해남군의회가 7월 28일 제6차 본회의를 끝으로 13일간 진행한 제352회 임시회 일정을 모두 마무리했다.

해남군의회는 지난 16일 제1차 본회의를 시작으로 2026년도 군정 주요업무의 상반기 추진실적과 하반기 계획을 보고받고, 상임위원회별 조례안과 일반안건을 심사했다. 공유재산관리계획특별위원회 활동도 함께 진행됐다.

군의회는 마지막 날 열린 제6차 본회의에서 조례안과 일반안건 등 총 29건을 심의·의결했다.

주요 처리 결과를 보면 3개 위원회의 ‘2026년도 행정사무감사 계획서 승인의 건’을 비롯해 ▲미개최 위원회 비상설화를 위한 해남군 조례 일괄개정조례안 ▲해남군 장수노인 예우 및 복지증진에 관한 조례안 ▲해남군 노동상담소 설치 및 운영 조례안 ▲해남군 첨단산업 육성 및 지원 조례안 등 25건이 원안 가결됐다.
▲해남군 청년공공임대주택 운영 및 관리 조례안 ▲해남군 재난안전대책본부 구성 및 운영 조례 일부개정조례안 ▲해남군 재난현장 통합지원본부 설치 및 운영 조례 일부개정조례안 ▲2026년도 제3차 수시분 공유재산 관리계획안 등 4건은 수정 가결됐다.

청년공공임대주택 운영 및 관리 조례안은 임대주택 유지·보수 비용의 부담 주체를 명확히 해 입주자와 관리 주체 사이에 발생할 수 있는 분쟁을 예방하도록 관련 조항이 보완됐다.

제3차 수시분 공유재산 관리계획안 가운데 ‘해남읍 구교리 도로 기부채납’ 사업은 타당성과 적정성을 다시 검토할 필요가 있다는 판단에 따라 의결 대상에서 제외됐다. 나머지 공유재산 관리계획은 당초 제출안대로 의결됐다.

다만 구교리 도로 기부채납 건이 제외된 구체적인 사유와 재검토 항목, 향후 재상정 여부에 대해서는 집행부와 군의회가 군민에게 명확히 설명할 필요가 있다.

군의회는 민찬혁 의원이 대표 발의한 ‘재생에너지 자립도시 조성 및 지원에 관한 특별법 제정 촉구 건의안’도 채택했다. 건의안에는 재생에너지 중심의 기반시설을 구축하고 지속 가능한 지역 발전 기반을 마련할 수 있도록 정부가 특별법 제정에 나서야 한다는 요구가 담겼다.

이성옥 의원이 대표 발의한 ‘농어촌 기본소득 법제화 촉구 건의안’도 함께 채택됐다. 군의회는 인구 감소와 지방소멸 위기에 놓인 농어촌 주민의 삶의 질을 높이고 안정적인 소득 기반을 마련하려면 국가 차원의 법적·제도적 장치가 필요하다고 촉구했다.

본회의 안건 처리에 앞서 진행된 5분 자유발언에서는 노중희 의원이 ‘관행도로의 체계적 정비와 주민 상생을 위한 선제적 대응’을 주문했다.
노 의원은 오랜 기간 주민들이 통행로로 이용해 왔지만 법적 도로로 정비되지 않은 관행도로에서 토지소유자와 이용 주민 사이의 갈등이 발생할 수 있다며, 분쟁 예방을 위한 실태조사와 도로 정비, 행정적 지원방안 마련을 촉구했다.

민경매 의장은 “13일간 군정 주요업무 보고 청취와 안건 심사에 최선을 다한 동료 의원들과 집행부 공무원들에게 감사드린다.”며 “이번 임시회에서 점검한 주요 사업과 의결된 조례안이 차질 없이 추진돼 군민의 삶의 질 향상과 지역 발전으로 이어질 수 있도록 만전을 기해 달라”고 당부했다.

이번 임시회가 실질적인 성과로 이어지려면 단순한 안건 의결을 넘어 후속 집행과 점검이 뒤따라야 한다. 해남군과 군의회는 수정 가결된 조례의 변경 내용과 시행 시기, 공유재산 사업별 예산과 타당성 검토 결과, 주요업무 보고 과정에서 제기된 지적사항의 개선계획을 구체적으로 공개해야 한다.

The Haenam County Council concluded its 352nd Extraordinary Session on July 28 after 13 days of proceedings, ending with the sixth plenary meeting.
The session began with the first plenary meeting on July 16. During the session, council members received reports on the county administration’s performance during the first half of 2026 and its plans for the second half of the year.
Standing committees also reviewed ordinances and other agenda items, while the Special Committee on the Public Property Management Plan conducted separate deliberations.
At the final plenary meeting, the council deliberated and approved a total of 29 ordinance bills and other agenda items.
Among the major decisions, 25 items were approved as originally submitted. They included the 2026 administrative audit plans of three committees, as well as ordinances concerning:
A package revision of Haenam County ordinances to convert inactive committees into non-standing bodies
Respect and welfare support for elderly residents
The establishment and operation of a labor counseling center
The promotion and support of advanced industries
Four items were approved with amendments:
The Ordinance on the Operation and Management of Haenam County Public Rental Housing for Young People
A partial amendment to the Ordinance on the Organization and Operation of the Haenam County Disaster and Safety Countermeasures Headquarters
A partial amendment to the Ordinance on the Establishment and Operation of the Haenam County Integrated Disaster-Site Support Headquarters
The Third Ad Hoc Public Property Management Plan for 2026
The ordinance governing public rental housing for young people was revised to clearly define who is responsible for maintenance and repair costs. The amendment is intended to prevent potential disputes between tenants and the housing management authority.
The proposed donation of a road in Gugyo-ri, Haenam-eup, was excluded from the Third Ad Hoc Public Property Management Plan after the council determined that the project’s feasibility and appropriateness required further review. The remaining components of the plan were approved as originally submitted.
However, the county administration and the council should clearly explain why the Gugyo-ri road donation proposal was excluded, which issues must be reconsidered, and whether the proposal will be resubmitted.
The council also adopted a resolution introduced by Councilor Min Chan-hyeok calling for the enactment of a Special Act on the Creation and Support of Renewable-Energy Self-Sufficient Cities.
The resolution urges the central government to establish a renewable-energy-centered infrastructure and create a foundation for sustainable regional development.
Another resolution, introduced by Councilor Lee Seong-ok, called for legislation establishing a rural basic income system.
The council emphasized the need for national legal and institutional measures to improve residents’ quality of life and provide stable income in rural communities facing population decline and possible regional extinction.
Before the council considered the agenda items, Councilor Noh Jung-hee delivered a five-minute speech calling for proactive measures to systematically improve customary access roads and promote coexistence among residents.
Noh said disputes can arise between landowners and residents over roads that have long been used as public passageways but have not been legally designated or formally maintained as roads.
He urged the county to conduct a comprehensive survey, improve the roads, and establish administrative support measures to prevent disputes before they occur.
Chairperson Min Gyeong-mae said, “I sincerely thank my fellow council members and county officials for doing their utmost in reviewing major administrative projects and deliberating agenda items throughout the 13-day extraordinary session.”
She added, “I ask that every effort be made to ensure that the major projects reviewed and ordinances approved during this session are implemented without disruption and lead to a better quality of life for residents and further regional development.”
For the extraordinary session to produce meaningful results, follow-up implementation and oversight must extend beyond the passage of agenda items.
Haenam County and the County Council should publicly disclose the specific revisions and effective dates of amended ordinances, the budgets and feasibility assessments for public property projects, and improvement plans addressing issues raised during the council’s review of major county programs.
