전남도, 통합특별시 출범 앞두고 민원서류 사전 발급 당부

전라남도가 오는 7월 1일 전남광주통합특별시 출범을 앞두고 행정정보시스템 통합·전환 작업에 따라 일부 민원서비스가 일시 중단된다며 도민들에게 필요한 서류를 사전에 발급받을 것을 당부했다.

이번 조치는 전라남도와 광주광역시가 각각 운영하던 행정정보시스템을 하나로 통합하는 과정에서 안정적인 데이터 전환과 행정서비스 제공을 위해 시행된다.

전남도에 따르면 도민 불편을 최소화하기 위해 이용률이 상대적으로 낮은 주말과 야간 시간대를 활용해 단계적으로 서비스를 중단할 예정이다.

먼저 전남광주통합특별시 출범 전날인 6월 30일 오후 6시부터 7월 1일 오전 9시까지 주민등록표 등·초본 발급 서비스와 토지대장 발급 서비스가 일시 중단된다.

주민등록표 등·초본은 행정안전부 주민등록시스템을 통해 발급되며, 토지대장은 국토교통부 일사편리 시스템을 통해 제공된다.

특히 주민등록표 등·초본 발급은 전라남도와 광주광역시에 주소지를 둔 주민에 한해 서비스 이용이 제한되기 때문에 금융기관 제출, 취업, 각종 인허가 신청 등으로 관련 서류가 필요한 도민들은 사전에 발급받아야 한다.

또한 건축물대장 발급과 건축 민원 접수를 담당하는 국토교통부 세움터 시스템과 지방세 납부를 위한 행정안전부 위택스 시스템은 6월 마지막 주말인 27일과 28일 중 일시 중단될 예정이다.

전남도는 지방세 납부 불편을 최소화하기 위해 납기 마감일을 당초보다 연장해 오는 7월 3일까지 납부할 수 있도록 조치했다.

도는 민원서비스 중단 내용을 도민들이 사전에 확인할 수 있도록 전라남도 누리집과 TV 자막방송, 카드뉴스, 사회관계망서비스(SNS) 등을 활용한 홍보를 강화할 방침이다. 또한 시·군과 협조체계를 구축해 주민 안내를 확대하고 민원 불편 최소화에 나설 계획이다.

강효석 전남도 행정통합실무준비단장은 “전남광주통합특별시 출범에 따른 통합 행정서비스 제공을 위해 정보시스템 통합 과정에서 일부 서비스 중단이 불가피하다”며 “도민들께서는 자주 이용하는 온라인 민원서비스의 중단 일정을 미리 확인하고 필요한 서류는 사전에 발급받아 불편을 겪지 않도록 해 달라.”고 당부했다.

한편 전남광주통합특별시는 오는 7월 1일 공식 출범하며, 통합 행정체계 구축을 통해 보다 효율적인 행정서비스 제공과 지역 경쟁력 강화를 목표로 하고 있다.

Temporary Suspension of Some Public Services Due to Administrative Information System Integration
Issuance of Resident Registration Certificates and Land Registers Restricted; Local Tax Payment Deadline Extended to July 3
Jeollanam-do Province has urged residents to obtain any necessary civil documents in advance, as some public administrative services will be temporarily suspended due to the integration and conversion of administrative information systems ahead of the launch of the Gwangju–Jeonnam Integrated Special City on July 1.
The measure is part of the process of integrating the large-scale administrative systems previously operated separately by Jeollanam-do Province and Gwangju Metropolitan City to ensure stable data migration and uninterrupted administrative services.
According to the provincial government, service interruptions will be implemented in stages during weekends and nighttime hours when usage rates are relatively low in order to minimize inconvenience to residents.
Beginning at 6:00 p.m. on June 30, the day before the official launch of the Integrated Special City, and continuing until 9:00 a.m. on July 1, services for issuing Resident Registration Certificates and Copies, as well as Land Registers, will be temporarily suspended.
Resident Registration documents are issued through the Ministry of the Interior and Safety’s resident registration system, while Land Registers are provided through the Ministry of Land, Infrastructure and Transport’s “Ilsa Pyeonri” online land administration system.
In particular, the issuance of Resident Registration Certificates and Copies will be restricted for residents whose addresses are registered in Jeollanam-do Province or Gwangju Metropolitan City. Residents requiring these documents for banking transactions, employment applications, permits, or other administrative procedures are advised to obtain them in advance.
In addition, the Ministry of Land’s “Seumter” system, which handles Building Register issuance and construction-related civil applications, as well as the Ministry of the Interior and Safety’s “Wetax” local tax payment system, will be temporarily unavailable during the final weekend of June.
To reduce inconvenience for taxpayers, the provincial government has extended the local tax payment deadline until July 3.
Jeollanam-do plans to strengthen public awareness of the temporary service suspension through its official website, television caption broadcasts, card news, social media platforms, and other communication channels. The province will also cooperate with cities and counties across the region to provide extensive guidance and minimize inconvenience to residents.
Kang Hyo-seok, Head of the Administrative Integration Preparation Team of Jeollanam-do, stated, “Temporary suspension of certain services is unavoidable during the system integration process required to provide unified administrative services following the launch of the Gwangju–Jeonnam Integrated Special City. We ask residents to check service interruption schedules in advance and obtain any necessary documents beforehand to avoid inconvenience.”
Meanwhile, the Gwangju–Jeonnam Integrated Special City is scheduled to officially launch on July 1. The new administrative entity aims to enhance administrative efficiency and strengthen regional competitiveness through an integrated governance system.
