“재난 앞에 한 치의 오차도 없다”… 완도, ‘무각본 실전훈련’으로 생명 지킨다

완도군이 대형 재난에 대비한 ‘실전형 대응 체계’를 본격 가동했다. 단순한 시범 훈련을 넘어, 실제 재난과 동일한 환경에서 대응 능력을 검증하는 강도 높은 훈련이 진행되며 지역 안전망이 한층 강화되고 있다.

완도소방서(서장 이민석)는 지난 26일 오후 2시 완도군청 일원에서 완도군청 등 12개 유관기관과 합동으로 ‘2026년 긴급구조종합훈련’을 실시했다고 밝혔다.

이번 훈련에는 완도군청, 완도경찰서, 완도보건의료원, 군부대, 한국전력, 한국전기안전공사, KT, 대한적십자사, 완도대성병원, 의용소방대, 청해진스포츠센터 등 총 12개 기관이 참여했으며, 인원 165명과 장비 36대가 동원됐다.

훈련은 지진 발생으로 인한 화재와 건물 붕괴, 다수 사상자가 발생한 복합 재난 상황을 가정해 진행됐다.
특히 사전에 정해진 시나리오 없이 무각본 방식으로 운영되면서 실제 재난현장과 같은 긴장감 속에서 기관별 대응 역량과 협업 체계를 집중 점검했다.

현장에서는 재난 발생 직후 상황 전파와 초동 대응을 시작으로 화재 진압, 인명 구조 및 수색, 응급처치와 환자 이송, 전력 및 통신 복구 등 재난 단계별 대응 절차가 유기적으로 수행됐다.

각 기관은 역할 분담에 따라 신속하게 움직이며 통합 대응 체계의 실효성을 현장에서 직접 검증했다.
특히 이번 훈련은 예측이 어려운 복합 재난 상황에 대비한 실전 대응력 강화에 초점을 맞췄다는 점에서 의미가 크다. 무각본 훈련을 통해 돌발 상황에 대한 판단력과 현장 적응 능력을 끌어올리고, 기관 간 공조 체계를 더욱 견고히 하는 계기를 마련했다.
이민석 완도소방서장은 “재난은 언제 어디서든 예고 없이 발생하는 만큼, 실전과 같은 훈련을 통해 대응 역량을 지속적으로 강화하는 것이 무엇보다 중요하다”며 “앞으로도 완도군청 등 유관기관과 긴밀한 협력체계를 유지해 군민의 생명과 재산 보호에 최선을 다하겠다”고 밝혔다.
이번 훈련은 단순한 행사성 점검을 넘어, 지역 재난 대응 시스템의 실질적 작동 여부를 확인한 ‘현장형 통합 대응 훈련’으로 평가되며, 완도군의 재난 대응 역량을 한 단계 끌어올리는 중요한 전환점이 될 것으로 기대된다.

Wando County has launched a full-scale “real-world response system” to prepare for large-scale disasters.
Going beyond routine demonstration drills, a high-intensity exercise was conducted under conditions replicating real disaster scenarios, significantly strengthening the region’s safety network.
The Wando Fire Station (Chief Lee Min-seok) announced that it conducted the “2026 Comprehensive Emergency Rescue Drill” on the 26th at 2:00 PM in the Wando County Office area, jointly with 12 related agencies including the county government.
A total of 12 organizations participated in the drill, including Wando County Office, Wando Police Station, Wando Public Health Center, military units, Korea Electric Power Corporation (KEPCO), Korea Electrical Safety Corporation, KT, the Korean Red Cross, Wando Daeseong Hospital, volunteer fire brigades, and Cheonghaejin Sports Center.
In total, 165 personnel and 36 pieces of equipment were mobilized.
The exercise simulated a complex disaster scenario involving an earthquake, subsequent fire, building collapse, and multiple casualties.
In particular, the drill was conducted without a pre-arranged script, creating a high-tension environment similar to an actual disaster scene, with a focus on testing each agency’s response capability and inter-agency coordination.
At the site, all stages of disaster response were carried out systematically, including initial situation reporting and rapid response, fire suppression, search and rescue operations, emergency medical treatment and patient transport, as well as power and communication recovery.
Each agency moved swiftly according to its designated role, directly verifying the effectiveness of the integrated response system in the field.
This drill holds particular significance as it focused on strengthening real-world response capabilities against unpredictable complex disasters.
Through the unscripted format, participating agencies enhanced their ability to make quick decisions in unexpected situations and adapt effectively on-site, while also reinforcing inter-agency cooperation.
Chief Lee Min-seok of the Wando Fire Station stated,
“Disasters can occur anytime, anywhere without warning. It is crucial to continuously strengthen response capabilities through realistic training.”
He added,
“We will continue to maintain close cooperation with related agencies, including Wando County Office, to protect the lives and property of our residents.”
This exercise is evaluated as more than a routine event; it served as a “field-based integrated response rehearsal” that verified the actual operability of the regional disaster response system.
It is expected to become a significant turning point in further enhancing Wando County’s disaster response capacity.
