전라남도가 가루쌀 산업의 중심지로 확실히 자리 잡았다.

전라남도는 2026년 전략작물 산업화(가루쌀) 전문생산단지 공모에서 전국 최다인 51개소가 최종 선정되며, 명실상부한 대한민국 가루쌀 산업 메카임을 입증했다고 밝혔다.

이번 공모는 가루쌀 생산 기반 확대와 쌀 산업 구조 개편을 위해 정부가 추진한 사업으로, 전국 130개 생산단지를 대상으로 교육·컨설팅과 시설·장비 분야를 나눠 선정했다.

그 결과 전남은 교육·컨설팅 분야 50개소(전국 130개소 중 38.5%)
시설·장비 분야 2개소를 확보했다.
두 분야 중복 선정 단지를 포함해 총 51개소가 선정되며 전국 1위를 기록했다.

특히 시설·장비 분야에서는 해남 ‘밝은영농조합법인’과 장성 ‘글로벌장성영농조합법인’이 선정돼 개소당 5억 원 규모의 가루쌀 전용 시설과 장비 구축 사업을 추진하게 된다.

이 가운데 해남 밝은영농조합법인은 교육·컨설팅 분야에도 함께 선정돼 지역 가루쌀 산업의 핵심 거점 역할을 맡게 됐다.

교육·컨설팅 분야에 선정된 50개 전문생산단지에는 개소당 3천만 원의 교육·컨설팅비가 지원된다. 이를 통해 가루쌀 재배 기술 향상, 공동영농 체계 구축, 품질 관리 및 조직 운영 역량 강화, 등 안정적인 생산 기반을 마련할 계획이다.

전남의 2026년 가루쌀 재배 계획 면적은 3천754ha로, 전국 전체 재배 계획 면적 8천175ha의 약 46%에 해당한다.

사실상 대한민국 가루쌀 생산의 절반이 전남에서 이뤄지는 셈이다.
전문생산단지에는 가루쌀 전용 품종인 ‘바로미2’ 종자가 공급되며, 맞춤형 현장 기술 지원도 함께 추진된다.
또한 생산된 가루쌀은 정부가 전량 매입해 판로를 안정적으로 보장하고, 농가에는 ha당 200만 원의 전략작물직불금이 지원된다.

재배 농가는 농작물재해보험에 의무 가입해야 하며, 전남도는 농가 부담을 줄이기 위해 보험료의 90%를 지원하고 있다.

전남도는 3월 중 보조금 교부 등 후속 절차를 마무리하고 전문생산단지를 중심으로 생산·가공·유통까지 연결되는 가루쌀 산업 체계 구축에 속도를 낼 계획이다.

김수빈 해남 밝은영농조합법인 대표는 “전문생산단지 선정은 가루쌀 산업 활성화와 농가소득 증대의 중요한 계기가 될 것”이라며 현장의 기대감을 전했다.

정원진 전남도 식량원예과장은 “가루쌀 전문생산단지 육성을 통해 쌀 수급 안정과 농가소득 증대라는 두 가지 목표를 동시에 달성하겠다.”며
“앞으로도 전략작물 중심의 농업 구조 전환을 지속적으로 확대해 나가겠다.”고 밝혔다.

Jeollanam-do has firmly established itself as the center of Korea’s powdered rice industry.
The province announced that 51 locations in Jeonnam were selected in the 2026 national competition for specialized production complexes for strategic crop industrialization (powdered rice)—the highest number in the country—proving its status as the nation’s leading hub for powdered rice production.
The national project aims to expand powdered rice production and restructure the rice industry. Production complexes across the country were evaluated and selected in two categories: education & consulting and facilities & equipment.
As a result, Jeonnam secured
50 complexes in the education and consulting category (38.5% of the nation’s 130 sites), and
2 complexes in the facilities and equipment category.
Including overlapping selections between the two categories, a total of 51 complexes were chosen in Jeonnam, ranking first nationwide.
In particular, in the facilities and equipment category, Bright Farming Cooperative in Haenam and Global Jangseong Farming Cooperative in Jangseong were selected. Each will receive 5 billion KRW (approximately USD 3.7 million) to establish specialized facilities and equipment for powdered rice production.
Among them, Bright Farming Cooperative in Haenam was also selected in the education and consulting category, positioning it as a key regional hub for the powdered rice industry.
The 50 complexes selected in the education and consulting category will each receive 30 million KRW in support for training and consulting programs. The funding will be used to improve cultivation techniques, establish cooperative farming systems, and strengthen quality management and organizational capacity, thereby building a stable production foundation.
Jeonnam’s planned powdered rice cultivation area for 2026 is 3,754 hectares, accounting for about 46% of the nation’s total planned cultivation area of 8,175 hectares.
In effect, nearly half of Korea’s powdered rice production will take place in Jeonnam.
Specialized production complexes will be supplied with “Baromi 2,” a dedicated powdered rice variety, along with tailored on-site technical support. In addition, the government will purchase the entire production volume, ensuring stable market access, while farmers will receive a strategic crop direct payment of 2 million KRW per hectare.
Farmers participating in the program must enroll in crop disaster insurance, and Jeonnam Province supports farmers by covering 90% of the insurance premium.
The province plans to complete follow-up administrative procedures, including subsidy allocations, within March and accelerate the establishment of an integrated production–processing–distribution system for the powdered rice industry centered on these specialized complexes.
Kim Subin, CEO of Bright Farming Cooperative in Haenam, said,
“Being selected as a specialized production complex will serve as a major turning point for revitalizing the powdered rice industry and increasing farmers’ income.”
Jeong Won-jin, Director of the Food and Horticulture Division at Jeonnam Province, stated,
“By fostering specialized powdered rice production complexes, we aim to achieve two goals simultaneously—stabilizing the rice supply and increasing farmers’ income. We will continue expanding the transition toward a strategic crop–centered agricultural structure.”
