해남군, 아시아태평양 재생에너지 매칭포럼서 ‘솔라시도 RE100 비전’ 제시

해남군이 ‘대한민국 대표 재생에너지 거점 지자체’로서 국제무대에 비전을 선보였다.

해남군은 26일 부산에서 열린 「2025 아시아태평양 재생에너지 매칭포럼」에 참석해 ‘솔라시도 데이터센터 투자유치 및 재생에너지 공급계획’을 발표했다.

이 자리에서 해남군은 산이면 일원 620만 평 부지에 국내 최대 규모 5.4GW 태양광 재생에너지 집적화단지를 조성하고, RE100 기반의 AI 데이터센터와 첨단 산업단지를 유치하겠다는 청사진을 세계에 공개했다.

이번 포럼에는 국내외 RE100 수요기업과 재생에너지 발전사업자, 금융기관, 정책기관 등이 참석해 재생에너지 전환과 지속가능한 산업 생태계 조성 방안을 논의했다.

해남군은 발표를 통해 간척지를 활용한 대규모 재생에너지 발전단지, 기업 맞춤형 PPA(전력구매계약) 기반 지역 분산형 전력망, 데이터센터 투자유치 계획을 핵심 전략으로 제시하며, 글로벌 RE100 기업들이 안정적 전력 조달과 투자를 동시에 보장받을 수 있는 최적 입지임을 강조했다.

패널 토의에 참여한 오봉호 해남군 경제 산업과장은 “재생에너지를 수도권으로만 송출하는 방식은 지속가능하지 않다.”며, “지역에서 직접 소비하는 구조와 안정적인 공급망, 정주여건 개선, 주민 이익 공유 체계가 마련돼야 기업도 안착할 수 있다.”고 말했다.

해남군은 앞으로도 중앙정부, 한국농어촌공사, 한국전력공사 등 관계기관과 협력해 송변전 인프라 확충, 규제 개선, 기업 맞춤형 지원책을 단계적으로 마련해 나갈 예정이다.

특히 2028년까지 1.9GW, 2030년까지 5.4GW 규모의 재생에너지 집적화단지를 완성해 솔라시도를 세계적 수준의 에너지 자립형 도시 모델로 발전시킨다는 구상이다.

또한 해남군은 정부의 신재생에너지 정책 기조와 인근 지자체의 지리적 환경을 고려할 때, 솔라시도 620만 평이 집적시설의 최적지임을 재확인하며, 글로벌 RE100 기업과의 협력 기반을 한층 넓혀갈 계획이다.

Haenam County Presents ‘Solarcido RE100 Vision’ at Asia-Pacific Renewable Energy Matching Forum
― Announces strategies for attracting RE100 industrial complexes and data centers… “Expanding cooperation with global RE100 companies” ―
Haenam County showcased its vision on the international stage as a “leading local government in renewable energy in Korea.”
On the 26th, Haenam County participated in the “2025 Asia-Pacific Renewable Energy Matching Forum” held in Busan and presented its plan for “Solarcido Data Center Investment Attraction and Renewable Energy Supply.”
At the forum, Haenam County unveiled its blueprint to establish the nation’s largest 5.4GW solar renewable energy cluster on a 6.2 million-pyeong site in Sani-myeon, while also attracting RE100-based AI data centers and advanced industrial complexes.
The forum brought together domestic and global RE100 demand companies, renewable energy developers, intermediaries, financial institutions, and policy organizations to discuss renewable energy transition and the creation of a sustainable industrial ecosystem.
In its presentation, Haenam County highlighted its core strategies: ▲large-scale renewable energy farms utilizing reclaimed land, ▲a regional distributed power grid based on tailored corporate PPAs (Power Purchase Agreements), and ▲plans to attract investment in data centers. The county emphasized that Haenam provides the optimal location for global RE100 companies to secure stable power supply and investment opportunities.
During a panel discussion, Oh Bong-ho, Head of Haenam County’s Economic and Industrial Division, stated, “It is not sustainable to simply transmit renewable energy one-way to the Seoul metropolitan area. A structure where energy is consumed locally, along with a stable supply chain, improved living conditions, and a system for sharing benefits with residents, must be established for companies to truly settle here.”
Moving forward, Haenam County plans to work closely with the central government, the Korea Rural Community Corporation, and Korea Electric Power Corporation (KEPCO) to gradually implement measures such as expanding transmission and distribution infrastructure, regulatory improvements, and tailored corporate support policies.
In particular, the county aims to complete a 1.9GW renewable energy cluster by 2028 and a 5.4GW cluster by 2030, developing Solarcido into a world-class energy self-sufficient city model.
Haenam County also reaffirmed that, considering the government’s renewable energy policy direction and the geographical conditions of neighboring municipalities, the 6.2 million-pyeong Solarcido site is the optimal location for large-scale facilities. The county further announced its plan to expand the foundation for cooperation with global RE100 companies.
