해남 솔라시도, RE100 최적지 부상…AI·재생에너지 신도시 본격 추진

해남군은 22일 서울 중소기업중앙회 대회의실에서 ‘솔라시도 AI 에너지 신도시 및 RE100 산업단지 조성 정책포럼’을 개최하고, 정부·지자체·산업계가 한자리에 모여 전략적 방향을 논의했다.

“국가 RE100 산업거점, 해남이 최적”
포럼에는 국회, 정부부처, 공공기관, 산업계, 학계, 언론 등 약 100명이 참석했다.

박지원 국회의원은 “해남은 RE100 산업단지를 실현할 최적의 입지조건을 갖춘 지역으로, 사업 착수를 위한 준비가 완료돼 있다.”며 “정부의 신재생에너지 정책방향에도 부합하는 산업단지가 반드시 들어설 수 있도록 국회 차원의 지원을 아끼지 않겠다.”고 강조했다.

해남 솔라시도는 5.4GW 규모의 태양광 발전 가능지와 인근 12.3GW 해상풍력 연계 잠재력을 갖추고 있어 RE100 전환에 최적화된 세계적 입지 조건을 자랑한다.

전력자립형 스마트그리드 구축이 가능하며, 데이터센터와 AI 산업과의 융합을 통한 고효율 에너지 도시 모델도 제시됐다.

전문가들, 제도 개선·투자 유치 전략 필요 강조
BS한양 황준호 전무는 “RE100 산업단지 조성을 위해 제도 개선과 글로벌 투자 유치 전략이 함께 추진돼야 한다.”며 인센티브 설계와 전력망 규제 완화 필요성을 지적했다.

최길현 (재)한국종합경제연구원 부원장은 “AI 기반 에너지 최적화 기술과 재생에너지 인프라가 융합될 경우, 솔라시도는 세계적 수준의 그린 스마트 신도시로 도약할 수 있다.”고 전망했다.

포럼 종합토론에서는 정부·지자체·산업계 간 협력체계 구축, 송전망 확충, RE100 기업 유치 방안 등 구체적 정책 제안이 이어졌다.

명현관 해남군수는 “솔라시도는 단순한 지역개발이 아닌 탄소중립 시대를 선도하는 국가 전략 거점”이라며 “정부와 산업계, 지자체와 긴밀히 협력해 대한민국 RE100 실현의 중심지로 만들겠다.”고 밝혔다.

해남, 국내 최대 재생에너지 자원 보유지로 부상
해남군은 오는 26일 ‘아시아태평양 재생에너지 매칭포럼’에 참가해 솔라시도의 국내 최대 재생에너지 자원 보유지로서의 가능성과 RE100 산단 최적 입지를 적극 홍보할 계획이다.

이번 포럼에서 논의된 정책 제언과 산업계 의견을 바탕으로, 정부 정책과 연계한 기업 유치, 인프라 조성, 지역 상생 방안 마련에도 속도를 낼 방침이다.

Haenam Solar City Emerges as Optimal Site for RE100…AI & Renewable Energy Smart City Development Underway
Haenam Solar City in Jeollanam-do is emerging as a key hub for attracting domestic and international RE100 companies and developing a green smart city.
On the 22nd, Haenam County held the “Solar City AI Energy Smart City and RE100 Industrial Complex Policy Forum” at the main conference hall of the Korea Federation of SMEs in Seoul, bringing together government, local authorities, and industry leaders to discuss strategic directions.

About 100 participants attended the forum, including members of the National Assembly, government ministries, public institutions, industry representatives, academia, and media.
Rep. Park Ji-won stated, “Haenam has the optimal location to realize an RE100 industrial complex, and all preparations for launching the project are complete. We will fully support the establishment of this industrial complex, which aligns with the government’s renewable energy policy direction, at the parliamentary level.”
Haenam Solar City boasts a 5.4GW solar power potential site and a nearby 12.3GW offshore wind power potential, offering world-class conditions optimized for RE100 conversion. A self-sufficient smart grid can be established, and a high-efficiency energy city model integrating data centers and AI industries has also been proposed.
Experts Highlight Need for Regulatory Reform and Investment Strategies
Hwang Jun-ho, Executive Director of BS Hanyang, emphasized, “Establishing an RE100 industrial complex requires simultaneous regulatory reform and global investment strategies,” highlighting the need for incentive design and power grid deregulation.
Choi Gil-hyun, Deputy Director of the Korea Comprehensive Economic Research Institute, predicted, “With the integration of AI-based energy optimization technologies and renewable energy infrastructure, Solar City can become a world-class green smart city.”
The forum’s comprehensive discussion covered building cooperative systems among government, local authorities, and industry, expanding transmission networks, and strategies for attracting RE100 companies.
Haenam County Governor Myung Hyun-gwan stated, “Solar City is not just a regional development project; it is a national strategic hub leading the carbon-neutral era. We will work closely with the government, industry, and local authorities to make Solar City the center for achieving RE100 in Korea.”
Haenam Emerges as Korea’s Largest Renewable Energy Resource Hub
Haenam County plans to participate in the “Asia-Pacific Renewable Energy Matching Forum” on the 26th to actively promote Solar City’s potential as the country’s largest renewable energy resource site and the optimal location for an RE100 industrial complex.
Based on the policy recommendations and industry proposals discussed at the forum, the county will accelerate efforts to attract companies, develop infrastructure, and implement strategies for regional coexistence in line with government policies.
