전남광주대전환기획위원회(위원장 정은승)가 광주광역시와 전라남도 통합 이후 출범할 전남광주통합특별시의 정책 방향 마련을 위해 시민주권과 문화주권 체계 구축 논의를 본격화하고 있다.

전남광주대전환기획위원회는 지난 10일부터 11일까지 양 시·도 간부공무원들과 전체 업무공유회를 열어 주요 현안을 공유한 데 이어, 12일에는 각 분과위원회별 활동을 진행했다고 밝혔다.

각 위원회는 광주광역시와 전라남도에 추가 요청한 자료를 검토하고 내부회의를 개최해 정책 과제를 점검했다. 특히 문화관광위원회와 시민주권위원회는 전문가 토론회와 정책 공론장을 열어 시민들의 다양한 의견을 수렴하며 시민주권정부의 방향을 모색했다.

문화관광위원회(위원장 황풍년)는 이날 오전 나주시 빛가람복합문화센터 다목적실에서 ‘시민이 주권인 문화주권체계 구축을 위한 전문가 토론회’를 개최했다.

토론회에는 문화정책 전문가와 문화기획자, 예술활동가, 학부모 등 20여 명이 참석해 문화행정을 시민참여형·공론형·예산연계형 구조로 전환하기 위한 제도와 운영방안을 논의했다.

참석자들은 ‘시민문화주권’이란 시민이 문화정책의 단순한 수혜자가 아니라 정책 제안과 토론, 결정, 평가 과정에 직접 참여하는 권리라는 점에 공감하며 현행 문화행정의 한계를 진단하고 개선 방향을 제시했다.

특히 문화주권 실현을 위한 조례 제정, 전담조직 구축, 시민참여 플랫폼 운영, 예산 연계 시스템 마련, 공론장 활성화 등 구체적인 정책 과제에 대한 다양한 의견이 제안됐다.

시민주권위원회(위원장 윤난실)는 이날 오후 광주광역시 서구청에서 열린 ‘전남광주통합특별시 시민주권 정책 공론장’에 참여했다.

‘마을공동체와 주민자치의 기본값을 디자인하다’를 주제로 열린 공론장에는 주민자치회 위원과 마을공동체 활동가 등 시민 100여 명이 참석해 시민주권정부의 실질적인 운영 모델에 대해 논의했다.

참석자들은 주민자치와 마을공동체 경험을 바탕으로 시민의 관점에서 정책을 설계해야 한다며 지역 현장의 목소리가 반영된 시민주권 정책 필요성을 강조했다.

한편 시민주권위원회는 오는 14일 오후 3시 유명 인플루언서와 크리에이터 20여 명을 초청해 ‘전남광주 크리에이터 산업 육성 공론장’을 개최할 예정이다.

이번 공론장에서는 지역 콘텐츠 산업 발전 전략과 크리에이터 생태계 조성 방안, 청년 일자리 창출 및 디지털 문화산업 육성 방안 등을 논의할 계획이다.

정은승 전남광주대전환기획위원장은 “전남광주통합특별시가 시민이 주인이 되는 시민주권정부로 출범할 수 있도록 각계각층의 의견을 폭넓게 수렴하고 있다.”며 “문화와 자치, 디지털 산업 등 다양한 분야에서 시민 참여를 확대해 대한민국 최고의 시민주권 모델을 만들어 가겠다.”고 밝혔다.

Expert Forums and Public Policy Discussions Held to Build a Citizen-Driven Integrated Metropolitan Government
Creator Industry Development Forum Scheduled for June 14
The Jeonnam-Gwangju Grand Transformation Planning Committee, chaired by Jung Eun-seung, is intensifying discussions on establishing citizen sovereignty and cultural sovereignty systems as part of policy preparations for the upcoming Jeonnam-Gwangju Integrated Metropolitan City.
According to the committee, following a comprehensive policy-sharing meeting with senior officials from Gwangju Metropolitan City and South Jeolla Province on June 10 and 11, each subcommittee continued its activities on June 12.
The committees reviewed additional materials requested from both local governments and held internal meetings to examine key policy agendas. In particular, the Culture and Tourism Committee and the Citizen Sovereignty Committee organized expert forums and public policy discussions to gather diverse opinions from citizens and explore the future direction of a citizen-centered government.
The Culture and Tourism Committee, chaired by Hwang Pung-nyeon, hosted an expert forum titled “Building a Cultural Sovereignty System Where Citizens Hold Cultural Power” at the Bitgaram Complex Cultural Center in Naju City on the morning of June 12.
Approximately 20 participants, including cultural policy experts, cultural planners, artists, and parents, attended the forum. Discussions focused on transforming cultural administration into a citizen-participatory, deliberative, and budget-linked governance model.
Participants agreed that “cultural sovereignty” means citizens should not remain passive recipients of cultural policies but should actively participate in proposing, debating, deciding, and evaluating policies. They also discussed the limitations of the current cultural administration system and suggested practical measures for reform.
Various proposals were presented, including the enactment of cultural sovereignty ordinances, the establishment of dedicated administrative organizations, citizen participation platforms, budget-linked governance systems, and the operation of public deliberation forums.
Meanwhile, the Citizen Sovereignty Committee, chaired by Yoon Nan-sil, participated in the “Citizen Sovereignty Policy Forum for the Jeonnam-Gwangju Integrated Metropolitan City” held at Seo-gu Office in Gwangju on the afternoon of June 12.
Under the theme “Designing the Fundamentals of Community Building and Resident Autonomy,” the forum brought together more than 100 participants, including members of resident autonomy councils and community activists, to discuss practical governance models for a citizen sovereignty government.
Participants emphasized that policies should be designed from the citizens’ perspective and based on real experiences from local communities, highlighting the importance of incorporating grassroots voices into policy-making.
The Citizen Sovereignty Committee is also scheduled to host a public forum on June 14 at 3:00 p.m., inviting approximately 20 influencers and content creators to discuss strategies for fostering the Jeonnam-Gwangju creator industry.
The forum will focus on regional content industry development, the creation of a sustainable creator ecosystem, youth employment opportunities, and the promotion of digital cultural industries.
Committee Chair Jung Eun-seung stated, “We are actively gathering opinions from all sectors of society to ensure that the Jeonnam-Gwangju Integrated Metropolitan City is launched as a true citizen sovereignty government where citizens are the owners of governance.”
He added, “By expanding citizen participation in culture, local autonomy, and digital industries, we aim to create the nation’s leading model of citizen-centered governance.”
