해남군의회가 계속되는 폭염과 가뭄으로부터 군민의 생명과 농업소득을 지키기 위한 긴급 대응상황 점검에 나섰다.
해남군의회는 7월 27일 오후 의회 운영위원회실에서 ‘폭염 및 가뭄대책 긴급현안 간담회’를 열고 안전교통과와 건설도시과로부터 관련 대책을 보고받은 뒤 현장 대응의 실효성과 보완 방안을 논의했다.
이번 간담회는 장기간 이어지는 폭염과 가뭄에 따른 인명·농작물 피해를 예방하고 해남군의 대응 상황을 점검하기 위해 군의회 요청으로 마련됐다.
안전교통과 보고에 따르면 7월 27일 기준 해남지역에서는 온열질환자 3명이 발생했으며, 이 가운데 2명은 상태가 호전됐고 1명은 온열질환 의심 사망 사례로 파악됐다. 다만 정확한 사망 원인과 온열질환 최종 분류 여부는 관계기관의 조사 결과를 지켜봐야 한다.
해남군은 지난 24일부터 재난안전대책본부를 비상 가동하고 있다. 고용노동부 지침에 따라 체감온도가 33도 이상이면 2시간마다 20분, 35도 이상이면 1시간마다 15분 이상 휴식하도록 안내하고 있으며, 38도 이상일 때는 야외작업을 전면 중단하도록 하고 있다.
군은 현업근로자와 군 발주 사업장을 대상으로 현장점검을 진행하고 외국인 근로자들이 이해할 수 있도록 8개 언어로 제작한 폭염 안전자료를 배포하고 있다. 마을방송과 가두방송도 강화하고 있다고 설명했다.
군의원들은 지침을 전달하는 수준에 그쳐서는 실제 농촌 현장의 사고를 막기 어렵다고 지적했다. 특히 외국인 계절근로자들이 하루 중 가장 무더운 시간대의 직사광선에 노출되지 않도록 고용 농가 교육을 강화하고, 작업 시작·종료 시간과 휴게시간을 현실에 맞게 조정할 것을 주문했다.
전통시장과 고령층 이용시설에 대한 대책도 요구됐다. 의원들은 5일 시장에 그늘막을 설치하고 얼음물을 제공하는 한편, 경로당 에어컨의 냉방 용량을 점검해 고장 설비는 즉시 수리하거나 교체해야 한다고 강조했다.
게이트볼장과 파크골프장 등 어르신들이 주로 이용하는 체육시설도 폭염 시간대 이용을 제한하거나 운영시간을 아침·저녁으로 조정하는 방안을 검토해야 한다고 요청했다.
자택이나 농작업 현장에서 온열질환으로 사망했을 때 군민안전보험의 보장을 받을 수 있도록 보험 약관과 보장 범위를 확대하는 방안도 검토 과제로 제시됐다. 보험 적용 여부는 사고 장소나 사망 원인, 기존 약관에 따라 달라질 수 있는 만큼 해남군이 현행 보장기준과 제외 조항을 군민에게 구체적으로 알려야 한다는 지적이다.
건설도시과는 가뭄에 대비한 농업용수 확보 대책을 보고했다. 해남군은 현재 저수지 374곳과 양수장 143곳, 대형관정 323곳을 관리하고 있다.
관내 저수지의 평균 저수율은 71%지만 저수율이 30%에 미치지 못하는 저수지 5곳에 대해서는 집중관리를 실시하고 있다고 밝혔다. 다만 평균 저수율만으로는 읍·면별 또는 수계별 물 부족 위험을 정확하게 파악하기 어려운 만큼 저수율 30% 미만 저수지의 위치와 수혜면적, 예상 공급 가능 기간 등을 공개할 필요가 있다.
특히 배추 정식이 본격화되는 8월 말부터 9월 초에는 농업용수 수요가 급증할 것으로 예상된다. 군은 이에 대비해 하천 굴착과 간이 양수시설 설치, 예비비 활용 등 다각적인 용수 확보 방안을 추진할 계획이다.
군의원들은 지하수 개발 과정에서 사용을 마친 관정이 적법하게 폐공 처리되지 않아 지하수 오염이나 안전사고로 이어지는 일이 없도록 시공부터 사후관리까지 책임체계를 분명히 해야 한다고 주문했다.
계곡의 계류지를 활용한 농업용수 확보 가능성도 적극 검토할 것을 요구했다. 한정된 지하수에만 의존하지 말고 하천수와 저수지, 소규모 저류시설 등 지표수를 활용하는 사업을 지속적으로 확대해 장기적이고 안정적인 농업용수 공급 기반을 갖춰야 한다는 취지다.
의원들은 “가뭄 대책은 물이 부족해진 뒤 관정을 뚫고 양수기를 설치하는 사후 대응만으로는 한계가 있다”며 지역별·작목별 용수 수요를 평상시부터 조사하고 저수율과 기상 전망에 따라 단계적으로 대응하는 체계를 마련해야 한다고 강조했다.
