“국악 인재 발굴은 실종, 예산만 낭비하는 해남 국악협회”

해남군과 한국국악협회 해남군지부가 매년 주최하는 땅끝 해남 전국 국악 경연대회가 올해로 34회를 맞았다.

그러나 ‘국악 인재 발굴’이라는 본래의 취지와는 달리, 대회 운영의 실상은 사실과 데이터로 확인되는 전형적인 세금 낭비 행사였다.

■ 참가자 220명, 관객은 ‘제로에 가까워’
주최 측 발표에 따르면 올해 대회에는 전국에서 220여 명이 참가했다. 그러나 정작 대회장 객석은 텅 비었다.

기자가 대회 기간 이틀 동안 현장을 확인한 결과, 객석 점유율은 10% 미만이었다.

전국 단위 행사라면 최소 수백 명의 관객이 모여야 정상인데, 해남군민조차 대회 개최 사실을 모르고 있었다.

홍보 예산은 사용됐지만 효과는 전무했다.

■ 대통령상 수상자, 공정성 논란 수치로 증명
올해 대통령상은 판소리 명인부 송세운 씨가 차지했다.

그는 국립국악원 근무자이자 원로 명창 임하영 선생의 아들이다.

대회 규정에는 ‘심사회피제’가 도입됐다고 밝혔지만, 실제 심사위원 구성 자료를 보면 국악원 및 국악협회 인사들이 70% 이상을 차지했다.

심사 과정에서 객관성을 담보할 수 없다는 것이 수치로 드러난 셈이다.

“국악계 내부 인맥 챙기기 대회”라는 비판이 나오는 이유다.

■ 예산 집행 규모는 매년 수천만 원
해남군은 이번 대회를 위해 군비 5천만 원 이상을 지원했다.

그러나 행사 후 군민 참여도, 지역 문화적 파급력, 청소년 국악 인재 발굴 실적 등 성과 지표는 ‘0’이다.

국악 인재 발굴을 명분으로 예산을 집행했지만, 정작 지역 청소년 수상자는 한 명도 없었다.

데이터로 확인된 성과는 참가자들의 상장 배분뿐이었다.

■ 젊은 국악 인구는 감소, 협회는 무대책
해남군 국악협회 회원 수는 현재 60여 명 수준으로, 10년 전보다 약 40% 감소했다.

특히 30대 이하 회원은 한 자릿수에 불과하다.

반면 60대 이상 회원은 70%를 차지한다.

젊은 인재 유입이 사실상 끊긴 상황임에도, 협회는 아무런 대응 전략을 내놓지 못하고 있다.

운영권이 전남지부로 넘어갈 가능성이 거론되고 있지만, 이에 대한 공식 입장은 없다.

국악협회 해남군지부는 국악 인재 발굴과 지역 문화 진흥에 아무런 기여도 하지 못하고 있다.

군민의 혈세로 치러지는 이 대회는 더 이상 ‘전국 국악 경연대회’가 아니다.

국악협회의 존재 이유를 증명하지 못하는 세금 소모형 이벤트일 뿐이다.

군민과 예술계는 이제 묻는다.
“국악협회 해남군지부, 왜 존재하는가? 혈세를 계속 투입해야 할 이유가 단 한 가지라도 있는가?”

The 34th Ttangkkeut Haenam National Gugak Competition, jointly hosted every year by Haenam County and the Haenam Branch of the Korean Traditional Music Association, was once again held this year.
However, far from its original mission of “nurturing traditional music talent,” the reality of the competition reveals, through hard facts and data, a textbook case of wasted public funds.
■ 220 Participants, But Audience ‘Close to Zero’
According to organizers, over 220 contestants from across the nation entered the competition this year. Yet, the audience seats were almost entirely empty.
Over the two days of the event, this reporter found that audience occupancy never exceeded 10%. For a so-called “national event,” hundreds of attendees would be expected, but even local residents of Haenam were unaware it was taking place.
Publicity funds were spent, but their effect was non-existent.
■ Presidential Prize Winner, Fairness Questioned by the Numbers
The Presidential Prize, the highest honor, was awarded to Mr. Song Se-woon in the Pansori Master Division.
He is both an employee of the National Gugak Center and the son of renowned master singer Im Ha-young.
Although the organizers claimed to have implemented a “conflict of interest recusal system” for judging, records show that over 70% of the judging panel consisted of Gugak Center staff and Gugak Association insiders.
These figures alone cast serious doubt on impartiality. It is little surprise that many are calling the event nothing more than an “insider’s prize-sharing contest.”
■ Tens of Millions of Won in Public Funds Each Year
Haenam County allocated more than 50 million KRW in public funds for this year’s competition.
Yet the measurable outcomes — citizen participation, local cultural impact, and the discovery of youth talent — remain zero.
Despite public money being justified as an “investment in talent cultivation,” not a single local youth was awarded.
The only tangible result confirmed by the data was the mere distribution of certificates to contestants.
■ Decline in Young Musicians, No Strategy from the Association
The Haenam Branch of the Gugak Association currently counts around 60 members, down by about 40% compared to a decade ago.
Of these, members under 30 number only in the single digits, while over 70% are over 60 years old.
Despite this alarming generational imbalance, the Association has produced no strategy to attract or retain young musicians.
Even as discussions arise that operational control may soon be transferred to the Jeonnam Provincial Branch, the Haenam Branch has offered no official response.

220 contestants, empty seats, 50 million won in taxpayer money, and zero local youth awardees.
These figures point to one undeniable conclusion:
The Haenam Branch of the Gugak Association has contributed nothing to nurturing traditional music talent or promoting local culture.
What is paraded as a “national competition” is, in fact, nothing more than a taxpayer-funded vanity event.
The public and the arts community are left asking one simple question:
“Why does the Haenam Branch of the Gugak Association even exist? Is there a single reason why taxpayer money should continue to be wasted on this hollow spectacle?”
