해남군의회, ‘홀로 사는 노인 병원 동행 서비스 지원 조례’ 제정

해남군의회는 지난 3일 제346회 임시회에서 홀로 사는 노인의 건강 증진과 의료서비스 접근성 향상을 위한 「해남군 홀로 사는 노인 병원 동행 서비스 지원 조례안」을 심의·의결했다.

이 조례안은 해남군에 거주하는 70세 이상 홀로 사는 노인이 병원 진료를 받을 때, 동행 매니저가 출발부터 귀가까지 안전하게 동행하며 이동과 내원 절차를 지원할 수 있도록 제도적 근거를 마련한 것이 핵심이다.

동행 매니저는 요양보호사, 사회복지사, 활동지원사 등 전문성을 갖춘 인력으로 규정해, 어르신들이 안심하고 진료를 받을 수 있도록 했다.

이번 조례 제정을 통해 홀로 사는 노인은 1일 8시간 이내의 병원 동행 서비스를 지원받을 수 있어, 그동안 병원 방문 과정에서 겪던 이동의 어려움과 심리적 불안감을 해소하는 데 큰 도움이 될 것으로 기대된다.

조례안을 대표 발의한 이기우 의원은 “농촌 지역의 고령화로 홀로 사는 노인이 급증하면서 병원 방문이 어렵거나 치료시기를 놓치는 사례가 많았다.”며 “이번 조례 제정이 어르신들의 건강권을 보장하고 지역사회 돌봄 체계를 강화하는 계기가 되길 바란다.”고 밝혔다.

해남군의 이번 조례 제정은 급속히 진행되는 농촌 인구의 노령화 속에서, 홀로 사는 노인들의 삶의 질 향상과 지역사회 안전망 강화를 동시에 도모하는 선제적 조치로 평가받고 있다.

Haenam County Council passed the “Ordinance on Supporting Hospital Companion Services for Seniors Living Alone” during the 346th Extraordinary Session held on the 3rd, aiming to enhance the health of seniors living alone and improve their access to medical services.
The ordinance establishes a legal framework allowing seniors aged 70 and older living alone in Haenam to receive support from a companion manager who assists them safely from departure to return during hospital visits, including transportation and administrative procedures.
Companion managers are required to be qualified professionals such as certified caregivers, social workers, or personal care assistants, ensuring seniors can receive hospital accompaniment services safely and reliably.
Under the ordinance, seniors living alone can receive hospital companion services for up to eight hours per day, helping to alleviate difficulties in transportation and the anxiety often experienced during medical visits.
Representative Lee Gi-woo, who sponsored the ordinance, said, “With the rapid aging of rural areas, the number of seniors living alone is increasing, and many face difficulties visiting hospitals or risk missing critical treatment.” He added, “The enactment of this ordinance is expected to safeguard the health rights of our seniors and strengthen the community care system.”
The ordinance is regarded as a proactive measure to improve the quality of life for seniors living alone while reinforcing the safety net of the local community amidst the rapidly aging rural population.
