전라남도가 어선원의 안정적인 생활 지원과 지속가능한 어촌 기반 강화를 위해 ‘2026년 어선원 직불금’ 신청을 오는 7월 31일까지 접수한다.
어선원 직불제는 장기간 승선해 어업활동에 종사하는 내국인 어선원의 소득 안정을 지원하고 수산업과 어촌의 공익기능을 높이기 위해 추진되는 수산 공익직불제도다.

지원 대상자로 선정되면 연간 130만 원의 직불금을 지급받는다.
신청 대상은 전년도 기준 어업허가를 받은 어선에 1년 중 6개월 이상 고용관계를 유지했거나, 6개월 이상 승선해 근로를 제공한 내국인 어선원이다.

다만 가족어선원과 어선 소유자는 지원 대상에서 제외되며, 어업 외 종합소득금액이 개인 기준 2천만 원 미만, 세대 합산 4천500만 원 미만이어야 한다.
동일 세대 구성원 간 중복 신청도 제한된다.

또 신청연도에 수산 분야 조건불리지역 직불금이나 소규모어가 직불금, 농업·임업·산림 분야 기본직불금 등을 받은 경우에는 어선원 직불금을 중복으로 받을 수 없다.

신청은 승선 어선의 선적 항구를 관할하는 읍면동 행정복지센터에서 가능하다. 장기간 승선 등으로 직접 신청이 어려운 경우에는 어선 소유자나 세대 구성원 등이 위임장을 첨부해 대리 신청할 수 있다.

제출 서류는 신청서와 어선원 승선사실 확인서, 근로계약서 등 승선 사실을 확인할 수 있는 서류다. 행정정보 공동이용에 동의하면 일부 서류 제출은 생략할 수 있다.

전남도는 신청 접수 후 자격 검증과 교육 이수 등 이행점검을 거쳐 오는 11월 지급 대상자를 확정하고, 12월 직불금을 지급할 계획이다.
지난해에는 도내 어선원 1천167명에게 총 15억 원 규모의 직불금이 지급됐다.

전창우 전남도 친환경수산과장은 “어선원 직불금은 승선 어선원의 소득 안정을 지원하고 어촌의 지속가능성을 높이기 위한 제도”라며 “대상 어선원들이 신청 기한을 놓치지 않고 혜택을 받을 수 있도록 적극 홍보하겠다.”고 말했다.

“Supporting Income Stability for Crew Members”… Jeonnam Province Begins Applications for Fishing Vessel Crew Direct Payments
Applications accepted at 읍·면·동 administrative welfare centers until July 31… Annual payment of 1.3 million won
Jeollanam-do Province announced that it will accept applications for the 2026 Fishing Vessel Crew Direct Payment Program until July 31 in an effort to support the stable livelihoods of fishing vessel crew members and strengthen the sustainability of fishing villages.
The Fishing Vessel Crew Direct Payment Program is a public fisheries support system designed to enhance the public value of the fisheries industry and fishing communities while helping stabilize the income of Korean crew members engaged in long-term fishing activities aboard vessels.
Eligible recipients will receive an annual payment of 1.3 million won.
Applicants must be Korean crew members who either maintained an employment relationship for at least six months during the previous year on a licensed fishing vessel or provided labor aboard a vessel for six months or longer.
However, family crew members and vessel owners are excluded from eligibility. In addition, non-fisheries comprehensive income must be less than 20 million won per individual and less than 45 million won per household. Duplicate applications from members of the same household are also restricted.
Applicants who have already received other public direct payment subsidies in the same year — including fisheries disadvantaged-area direct payments, small-scale fisher direct payments, or agriculture, forestry, and mountain-area basic direct payments — are not eligible to receive the fishing vessel crew direct payment simultaneously.
Applications can be submitted at the 읍·면·동 administrative welfare center that oversees the registered home port of the vessel. If applicants are unable to apply in person due to long-term boarding or fishing activities, vessel owners or household members may apply on their behalf by submitting a power of attorney.
Required documents include the application form, proof of crew boarding status, labor contracts, and other documents verifying employment aboard a fishing vessel. Some documents may be omitted if applicants consent to the shared use of administrative information.
Following the application process, Jeonnam Province will conduct eligibility verification and compliance inspections, including mandatory education completion, before finalizing recipients in November and distributing payments in December.
Last year, a total of approximately 1.5 billion won was distributed to 1,167 fishing vessel crew members across the province.
Jeon Chang-woo, Director of the Eco-Friendly Fisheries Division of Jeollanam-do Province, said, “The Fishing Vessel Crew Direct Payment Program is intended to support the income stability of vessel crew members and improve the sustainability of fishing communities,” adding, “We will continue strengthening guidance and promotion efforts with local governments so that eligible crew members do not miss the application deadline.”
