“50일 소통 끝… 이제 통합 실행이다”

전남과 광주의 행정통합을 위한 약 50일간의 시민 소통 대장정이 마침내 막을 내렸다.

대한민국 최초의 광역 통합 모델인 ‘전남·광주 통합특별시’ 출범을 앞두고 지역사회 의견을 수렴하기 위한 순회 타운홀미팅이 광주 남구를 끝으로 마무리됐다.

전라남도는 9일 광주광역시 남구청에서 ‘찾아가는 전남·광주 행정통합 타운홀미팅’을 개최하고, 전남과 광주 27개 시군구를 순회하며 진행한 시·도민 소통 일정을 모두 마쳤다고 밝혔다.
이번 타운홀미팅은 특히 지난 3월 5일 ‘전남광주통합특별시 설치 특별법’이 공포된 이후 처음 열리는 시민 소통 행사라는 점에서 의미가 컸다.
오는 7월 1일 통합특별시 출범을 앞두고 실제 정책 방향과 지역 발전 전략을 시민들과 공유하는 자리로 마련됐기 때문이다.

이날 행사에는 김영록 전남도지사를 비롯해 광주 남구청장과 구의회 의장, 구의원, 주민자치위원, 통장단, 시민사회단체, 지역 주민 등 300여 명이 참석해 통합특별시의 미래 비전에 대해 의견을 나눴다.

김영록 지사는 직접 프레젠테이션에 나서 행정통합 추진 과정과 특별법의 주요 내용, 통합특별시의 미래 발전 구상을 설명했다.
또 광주 남구가 통합 이후 어떤 역할을 맡게 될지에 대해서도 구체적인 비전을 제시했다.
행사에서는 시민들의 다양한 질문과 제안도 이어졌다.

특히 대촌 에너지밸리 산업단지와 송암공단 활성화 방안, 고싸움놀이 축제 등 지역 문화행사 발전 전략, 공공기관 이전 문제 등 지역 발전과 직결된 현안들이 집중적으로 제기됐다.
전라남도는 이날 제시된 시민 의견을 향후 통합특별시 실행계획과 정책 설계 과정에 적극 반영할 계획이다.
이번 시민 소통 일정은 지난 1월 19일 영암군에서 시작됐다.

이후 전남 22개 시군을 순회하는 도민공청회가 진행됐고, 이어 방송 3사 공동 주관으로 전남·광주 5개 권역 타운홀미팅이 열렸다.
또한 2월 27일 광주 동구를 시작으로 서구·광산구·북구를 거쳐 남구까지 광주 자치구 순회 타운홀미팅이 이어지며 약 50일간의 행정통합 소통 일정이 완성됐다.

전라남도는 이번 소통 과정에서 모인 시민 의견을 토대로 전남광주통합특별시 출범 준비를 더욱 구체화한다는 방침이다.
전남도 관계자는 “7월 1일 전남·광주 통합특별시 출범은 대한민국 최초의 광역통합이라는 역사적 의미를 갖는다.”며 “전남과 광주가 함께 성장하는 대통합·대부흥의 시대가 본격적으로 시작될 것”이라고 말했다.

이어 그는 “광주 남구는 에너지밸리 산업단지와 나주 혁신도시를 연결하는 에너지 신산업 클러스터, 도시첨단국가산단 기반 스마트 제조 산업, 양림동·사직동 근대역사 문화권과 아시아 공동체 문화권 조성 등을 통해 통합특별시의 에너지·첨단산업 벨트와 문화관광 루트의 핵심 거점으로 성장하게 될 것”이라고 밝혔다.

한편 전라남도는 통합특별시 출범 실무준비단을 중심으로 지금까지 공청회와 타운홀미팅에서 수렴된 시·도민 의견을 종합 분석해 통합특별시 실행 전략과 핵심 정책 과제를 마련할 계획이다.

광주 자치구 타운홀미팅은 지상파 방송사 유튜브 채널을 통해 생중계됐으며, 현재 다시보기를 통해서도 시청할 수 있다.

“50 Days of Dialogue Conclude… Now Comes the Execution of Integration”

The 50-day civic communication journey for the administrative integration of Jeonnam Province and Gwangju Metropolitan City has come to an end.
A series of traveling town hall meetings held to gather public opinion ahead of the launch of the nation’s first large-scale integrated metropolitan model, the Jeonnam–Gwangju Special City, concluded with the final event in Nam District of Gwangju.
According to the Jeollanam-do Provincial Government, a “Visiting Town Hall Meeting for Jeonnam–Gwangju Administrative Integration” was held at the Nam District Office in Gwangju on March 9, marking the completion of a civic communication tour that visited 27 cities, counties, and districts across Jeonnam and Gwangju.
This particular town hall meeting carried added significance as it was the first civic engagement event held after the promulgation of the “Special Act on the Establishment of Jeonnam–Gwangju Special City” on March 5.
With the official launch of the integrated special city scheduled for July 1, the event served as an opportunity to share policy directions and regional development strategies with local residents.
Around 300 participants attended the event, including Jeonnam Governor Kim Young-rok, the mayor of Gwangju’s Nam District, the district council chair and council members, community leaders, neighborhood representatives, civic organizations, and local residents.
Governor Kim personally delivered a presentation outlining the progress of administrative integration, the key provisions of the special act, and the long-term vision for the Jeonnam–Gwangju Special City.
He also presented a detailed outlook on the role Nam District is expected to play after the integration.
During the discussion session, residents raised a variety of questions and suggestions.
Key topics included revitalizing the Daechon Energy Valley Industrial Complex and Songam Industrial Complex, strengthening regional cultural festivals such as the Gossaum (traditional tug-of-war) Festival, and plans for relocating public institutions.
The provincial government stated that the opinions presented during the meeting will be actively reflected in the planning and policy design of the integrated special city.
The civic communication tour began on January 19 in Yeongam County.
It was followed by public hearings held across the 22 cities and counties of Jeonnam Province, as well as five regional town hall meetings jointly organized by three major broadcasting networks covering both Jeonnam and Gwangju.
In addition, a series of district-level town hall meetings in Gwangju started on February 27 in Dong District and continued through Seo District, Gwangsan District, Buk District, and finally Nam District, completing the roughly 50-day communication campaign on administrative integration.
The Jeonnam provincial government plans to further refine preparations for the launch of the Jeonnam–Gwangju Special City by incorporating the opinions gathered during these meetings.
A provincial official said,
“The launch of the Jeonnam–Gwangju Special City on July 1 will mark the first metropolitan-level integration in South Korea, carrying significant historical meaning.”
He added,
“It will open a new era of grand integration and shared prosperity, in which Jeonnam and Gwangju grow together.”
He also noted that Nam District of Gwangju is expected to develop into a key hub within the integrated special city through initiatives such as:
advancing an energy new-industry cluster linking the Energy Valley Industrial Complex with Naju Innovation City,
building a smart manufacturing and high-tech industrial hub based on the Urban High-Tech National Industrial Complex, and
establishing a comprehensive cultural district connecting the modern heritage areas of Yangnim-dong and Sajik-dong with the Asian Community Cultural Zone.
These developments are expected to position the district as a central gateway for both the energy and advanced-industry belt as well as the cultural tourism route of the integrated special city.
Meanwhile, the Jeonnam provincial government plans to analyze and consolidate the opinions gathered through public hearings and town hall meetings, and to develop detailed strategies and key policy tasks through the Special City Launch Preparation Task Force.
