“에너지 생산지가 아니라 에너지 수익을 나누는 도시로.”
해남군이 재생에너지 개발 이익을 군민과 공유하는 ‘에너지 기본소득 모델’ 구축에 본격적으로 나섰다.

해남군은 ‘군민펀드 조성 및 운영에 관한 조례안’에 대한 군민 의견 수렴을 마치고, 군의회 임시회 상정을 앞두고 있다고 밝혔다.

이번 조례안은 군민이 신재생에너지 사업에 직접 투자해 개발이익을 공유할 수 있도록 하는 제도적 기반을 마련한 것으로, 전국적으로도 선도적인 에너지 수익 공유 모델로 평가받고 있다.
군은 지난 2월 조례안을 입법예고하고 3월 9일까지 군민 의견을 수렴했으며, 임시회에서 최종 의결이 이뤄질 경우 본격적인 사업 추진에 들어갈 계획이다.

군민이 투자하고, 군민이 수익 받는 ‘커뮤니티 펀드’
조례안의 핵심은 군민 참여형 커뮤니티 펀드다.
군민펀드는 해남군에 주민등록을 둔 주민, 지역 법인 및 단체, 금융기관 등이 참여할 수 있도록 설계됐다.

투자 대상은 10MW 이상 신재생에너지 발전사업, 일정 규모 이상의 주민참여형 지역개발사업, 등 수익 구조와 위험요소가 명확한 사업으로 제한된다.

또한 전문 금융기관 공모를 통해 운영기관을 선정해 공공성과 안정성을 확보하고, 운용 현황, 수익률 등을 반기 1회 이상 공개하도록 규정했다.
군은 정기 회계감사를 통해 군민 자산을 투명하게 관리한다는 방침이다.

“에너지 주식회사 설립”… 재생에너지 공공 개발
해남군은 군민펀드와 함께 재생에너지 전담 ‘에너지 주식회사’ 설립도 추진하고 있다.
군은 내년 초 출범을 목표로 공공 주도의 재생에너지 개발 체계를 구축할 계획이다.
현재 산이면·마산면 일원 간척지에는 400MW 규모의 대규모 재생에너지 단지 조성이 진행되고 있다.
이곳에서 생산되는 전력은 솔라시도 RE100 산업단지, 국가 AI 데이터센터, 첨단 산업시설 등에 공급될 예정이다.

햇빛소득마을 100개… 주민주도 수익 모델 확산
해남군은 ‘햇빛소득마을’ 사업도 병행 추진하고 있다.
목표는 100개 마을이다.
이 사업은 주민이 직접 참여해 태양광 발전 수익을 공유하는 주민 주도형 에너지 소득 모델이다.
군민펀드와 햇빛소득마을이 결합되면 마을 단위부터 군 전체까지 이어지는 에너지 소득 구조가 형성될 것으로 기대된다.

“AI·해상풍력까지… 해남, 에너지 수도로”
해남은 현재 국가 AI 컴퓨팅센터 유치, 솔라시도 AI 데이터센터, LS그룹 해상풍력 전용항만 구축 등 대형 국책사업이 동시에 추진되고 있다.
이러한 프로젝트가 맞물리면서 해남은 ‘지산지소(지역 생산·지역 소비) 에너지 전환의 중심지’로 부상하고 있다는 평가다.

명현관 해남군수는 “해남의 가장 소중한 자원인 에너지를 공공이 주도해 개발하고 그 결실을 군민 모두가 나누는 해남형 에너지 순환체계를 만들겠다”고 밝혔다.
이어 “이번 조례 제정을 시작으로 인구 10만 규모 솔라시도 신도시 성장과 일자리 창출, 산업 구조 혁신까지 이어질 것”이라며 “해남이 대한민국 에너지 전환의 중심 도시로 도약할 것”이라고 강조했다.

신안군 이어 ‘전국 선도 모델’ 주목
군민펀드 모델은 이미 신안군이 재생에너지 수익 공유 정책을 통해 전국적인 주목을 받은 바 있다.

해남군은 이를 한 단계 발전시켜 군민 투자, 공공 개발, 산업 전력 공급, 마을 수익 공유까지 연결하는 종합 에너지 기본소득 모델을 구축한다는 전략이다.

“From an energy production site to a city that shares energy profits.”
Haenam County has begun building an “energy basic income model” that allows local residents to share the profits generated from renewable energy development.
Haenam County announced that it has completed public consultation on the “Ordinance on the Creation and Operation of the Citizens’ Energy Fund” and is preparing to submit the bill to the county council’s upcoming temporary session.
The ordinance establishes a system that allows residents to directly invest in renewable energy projects and share the development profits. It is being evaluated as a leading model for community-based energy profit sharing in Korea.
The county issued a legislative notice in February and collected public opinions until March 9. If the ordinance is approved in the temporary session, full-scale implementation will begin.
A “Community Fund” Where Citizens Invest and Share the Profits
The core of the ordinance is a citizen-participatory community fund.
The Citizens’ Fund will allow participation from:
Residents registered in Haenam County
Local corporations and organizations
Financial institutions
Investment targets include:
Renewable energy projects with a capacity of 10 MW or more
Resident-participation regional development projects above a certain scale
Only projects with clear revenue structures and risk factors will be eligible for investment.
To ensure transparency and stability, the county will select an operating institution through a public bidding process involving professional financial institutions.
Operational status and profit rates will be disclosed at least once every six months, and the county will conduct regular financial audits to safeguard residents’ assets.
“Energy Corporation” to Be Established… Public-Led Renewable Development
Alongside the Citizens’ Fund, Haenam County is also pursuing the establishment of a dedicated renewable energy corporation.
The county plans to launch the company early next year, creating a public-led renewable energy development system.
Currently, a 400 MW large-scale renewable energy complex is being developed on reclaimed land in the Sani-myeon and Masan-myeon areas.

100 “Sunlight Income Villages”… Expanding Resident-Led Profit Models
Haenam County is also promoting the “Sunlight Income Village” project.
The goal is to establish 100 villages participating in the initiative.
The project enables residents to participate directly in solar power generation and share the resulting profits, forming a resident-led renewable income model.
When combined with the Citizens’ Fund, the initiative is expected to create an energy income structure extending from individual villages to the entire county.
“From AI to Offshore Wind”… Haenam Rising as an Energy Capital
Haenam is currently attracting several major national projects, including:

With these projects converging, Haenam is emerging as a key hub for localized energy transition, based on the concept of local production and local consumption of energy.

Haenam County Governor Myunghyun Kwan stated:
“Energy is Haenam’s most valuable resource. We will ensure that renewable energy is developed under public leadership and that its benefits are shared by all residents through a Haenam-style energy circulation system.”
He added:
“Starting with this ordinance, we expect to drive the growth of the Solarcido new city with a population of 100,000, create jobs, and fundamentally transform the region’s industrial structure.”
“Haenam will become a central city leading Korea’s energy transition.”
Following the Model of Shinan County… A New National Benchmark
A similar model of renewable energy profit sharing has already gained nationwide attention in Shinan County.
