“실전 같은 공습 대피, 군민이 함께한 을지연습… 해남군, 민·관·군·경 합동 훈련 성공적 마무리”

해남군(군수 명현관)은 민·관·군·경이 한 몸처럼 뭉쳐 18일부터 21일까지 나흘간 실시한 2025 을지연습을 성공적으로 마무리했다.

이번 훈련은 군민의 적극적인 참여 속에 실전 같은 긴장감으로 진행되며, 안보와 재난 대응 역량을 동시에 확인하는 계기가 됐다.

이번 연습에는 해남군청을 비롯해 유관기관 9곳, 100여 명이 참여했으며, 기관장 주재의 긴밀한 협조체계 구축, 전시 전환 절차 점검, 현안 과제 토의, 민방공 대피, 다중이용시설 테러 대응 등 다양한 훈련이 이어졌다.

특히 20일 민방공 대피훈련에서는 공습경보와 함께 문화예술회관을 이용하던 군민들과 명현관 군수를 비롯한 전 직원이 신속하게 대피했다.

대피 군민들에게는 육군 제8539부대 1대대가 방독면 착용법을, 해남소방서가 심폐소생술 교육을 실시해 생존 기술을 직접 익히는 기회가 마련됐다.

이어 군청 직장민방위대와 해남소방서·경찰서가 합동으로 1km 구간 ‘소방차 길 터주기 훈련’을 진행해 위기 대응 능력을 한층 높였다.

또한 21일에는 6개 기관 100여 명이 참여한 다중이용시설 테러 및 화재 대응 훈련이 진행됐다.

적 드론 공격에 따른 폭발·화재를 가정해 인명 구조, 화재 진압, 시설 복구까지 실제 상황처럼 긴박하게 이어졌다.

명현관 군수는 “민·관·군·경이 혼연일체가 되어 빈틈없는 안보태세를 다졌다.”며, “전 군민이 함께한 민방공 대피훈련은 비상 상황과 각종 재난으로부터 군민의 생명과 재산을 지켜내는 소중한 훈련이 되었다.”고 강조했다.

“Air Raid Drill in Real Time, Residents Take Part in Ulchi Exercise… Haenam County Successfully Completes Joint Civil-Military-Police Training”
Haenam County (Governor Myung Hyun-gwan) successfully concluded the 2025 Ulchi Exercise, held from August 18 to 21, with the united participation of civilians, military, police, and government officials.
The exercise was carried out under a tense, real-life atmosphere with active participation from residents, serving as an opportunity to verify both national security readiness and disaster response capacity.
Nine related organizations, with about 100 participants including Haenam County officials, took part in the training, which included coordinated decision-making by agency leaders, wartime transition drills, policy discussions, civil defense evacuation, and counterterrorism training at multi-use facilities.
In particular, on August 20, during the civil defense evacuation drill, an air raid alarm was sounded, prompting residents at the Haenam Culture and Arts Center, along with Governor Myung and all county employees, to swiftly evacuate.
Evacuated residents also received hands-on survival training, including gas mask instruction from the ROK Army’s 8539th Battalion and CPR education provided by the Haenam Fire Station. In addition, the County Civil Defense Unit, Haenam Police, and Fire Department jointly conducted a “fire truck passage training” along a 1 km section from the County Health Center to Nonghyup Hanaro Mart, further enhancing emergency response capabilities.
On August 21, six organizations with about 100 participants carried out a counterterrorism and fire response drill at a multi-use facility. The scenario simulated a hostile drone attack leading to an explosion and fire, followed by emergency rescue, fire suppression, and facility recovery operations, carried out under conditions reminiscent of a real-life crisis.
Governor Myung Hyun-gwan stated,
“This exercise reaffirmed a solid security posture as civilians, military, police, and government acted in perfect unison. Particularly, the civil defense evacuation drill involving all residents became an invaluable opportunity to strengthen our ability to protect the lives and property of our people from emergencies and disasters.”
