11월 2일은 ‘112 범죄신고 강조의 날’이다.

국민의 생명과 안전을 지키기 위한 긴급신고의 의미를 되새기는 날이지만, 여전히 일부의 무분별한 허위신고로 인해 소중한 경찰력과 소방력이 낭비되는 안타까운 일이 반복되고 있다.

지난 7월, 경남 김해에서는 한 남성이 “사람을 죽였다”며 112에 신고해 경찰과 소방이 대규모로 출동했지만, 결국 허위로 드러났다.

또 8월에는 “백화점에 폭파 협박이 있다”는 신고로 특공대까지 출동했으나, 단순한 장난으로 밝혀졌다.

이처럼 한 통의 거짓 신고가 같은 시각, 진짜 위급한 시민의 구조를 늦추는 결과로 이어질 수 있다.

허위신고는 결코 가벼운 장난이 아니다.

지난해 7월 시행된 「112신고 처리법」에 따라 허위신고를 한 경우 500만 원 이하의 과태료가 부과될 수 있으며, 형법 제137조 ‘위계에 의한 공무집행방해죄’로 5년 이하의 징역 또는 1천만 원 이하의 벌금형에 처해진다. 순간의 재미로 한 거짓 신고가 이웃의 생명과 사회의 신뢰를 무너뜨릴 수 있음을 잊지 말아야 한다.

경찰은 신고 한 건, 한 건을 진심으로 대응한다.

그러나 허위신고 없는 안전한 사회는 경찰의 노력만으로는 만들 수 없다.

진심으로 “도와 달라” 외치는 목소리가 묻히지 않도록, 우리 모두가 책임 있는 시민으로서 ‘양치기 없는 세상’을 함께 만들어 가야 할 때다.

112 — False Reports Are Crimes That Steal Lives
November 2 marks “112 Crime Reporting Awareness Day.”
It is a day to reflect on the importance of emergency calls that protect the lives and safety of our citizens. However, reckless false reports continue to waste valuable police and fire resources, causing frustration and harm.
In July, a man in Gimhae, Gyeongsangnam-do, called 112 claiming, “I killed someone.” Police and fire units were immediately dispatched on a large scale, only for the report to be revealed as a hoax. In August, another false report about a “bomb threat at a department store” led to the deployment of a special task force, but it turned out to be nothing more than a prank. One false call like these can delay the rescue of citizens in real emergencies happening at the same time.
A false report is never a harmless prank. Under the “112 Call Handling Act,” enforced in July last year, offenders may face a fine of up to 5 million won. In addition, under Article 137 of the Criminal Act, “Obstruction of the performance of official duties by deceit,” violators may face up to five years in prison or a fine of up to 10 million won. A single false call made for amusement can destroy both lives and public trust.
Police officers respond to every report with sincerity and urgency. However, a society free from false reports cannot be built by the police alone. To ensure that genuine cries for help are never drowned out, each of us must act responsibly and work together to create a world without the boy who cried wolf.
