최근 구글이 서울 강남권 인근에 약 600평 규모의 AI 캠퍼스 설립을 추진한다는 소식이 알려졌다.

많은 사람들이 "또 서울이구나" 하고 넘길 수도 있다.
그러나 이 문제는 단순한 기업 입지 선정이 아니다.
대한민국 AI 산업의 미래가 어디에서 시작될 것인가에 대한 국가적 질문이다.

그리고 동시에 전라남도와 해남군 행정의 무능과 안일함을 되돌아보게 하는 사건이기도 하다.

우리는 먼저 묻고 싶다.
구글 AI 캠퍼스가 왜 강남이어야 하는가.
AI 산업은 제조업처럼 원자재를 소비하는 산업이 아니다.
AI는 막대한 전력을 소비하는 산업이다.
AI는 전기를 먹고 성장한다.

그렇다면 대한민국에서 가장 유리한 곳은 어디인가.
전국 최대 재생에너지 생산기지인 전남이다.
그중에서도 태양광·풍력·ESS·RE100 인프라가 집중되는 솔라시도다.
더구나 국가 AI컴퓨팅센터까지 들어설 예정이다.

상식적으로 생각해도 AI 교육과 연구, 창업과 실증, 데이터센터와 산업단지가 함께 성장할 수 있는 곳은 강남이 아니라 솔라시도다.

그런데 현실은 어떠한가.
구글은 서울을 바라보고 있다.
왜 이런 일이 벌어졌는가.
정답은 간단하다.

전라남도와 해남군이 움직이지 않았기 때문이다.
유치 전략이 있었는가.
구글과 직접 접촉한 적은 있는가.
국제 AI 기업을 대상으로 한 투자설명회는 있었는가.
솔라시도를 AI 글로벌 허브로 브랜딩하기 위한 전담 조직은 존재하는가.

도민과 군민들은 알 권리가 있다.
국가 AI컴퓨팅센터 유치가 끝이 아니다.
그것은 시작일 뿐이다.

이제는 글로벌 기업과 연구기관, AI 대학, AI 캠퍼스를 끌어들이는 후속 전략이 뒤따라야 한다.
하지만 지금까지 전남도와 해남군이 보여준 모습은 지나치게 안일했다.

국가 AI컴퓨팅센터가 들어오니 기업들이 저절로 올 것이라는 낙관론에 머물러 있었던 것은 아닌가.
세상 어느 기업도 기다린다고 오지 않는다.
유치하고 설득하고 투자환경을 만들어야 한다.

더욱 심각한 것은 비전의 부재다.
전남도는 수년째 에너지 수도를 이야기해 왔다.
해남군은 솔라시도를 미래 성장 거점이라고 홍보해 왔다.
하지만 정작 세계적 기업들이 투자처를 찾고 있을 때 적극적으로 손을 내밀었다는 이야기는 들리지 않는다.

대한민국 AI 산업의 지도를 바꿀 절호의 기회가 눈앞에서 지나가고 있는데도 말이다.
강남은 이미 포화상태다.
전력도 부족하고 땅도 부족하다.
반면 솔라시도는 수천만 평의 개발 가능 공간과 풍부한 재생에너지, 국가 AI컴퓨팅센터라는 강력한 기반을 갖추고 있다.

그럼에도 기업들이 강남을 먼저 떠올린다면 그것은 입지의 문제가 아니라 행정의 문제다.
홍보의 실패이고 전략의 실패이며 유치 경쟁의 실패다.
이제 전라남도와 해남군은 변명할 때가 아니다.
"기업이 선택할 문제"라고 말해서도 안 된다.
기업이 선택하도록 만드는 것이 행정의 역할이다.

대한민국에서 AI와 재생에너지, RE100, 국가 AI컴퓨팅센터가 모두 집적되는 곳은 사실상 솔라시도가 유일하다.
그런데도 구글 AI 캠퍼스조차 유치하지 못한다면 누군가는 책임을 져야 한다.

지금 필요한 것은 선언이 아니다.
구글, 마이크로소프트, 아마존, 엔비디아, 오픈AI와 같은 글로벌 기업을 대상으로 한 직접 유치 전략이다.
세계 AI 기업을 솔라시도로 불러들이기 위한 국제 포럼과 투자설명회, 규제특례와 세제혜택, AI 혁신도시 비전이 필요하다.

행정이 먼저 뛰어야 한다.
솔라시도의 미래는 저절로 오지 않는다.
찾아가고 설득하고 경쟁해야 한다.