민경매 해남군의회 의장은 “폭염과 가뭄은 군민의 생명 및 소득과 직결되는 엄중한 현안”이라며 “집행부에서는 간담회에서 제시된 의견들을 면밀히 검토해 선제적이고 실질적인 대책을 추진해 달라”고 말했다.
이번 간담회가 일회성 보고에 그치지 않으려면 해남군은 저수율 30% 미만 저수지 5곳의 세부 현황과 온열질환 취약 사업장 점검 결과, 외국인 근로자 휴게시간 준수 여부, 경로당 냉방기 점검·교체 실적, 농업용수 확보사업의 예산과 완료 시기를 군민에게 투명하게 공개해야 한다.

The Haenam County Council has launched an emergency review of local response measures to protect residents’ lives and agricultural income amid the continuing heatwave and drought.
On the afternoon of July 27, the council convened an emergency meeting on heatwave and drought measures in its Steering Committee chamber. Council members received reports from the Safety and Transportation Division and the Construction and Urban Development Division and discussed the effectiveness of current field responses and areas requiring improvement.
The meeting was held at the council’s request to prevent casualties and crop damage caused by the prolonged heatwave and drought and to assess the county government’s response.
According to the Safety and Transportation Division, three heat-related illness cases had been reported in Haenam as of July 27. Two patients had recovered, while one case was classified as a suspected heat-related death. The exact cause of death and final classification as a heat-related fatality remain subject to investigation by the relevant authorities.
Haenam County has operated its Disaster and Safety Countermeasures Headquarters in emergency mode since July 24. Under Ministry of Employment and Labor guidelines, workers must be given a 20-minute break every two hours when the perceived temperature reaches 33°C or higher. At 35°C or higher, they must receive a 15-minute break every hour, while all outdoor work must be suspended when the perceived temperature reaches 38°C or higher.
The county said it was inspecting worksites involving field personnel and county-contracted projects. It has also distributed heat-safety materials translated into eight languages for foreign workers and strengthened public safety announcements through village and mobile broadcasting systems.
Council members warned that simply distributing guidelines would not be enough to prevent accidents at actual farming sites. They urged stronger education for farm employers and practical adjustments to starting times, finishing times, and rest periods so that foreign seasonal workers are not exposed to direct sunlight during the hottest hours of the day.
Measures for traditional markets and facilities frequently used by older residents were also requested. Council members called for shade structures and free ice water at five-day markets and urged the county to inspect the cooling capacity of air conditioners at senior centers and immediately repair or replace faulty units.
They also asked the county to consider restricting the use of facilities such as gateball and park golf grounds during extreme heat or shifting operating hours to the cooler morning and evening periods.
Another proposal called for reviewing the terms and scope of the county’s resident safety insurance so that deaths caused by heat-related illness at home or during farm work could be covered. As insurance coverage may vary depending on the location of the incident, the cause of death, and existing policy terms, council members said the county should clearly disclose the applicable coverage standards and exclusions.
The Construction and Urban Development Division reported on measures to secure agricultural water supplies during the drought. Haenam County currently manages 374 reservoirs, 143 pumping stations, and 323 large-scale groundwater wells.
Although the average reservoir storage rate stands at 71%, the county said it was closely managing five reservoirs with storage rates below 30%. However, an average countywide figure alone cannot accurately reflect water shortages by township, village, or watershed. The locations, beneficiary areas, and estimated remaining supply periods of the five low-storage reservoirs therefore need to be disclosed.
Agricultural water demand is expected to increase sharply from late August to early September, when the autumn cabbage planting season begins in earnest. In preparation, the county plans to pursue a range of water-supply measures, including riverbed excavation, temporary pumping facilities, and the use of reserve funds.
Council members also called for clear responsibility throughout the entire process of groundwater development, from construction to post-project management. They warned that abandoned wells must be properly sealed to prevent groundwater contamination and safety accidents.
The council further requested an active review of ways to secure agricultural water by utilizing mountain streams and valley catchments. Members emphasized that the county should move beyond its limited dependence on groundwater development and steadily expand surface-water projects involving rivers, reservoirs, and small-scale water-storage facilities to establish a stable, long-term agricultural water supply.
“Drought measures have clear limitations if authorities respond only after water shortages occur by drilling wells and installing pumps,” council members said. They stressed the need to assess water demand by region and crop type under normal conditions and establish a phased response system based on reservoir levels and weather forecasts.
Haenam County Council Chairwoman Min Gyeong-mae said, “Heatwaves and drought are serious issues directly connected to residents’ lives and livelihoods. The county administration must carefully review the proposals presented today and implement proactive and practical measures.”
To ensure the meeting does not end as a one-time briefing, Haenam County should transparently disclose detailed information on the five reservoirs with storage rates below 30%, inspection results from heat-vulnerable worksites, compliance with mandatory rest periods for foreign workers, air-conditioner inspections and replacement records at senior centers, and the budgets and completion schedules for agricultural water-supply projects.
