 이번 간담회에서 제시된 의견을 바탕으로 현장 중심의 지원방안을 검토하고, 법·제도 개선이 필요한 과제는 정부에 적극 건의할 계획이다.

유덕규 전남도 농축산식품국장은 “청년농업인은 전남 농업의 지속가능성과 지역소멸 위기 극복을 이끌 핵심 주체”라며 “전남광주통합특별시 출범 과정에서도 청년농업인의 목소리가 실질적인 정책으로 이어질 수 있도록 현장 소통을 더욱 강화하겠다.”고 말했다.

한편 전남도는 청년농업인의 안정적인 정착과 미래 농업 경쟁력 강화를 위해 청년창업농 육성, 스마트농업 확산, 농촌 정주여건 개선 등 다양한 지원사업을 지속 확대해 나갈 방침이다.

South Jeolla Province (Jeonnam) has created a platform for dialogue with young farmers to discuss the future direction of agricultural policy ahead of the launch of the proposed Gwangju–Jeonnam Integrated Special City.
According to provincial officials, a discussion forum titled “Farm Talk (農談): A Candid Conversation with Young Farmers” was recently held at a café in Naju. The event aimed to gather policy suggestions from young farmers and explore strategies for agricultural development in the era of the Integrated Special City.
The meeting brought together 21 young farmers representing five sectors: staple crops, vegetables, livestock, fruit cultivation, and sixth-industry agriculture. Participants shared firsthand experiences and policy recommendations from the field.
During the event, Jeonnam Province introduced its support programs for young farmers and highlighted successful settlement and business development cases. Open discussions followed on the challenges young farmers face in rural communities and possible institutional improvements.
Among the featured success stories were Yoo Ji-hee, a cherry tomato farmer from Goheung, and Yoon Ji-hwan, CEO of the agricultural distribution corporation “Attadalda” in Muan.
Yoo explained how she settled in Goheung after receiving funding through the Young Farmer Startup Support Program in 2019.
“Government and provincial support programs for young farmers played a significant role in helping me establish myself in agriculture,” Yoo said. “I hope to contribute to the growth and cooperation of young farmers in the region.”
Yoon shared his journey from completing training at the Gimje Smart Farm Innovation Valley to establishing a smart farm in Muan and developing the “Attadalda” brand character.
“Compared to the Seoul metropolitan area, Jeonnam lacks cultural and lifestyle infrastructure, but it offers abundant resources for creating added value through agriculture,” Yoon said. “I hope to establish an agricultural corporation in the future and expand into food processing and value-added businesses.”
Participants also presented a range of policy suggestions, including expanded support for farm machinery tailored to young farmers, broadening the eligibility criteria for farmer allowances from farm owners to individual farmers, and expanding Jeonnam’s interest subsidy support program.
The young farmers emphasized the need for more practical support measures to ease management burdens and help ensure stable settlement in rural communities.
Jeonnam Province stated that it will review practical support measures based on the opinions collected during the meeting and will actively propose institutional improvements to the central government where necessary.
“Young farmers are the driving force behind the sustainability of Jeonnam agriculture and a key pillar in overcoming the crisis of regional population decline,” said Yoo Deok-gyu, Director General of the Jeonnam Provincial Agriculture, Livestock and Food Bureau. “We will continue expanding field-oriented communication so that the voices of young farmers are reflected in real policies during the process of establishing the Gwangju–Jeonnam Integrated Special City.”
Meanwhile, Jeonnam Province plans to continue expanding support programs aimed at strengthening the competitiveness of future agriculture, including young farmer entrepreneurship initiatives, smart agriculture projects, and improvements to rural living conditions.
