전라남도가 최근 광주·전남 행정통합 타운홀 미팅 과정에서 나온 진도군수의 부적절한 발언과 관련해, 주한 베트남 대사관과 베트남 정부, 그리고 상처를 입은 베트남 국민과 여성들에게 공식 사과했다.

전남도는 이번 사안을 다문화와 인권 가치를 심각하게 훼손한 중대한 사안으로 인식하고, 재발 방지를 위한 강도 높은 후속 대책을 추진하겠다고 밝혔다.

전남도에 따르면 문제의 발언은 질의 과정에서 사용된 ‘수입’ 등의 표현으로, 특정 국가와 여성을 대상화하고 인간의 존엄성을 침해하는 내용이 포함돼 있었다.

전남도는 “어떠한 맥락에서도 정당화될 수 없는 명백한 차별적 언행”이라며, 이는 전남도가 지속적으로 지향해 온 인권 존중, 성평등, 다문화 포용의 가치와 정면으로 배치된다고 분명히 했다.

특히 전남도는 베트남이 전남 지역과 각별한 협력 관계를 맺어온 국가라는 점에서 이번 사안을 더욱 엄중하게 받아들이고 있다.
현재 전남 지역에는 다수의 베트남 출신 도민들이 지역사회의 일원으로 정착해 생활하고 있으며, 전남도는 호치민시, 껀터시, 동나이성과 문화관광·농업·경제통상 등 다양한 분야에서 활발한 교류와 협력을 이어오고 있다.

이러한 상황에서 발생한 이번 발언은 전남도의 국제 신뢰와 지역 공동체의 가치에 큰 상처를 남겼다는 평가다.
전남도는 이번 일을 계기로 공직사회 전반의 인권 감수성과 성인지 인식, 다문화 이해 수준을 근본적으로 강화할 방침이다.

모든 공직자를 대상으로 공적 발언의 책임성과 무게를 재인식하는 교육을 확대하고, 차별적 언행이 재발하지 않도록 내부 점검과 예방 체계를 한층 강화할 계획이다.

전남도 관계자는 “이번 일로 깊은 상처를 입은 베트남 국민과 여성들께 다시 한 번 진심 어린 사과와 위로의 뜻을 전한다.”며 “젊고 역동적인 성장 잠재력을 바탕으로 세계의 중심 국가로 도약하고 있는 베트남과의 신뢰 관계를 회복하고 더욱 굳건히 하기 위해 진정성 있는 노력을 지속하겠다.”고 밝혔다.

“Discrimination Can Never Be Tolerated”
Jeonnam Province Issues Official Apology to Vietnamese People and Women Over Inappropriate Remarks by Jindo County Head
Jeollanam-do Province has issued an official apology to the Vietnamese Embassy in Korea, the Vietnamese government, and Vietnamese people and women who were hurt, following inappropriate remarks made by the head of Jindo County during a recent Gwangju–Jeonnam administrative integration town hall meeting.
The provincial government stated that it views the incident as a serious violation of multicultural and human rights values and announced that it will implement strong follow-up measures to prevent any recurrence.
According to Jeonnam Province, the controversial remarks included expressions such as “imports” used during a question-and-answer session, which objectified a specific country and women and undermined human dignity.
Jeonnam Province emphasized that “such discriminatory language can never be justified under any circumstances,” stressing that the remarks run directly counter to the province’s core values of respect for human rights, gender equality, and multicultural inclusion.
The province noted that the issue is being taken especially seriously given Vietnam’s close cooperative relationship with Jeonnam. A significant number of Vietnamese-born residents have settled in the province and are living as valued members of local communities. Jeonnam Province also maintains active exchanges and cooperation with Ho Chi Minh City, Can Tho City, and Dong Nai Province across various fields including culture and tourism, agriculture, and economic and trade relations.
Against this backdrop, the remarks have been widely criticized for damaging Jeonnam Province’s international credibility and the fundamental values of its local communities.
In response, Jeonnam Province announced plans to fundamentally strengthen human rights awareness, gender sensitivity, and multicultural understanding across the entire public sector. Education programs will be expanded to ensure that all public officials fully recognize the responsibility and weight of public remarks, while internal monitoring and preventive systems will be reinforced to prevent any recurrence of discriminatory language.
A provincial official said, “We once again extend our sincere apologies and deepest sympathy to the Vietnamese people and women who were hurt by this incident,” adding, “We will continue to make earnest efforts to restore trust and further strengthen our relationship with Vietnam, a nation with dynamic growth potential that is emerging as a key player on the global stage.”