이번 구글 AI 캠퍼스 논란은 단순히 강남과 솔라시도의 경쟁이 아니다.
대한민국 미래산업을 둘러싼 수도권 집중의 문제이며, 동시에 전라남도와 해남군이 얼마나 준비되어 있었는지를 묻는 시험대다.

우리는 다시 묻는다.
구글 AI 캠퍼스는 왜 강남인가.
그리고 더 강하게 묻는다.
솔라시도는 그동안 무엇을 했는가.
전라남도와 해남군은 지금이라도 답해야 한다.
AI 시대는 기다리는 지역의 것이 아니라, 먼저 움직이는 지역의 것이기 때문이다.

Recent reports indicate that Google is considering establishing an AI Campus of approximately 600 pyeong (about 2,000 square meters) in the Gangnam area of Seoul.
Many people may simply shrug and say, "Of course, it's Seoul again."
But this issue is far more significant than a corporate location decision.
It is a national question about where the future of South Korea's AI industry will begin.
At the same time, it raises serious questions about the complacency and lack of strategic action shown by the governments of Jeollanam-do Province and Haenam County.
We must first ask:
Why must Google's AI Campus be located in Gangnam?
AI is not an industry that consumes raw materials like traditional manufacturing.
AI consumes enormous amounts of electricity.
AI runs on power.
If that is the case, where is the most advantageous location in South Korea?
The answer is Jeollanam-do, home to the nation's largest renewable energy production base.
More specifically, Solaseado—a region where solar power, offshore wind energy, ESS, and RE100 infrastructure are rapidly converging.
In addition, the National AI Computing Center is scheduled to be established there.
From a practical standpoint, Solaseado—not Gangnam—is the place where AI education, research, startups, testing facilities, data centers, and industrial clusters can grow together.
Yet what is the reality?
Google is looking toward Seoul.
Why has this happened?
The answer is simple.
Because Jeollanam-do and Haenam County failed to move first.
Was there a serious attraction strategy?
Was there any direct engagement with Google?
Were international investment briefings held for global AI companies?
Does a dedicated organization even exist to brand Solaseado as a global AI hub?
The people of Jeollanam-do and Haenam deserve answers.
Securing the National AI Computing Center was never the finish line.
It was only the beginning.
The next step should have been attracting global technology companies, research institutes, AI universities, and AI campuses.
Yet the actions demonstrated by both Jeollanam-do and Haenam County have appeared far too passive.
Did they simply assume that once the National AI Computing Center arrived, companies would naturally follow?
No company comes simply because it is expected to.
They must be persuaded, attracted, and provided with an environment in which they can thrive.
Even more concerning is the absence of a clear vision.
For years, Jeollanam-do has promoted itself as South Korea's energy capital.
Haenam County has repeatedly described Solaseado as a future growth engine.
Yet when world-class technology companies were searching for new investment destinations, there is little evidence that local governments proactively reached out.
A once-in-a-generation opportunity to reshape the geography of South Korea's AI industry is passing before our eyes.
Gangnam is already saturated.
Electricity is limited.
Land is scarce.
Expansion opportunities are constrained.
By contrast, Solaseado offers vast development space, abundant renewable energy resources, and the powerful foundation of the National AI Computing Center.
If companies continue to think of Gangnam before Solaseado, the problem is not geography.
It is governance.
It is a failure of promotion.
A failure of strategy.
A failure of investment attraction.
Jeollanam-do and Haenam County can no longer hide behind excuses.
Nor should they simply say, "The decision belongs to the company."
Creating conditions that make companies choose a region is precisely the role of government.
There is virtually no other place in South Korea where AI infrastructure, renewable energy, RE100 capabilities, and a National AI Computing Center are converging at the same scale as Solaseado.
If even Google's AI Campus cannot be attracted under such conditions, someone must be held accountable.
What is needed now is not another declaration.
What is needed is a direct and aggressive strategy targeting global leaders such as Google, Microsoft, Amazon, NVIDIA, and OpenAI.
What is needed are international forums, investment roadshows, regulatory incentives, tax benefits, and a compelling vision for an AI innovation city.
Government must lead.
Solaseado's future will not arrive on its own.
It must be pursued.
It must be promoted.
It must be fought for.
The debate surrounding Google's AI Campus is not merely a competition between Gangnam and Solaseado.
It is a test of South Korea's willingness to break free from excessive concentration in the capital region.
It is also a measure of how prepared Jeollanam-do and Haenam County truly are for the AI era.
So we ask again:
Why Gangnam?
And we ask an even more important question:
What has Solaseado done to earn Google's attention?
Jeollanam-do and Haenam County must answer.
Because in the age of artificial intelligence, the future belongs not to those who wait—
but to those who move first.
