해남군, 청소년 꿈키움 바우처 지원 근거 마련

해남군의회가 3일 청소년의 건강한 성장과 경제적 부담 완화를 위한 「청소년 꿈키움 바우처 지원 조례안」을 의결했다.

이 조례는 13세~18세 청소년에게 문화, 체육, 학습 등 다양한 활동에 사용할 수 있는 바우처를 제공, 사각지대 해소와 보편적 교육복지 실현을 목표로 한다.

바우처는 관내 지정 시설에서 연말까지 사용 가능하며, 금액은 군수가 예산 범위 내에서 결정한다.

조례안 발의자 이상미 의원은 “청소년 지원 사각지대를 메우고, 교육 격차를 줄이며 지역경제 활성화에도 기여할 것”이라고 강조했다.

현재 해남군은 8세 미만 아동과 초등학생, 19~28세 청년에게 맞춤형 수당과 복지카드를 지급 중이며, 출산 인구 감소 속 이번 조례는 청소년 지원 강화와 미래 인재 양성의 효과적인 정책으로 평가된다.

Haenam County Council on the 3rd approved the “Youth Dream Voucher Support Ordinance” aimed at promoting the healthy growth of adolescents and alleviating their households’ economic burdens.
Under this ordinance, adolescents aged 13 to 18 will receive vouchers that can be used for a variety of activities, including cultural, sports, and educational programs, aiming to eliminate support blind spots and realize universal educational welfare.
The vouchers can be used at designated facilities within Haenam County until the end of the year, and the amount provided will be determined by the county mayor within the budget.
Representative lawmaker Lee Sang-mi, who proposed the ordinance, emphasized, “This program will fill the support gaps for adolescents, reduce educational disparities, and contribute to local economic revitalization.”
Currently, Haenam County provides tailored allowances and welfare cards to children under 8, elementary school students, and youth aged 19 to 28. In the context of declining birth rates, this ordinance is seen as an effective policy to strengthen youth support and nurture future talent.
