“바다 한가운데서 시동이 꺼졌다”…완도해경, 주말 기관고장 선박 3척 잇따라 구조

주말 사이 완도 해상에서 낚시어선과 통발어선, 모터보트가 잇따라 기관고장으로 멈춰서는 사고가 발생했다.

완도해양경찰서가 경비함정과 연안구조정을 긴급 투입해 안전조치에 나서면서 선박 3척에 타고 있던 승선원 26명은 모두 안전하게 육지로 돌아왔다.

완도해경에 따르면 지난 19일 오후 5시 27분께 완도군 황제도 북서방 약 4㎞ 해상에서 낚시 영업 중이던 9.77톤급 낚시어선 A호의 시동이 꺼졌다는 신고가 접수됐다.

■ 당시 A호에는 22명이 타고 있었다.
해경은 전기계통 이상으로 선박 운항이 불가능해진 것으로 보고 경비함정과 연안구조정 등을 현장에 급파했다.

특히 해상에서 기관이 멈출 경우 조류와 바람에 밀려 선박이 표류할 가능성이 있는 만큼 승선원 전원에게 구명조끼를 착용하도록 조치하고 주변을 항해하는 선박에도 안전방송을 실시했다.

현장에 도착한 해경은 승선원들의 건강상태와 선박의 안전 여부를 확인했다.

이후 민간선박이 A호를 예인하는 동안 해경이 주변에서 근접 안전관리를 실시했으며, A호는 이날 오후 10시 29분께 녹동항에 안전하게 입항했다.

■ 다음 날인 20일에도 기관고장 사고가 이어졌다.
오전 6시 7분께 완도군 신지대교 북방 약 1.9㎞ 해상에서 조업 중이던 4.08톤급 연안통발어선 B호가 원인을 알 수 없는 기관고장으로 운항할 수 없게 됐다.
B호에는 2명이 타고 있었다.
신고를 받은 완도해경은 연안구조정을 현장으로 보내 승선원과 선박에 대한 안전관리에 나섰다.
B호는 인근 어선의 도움을 받아 오전 7시 52분께 고금 상정항에 무사히 입항했다.
같은 날 오전 11시 15분께에는 완도군 모도 북서방 약 6.1㎞ 해상에서 낚시를 마치고 화흥포항으로 이동하려던 2.23톤급 모터보트 C호의 시동이 걸리지 않는다는 신고가 접수됐다.
당시 C호에는 2명이 승선하고 있었다.

완도해경은 경비정을 현장에 투입해 승선원들의 건강과 선박 상태를 확인하고 안전관리를 실시했다.

C호 역시 오후 1시 26분께 당인리항에 안전하게 입항했다.
이틀 동안 완도 해상에서 기관고장으로 운항이 중단된 선박은 모두 3척으로, 승선원 26명 모두 인명피해 없이 안전하게 입항했다.

해경은 기관고장이 단순히 선박이 멈춰서는 데 그치지 않고 조류와 바람에 따른 표류로 이어질 경우 다른 선박과의 충돌이나 암초·해안 좌초 등 2차 사고로 확대될 수 있다고 강조했다.

특히 낚시어선이나 소형 어선·모터보트는 출항 전 엔진과 배터리뿐만 아니라 연료·냉각계통, 통신장비 등의 정상 작동 여부를 확인해야 한다.

송규하 완도해양경찰서 경비구조과장은 “해상에서의 기관고장은 조류와 바람에 의해 선박이 표류하면서 충돌이나 좌초 등 2차 사고로 이어질 수 있다.”며 “출항 전 엔진과 배터리, 연료·냉각 계통 및 통신장비의 작동 상태를 철저히 점검하고 운항 중 이상이 발생하면 신속하게 해양경찰에 신고해 달라”고 당부했다.

Three vessels, including a fishing boat, a coastal trap fishing vessel and a motorboat, were left unable to navigate after suffering engine trouble in waters off Wando over the weekend.
The Wando Coast Guard Station dispatched patrol vessels and coastal rescue boats to the scenes and carried out safety measures, allowing all 26 people aboard the three vessels to return safely to port.
According to the Wando Coast Guard, a report was received at around 5:27 p.m. on Sept. 19 that the engine of the 9.77-ton fishing boat A had shut down while the vessel was operating about 4 kilometers northwest of Hwangjedo, Wando County.
■ Twenty-two people were aboard the vessel at the time.
The Coast Guard determined that an electrical system malfunction had left the vessel unable to navigate and immediately dispatched patrol vessels and coastal rescue boats to the scene.
Because an engine failure at sea can cause a vessel to drift with currents and winds, all passengers were instructed to put on life jackets. Safety broadcasts were also issued to vessels navigating nearby.
Upon arriving at the scene, Coast Guard officers checked the health of those aboard as well as the vessel’s condition.
While a civilian vessel towed boat A, Coast Guard personnel maintained a close escort to ensure its safety. The vessel arrived safely at Nokdong Port at around 10:29 p.m. with all 22 people aboard unharmed.
■ Engine trouble continued the following day, Sept. 20.
At around 6:07 a.m., the 4.08-ton coastal trap fishing vessel B became unable to navigate due to an unidentified engine failure while operating about 1.9 kilometers north of Sinji Bridge in Wando County.
Two people were aboard the vessel.
The Wando Coast Guard dispatched a coastal rescue boat to the scene and carried out safety measures for both the crew and the vessel.
With assistance from a nearby fishing vessel, boat B arrived safely at Sangjeong Port in Gogeum at around 7:52 a.m.
Later that morning, at around 11:15 a.m., another report was received that the engine of the 2.23-ton motorboat C would not start about 6.1 kilometers northwest of Modo, Wando County.
The motorboat, carrying two people, had finished fishing and was preparing to travel to Hwaheungpo Port.
The Wando Coast Guard dispatched a patrol boat to the scene, where officers checked the condition of the passengers and the vessel and provided safety assistance.
Motorboat C arrived safely at Dangin-ri Port at around 1:26 p.m.
Over the two-day period, three vessels were disabled by engine trouble in waters off Wando. All 26 people aboard the vessels reached port safely, with no casualties reported.
The Coast Guard warned that engine trouble at sea can pose risks beyond simply leaving a vessel immobilized. A disabled vessel may drift under the influence of currents and winds, potentially leading to secondary accidents such as collisions with other vessels or grounding on rocks or along the coastline.
Operators of fishing boats, small vessels and motorboats are therefore advised to thoroughly inspect their engines and batteries before departure, as well as fuel and cooling systems and communications equipment.
“Engine trouble at sea can cause a vessel to drift with currents and winds, potentially leading to secondary accidents such as collisions or grounding,” said Song Gyu-ha, head of the Security and Rescue Division at the Wando Coast Guard Station.
“We urge vessel operators to thoroughly check their engines, batteries, fuel and cooling systems, and communications equipment before departure, and to promptly report any abnormalities during navigation to the Coast Guard,” he added.
