해안선 6,400km·해양면적 1만2천㎢ 전남, 정화선 ‘한 척’으로는 부족하다

전남 바다에 변화의 신호탄이 올랐다.
그동안 해변과 연안에 떠밀려 온 쓰레기 수거에 머물렀던 해양환경 관리가, 수심 아래에 가라앉은 생활·어업 폐기물까지 직접 건져 올리는 단계로 나아가게 됐다.

전라남도는 전남 해역의 부유·침적 해양쓰레기 상시 수거를 위해 2026년 해양환경정화선 신규 건조 설계비 국비 4억 원을 확보했다고 밝혔다.
이번에 설계에 들어가는 정화선은 인양틀과 대형 크레인을 갖춘 150톤급 전용 수거선으로, 총사업비는 75억 원(전남은 전국 수산물 생산량 1위 지역이자, 해안선 길이 약 6,400km, 관리 해양면적 약 1만2천㎢에 달하는 대한민국 최대 해양 권역이다.

수천 개의 섬과 복잡한 연안 구조로 인해 해양쓰레기 발생량 역시 전국에서 가장 많다.
여기에 외국에서 유입되는 표류 쓰레기와 바다 밑에 쌓이는 침적 폐기물까지 더해지면서, 기존 대응 체계의 한계는 오래전부터 지적돼 왔다.

현재 전남에서 운영 중인 해양환경정화선은 1997년 건조된 선령 28년의 노후 선박이다.
수거 용량과 안전성 모두에서 한계가 분명해, 대형 폐기물이나 수심 아래 침적 쓰레기 대응에는 사실상 역부족이었다.

이번 신규 정화선 설계비 확보는 이러한 구조적 한계를 전환하는 첫 단추로 평가된다.

이번 성과는 전남도가 해양수산부를 수차례 방문해 사업의 시급성을 설명하고, 지역 국회의원과 상임위원회를 상대로 끈질긴 설득을 이어온 결과다.
단순한 장비 확보가 아니라, ‘바다 속까지 책임지는 해양환경 관리 체계’로의 전환이라는 점에서 의미가 크다.

전남도는 설계 단계부터 현장 수요를 적극 반영해 부유·침적 해양쓰레기 수거 효율을 극대화하고, 노후 정화선 대체를 통해 안전하고 지속 가능한 해양환경 정화 시스템을 구축하겠다는 방침이다.

연안과 도서 지역의 해양환경 개선은 물론, 해양생태계 보전과 어장 환경 보호 효과도 기대된다.

박근식 전남도 해운항만과장은 “신규 정화선 건조로 현장 대응 역량과 수거 효율이 동시에 높아질 것”이라며 “정화선의 체계적 운영을 통해 전남 해양환경 관리 수준을 한 단계 끌어올리겠다.”고 밝혔다.

다만, 해안선 6,400km와 광대한 해양면적을 정화선 ‘한 척’에만 맡기기에는 분명한 한계가 있다.
이번 국비 확보를 환영하되, 이를 계기로 시·군 단위 보조 정화선 확충, 어촌계·지자체 협력 수거체계, 침적 폐기물 전담 사업까지 함께 검토해야 한다는 지적도 나온다.

바다 위만이 아니라 바다 밑까지 책임지는 행정. 이번 해양환경정화선 신규 건조는 전남 해양정책의 방향 전환을 알리는 신호탄이지만, 그 신호가 지속 가능한 체계로 이어질지는 이제 지역 전체의 선택과 실행에 달려 있다.

With 6,400 km of Coastline and 12,000 ㎢ of Sea Area, One Cleanup Vessel Is Not Enough for Jeonnam
Jeonnam Province Secures KRW 400 Million in National Funds for a 150-Ton Marine Cleanup Vessel
“The Beginning of a Shift Toward Recovering Submerged Marine Waste”
A signal of change has risen over the seas of Jeonnam.
Until now, marine environmental management has largely focused on collecting waste washed ashore along beaches and coastlines. That approach is now beginning to shift toward directly recovering household and fishing waste that has sunk to the seabed.
Jeonnam Province announced that it has secured KRW 400 million in national funding for the design of a new marine environmental cleanup vessel, scheduled for 2026, to enable the year-round collection of floating and submerged marine debris in Jeonnam waters.
The vessel to be designed is a 150-ton dedicated cleanup ship equipped with lifting frames and large cranes. The total project cost is KRW 7.5 billion, funded equally by the national government and the province, with Jeonnam Province and national funds each covering 50 percent.
Jeonnam is Korea’s largest marine jurisdiction, ranking first nationwide in fisheries production, with an approximately 6,400-kilometer coastline and a managed sea area of about 12,000 square kilometers.
With thousands of islands and a highly complex coastal structure, Jeonnam generates the largest volume of marine waste in the country. The situation is further aggravated by floating debris flowing in from overseas and by submerged waste accumulating on the seabed, exposing the limitations of existing response systems that have been pointed out for years.
The marine cleanup vessel currently in operation in Jeonnam was built in 1997 and has reached a service life of 28 years. Its limited capacity and declining safety make it largely inadequate for handling large debris or submerged waste at depth.
Securing design funding for a new cleanup vessel is therefore seen as the first critical step toward overcoming these structural limitations.
This achievement came after Jeonnam Province repeatedly visited the Ministry of Oceans and Fisheries to explain the urgency of the project, while persistently persuading local lawmakers and parliamentary committees. It represents not merely the acquisition of new equipment, but a strategic shift toward a marine environmental management system that takes responsibility for the seabed as well as the surface.
Jeonnam Province plans to actively reflect on-site demands during the design phase to maximize collection efficiency for both floating and submerged waste. By replacing aging vessels, the province aims to establish a safe and sustainable marine cleanup system.
The initiative is expected to improve marine environments along coastlines and island regions, while also contributing to marine ecosystem conservation and the protection of fishing grounds.
Park Geun-sik, Director of the Maritime Transport and Ports Division of Jeonnam Province, said,
“By building a new cleanup vessel, both on-site response capability and collection efficiency will be significantly enhanced. Through systematic operation of cleanup vessels, we will raise Jeonnam’s marine environmental management to the next level.”
However, there is a clear limit to relying on a single vessel to manage a coastline stretching 6,400 kilometers and such a vast marine area. While welcoming the secured national funding, voices are growing that this should become an opportunity to expand auxiliary cleanup vessels at the city and county level, strengthen cooperative collection systems between fishing communities and local governments, and establish dedicated programs for submerged marine waste.
Administration that takes responsibility not only for the sea surface but also for the seabed—
the construction of this new marine environmental cleanup vessel marks a turning point in Jeonnam’s marine policy. Whether this signal evolves into a truly sustainable system now depends on the collective choices and actions of the entire region.
