해남군이 추진 중인 도심 전선 지중화 사업이 본격적인 성과를 내며 해남읍 시가지가 눈에 띄게 달라지고 있다.

전신주가 사라지고, 뒤엉켰던 전선 대신 푸른 하늘이 드러나자 군민들은 “도심이 새롭게 태어났다”며 높은 만족감을 보이고 있다.

■ 2021년부터 단계적 추진… 전신주 200여 본 철거
해남군은 민선 8기 핵심 공약으로 도심 미관 개선과 안전한 보행환경 구축을 목표로 전선 지중화를 단계적으로 추진해 왔다.

2021년 12월, 군청사 주변(구 광주은행~문화예술회관) 700m 구간을 시작으로, 해남중학교 통학로(천변교~서림공원~주공1차~군청사거리) 1.81km, 북부순환로(문화원사거리~광남그린빌라~천변교) 450m 등 주요 도심축의 전선과 통신선이 잇따라 지중화 됐다.

이 과정에서 전신주 200여 본이 철거되며 도심 경관이 획기적으로 개선됐다.

공사는 해남군과 한국전력공사, 통신사 간의 긴밀한 협업을 바탕으로 진행되었으며, 군민들도 공사 기간 동안 교통 불편·소음·먼지에도 성숙한 시민의식을 보여주며 변화의 동력을 함께 만들었다.

■ 해남중 통학로 ‘안전지대’로 변신… 군민 체감도 최고
특히 학생들의 주요 통학로인 해남중학교 주변은 전선을 모두 지중화하면서 시야가 넓고 밝은 통학 길로 재탄생했다.

보행로 확장과 차·보행자 구분이 명확해지며 보행 안전성이 크게 향상됐고, 조명·안내시설 정비로 학생과 학부모들의 만족도가 매우 높은 것으로 나타났다.

군 관계자는 “전선이 사라지고 하늘이 열린 거리로 바뀌면서 군민 만족도가 크게 높아졌다.”며 “공사 기간 동안 불편을 감내해 준 군민들 덕분”이라고 감사의 뜻을 전했다.

■ 2025년, 중앙2로 전선지중화 착공… 해남의 관문이 달라진다.
해남군은 지중화 사업을 지속적으로 확대할 계획이다.

2025년 12월에는 101스퀘어~해남교 300m 구간(중앙2로) 지중화사업이 착공된다.

상가 밀집지역의 복잡한 전선 문제를 해소하고, 해남읍의 중심축을 정비해 ‘열린 거리(Open Street)’를 완성하는 것이 목표다.

중앙2로는 해남의 관문 역할을 하는 핵심 도로인 만큼, 이번 사업이 마무리되면 도시경관의 체감 변화는 더욱 뚜렷할 것으로 예상된다.

■ “군민과 함께 만드는 개방형 도시”… 지속 추진 선언
명현관 해남군수는 “군민들의 이해와 협조 속에 해남읍이 점점 더 안전하고 아름다운 시가지로 변하고 있다”며 “앞으로도 쾌적한 도시환경 조성, 안전한 보행환경 개선, 도시경관 혁신을 지속적으로 추진하겠다.”고 밝혔다.

해남군의 전선 지중화 사업이 단순한 기반시설 정비를 넘어, 도심 이미지 개선과 생활 안전 향상, 군민 자긍심 고취라는 ‘세 마리 토끼’를 모두 잡고 있다는 평가를 받고 있다.

**Haenam Reclaims Its Sky!
Urban Transformation Accelerates with ‘Zero Utility Poles’ Initiative**
Haenam County’s ongoing urban underground power line project is yielding visible results, bringing remarkable changes to the streetscape of Haenam-eup.
With utility poles removed and tangled overhead wires gone, revealing an open blue sky, residents say the town feels “reborn,” expressing high satisfaction with the transformation.
■ Launched in 2021… More than 200 Utility Poles Removed
Haenam County has been steadily implementing the undergrounding of power and communication lines as a key pledge of the 8th local administration, aiming to enhance urban aesthetics and create safer pedestrian environments.
Beginning in December 2021 with a 700-meter stretch from the former Gwangju Bank to the Haenam Culture and Arts Center, the project expanded to include:
1.81 km of the Haenam Middle School commuting route
(Cheonbyeon Bridge → Seorim Park → Jugong 1st Apartment → County Office Intersection)
450 meters of the Northern Ring Road
(Cultural Center Intersection → Gwangnam Green Villa → Cheonbyeon Bridge)
During the process, more than 200 utility poles were removed, dramatically improving the town’s appearance.
The project was carried out through close cooperation between Haenam County, Korea Electric Power Corporation (KEPCO), and major telecommunications companies. Residents also played an important role, demonstrating patience and civic responsibility despite traffic disruptions, noise, and dust during construction.
■ Haenam Middle School Route Transformed Into a ‘Safe Zone’
The area around Haenam Middle School—one of the main student commuting routes—has undergone a significant transformation. With all overhead lines placed underground, the route has been reborn as a wide, bright, and open pedestrian corridor.
Pedestrian walkways have been expanded, the separation between sidewalks and roadways is now clear, and safety has greatly improved. Upgraded lighting and guide facilities have also boosted satisfaction among students and parents.
A county official noted, “As overhead lines disappeared and the sky opened up, resident satisfaction has risen considerably,” adding gratitude to local residents for enduring inconveniences during construction.
■ Central 2nd Road Project to Begin in 2025… Transforming Haenam’s Gateway
Haenam County plans to continue expanding the undergrounding initiative.
In December 2025, construction will begin on a 300-meter section of Central 2nd Road, stretching from 101 Square to Haenam Bridge.
The project aims to resolve cable congestion in the busy commercial district and reshape the town’s main axis, creating an “Open Street” environment.
As Central 2nd Road serves as a major gateway to Haenam, the completion of this project is expected to substantially enhance the town’s overall urban landscape.
■ “A More Open City Built Together with Residents”
Haenam County Mayor Myung Hyun-gwan stated,
“With residents’ understanding and cooperation, Haenam-eup is becoming safer and more beautiful,” adding,
“We will continue our efforts to create a pleasant urban environment, improve pedestrian safety, and transform our urban landscape.”
The county’s underground power line project is being praised for achieving more than basic infrastructure upgrades—enhancing the city’s image, improving daily safety, and boosting civic pride all at once.
