해남군, 벼 ‘깨씨무늬병’ 농업재해 인정…피해 농가 지원 착수

최근 고온다습한 기후로 급속히 확산하고 있는 벼 깨씨무늬병이 농업재해로 공식 인정됐다. 이에 따라 해남군은 피해 조사를 실시하고 농가 지원에 나선다.

이번 농업재해 인정은 명현관 해남군수와 박지원 국회의원이 전남도와 농림축산식품부에 지속적으로 건의한 결과로, 지난 14일 농어재해대책심의위원회에서 기상과 병해 발생의 인과관계, 피해 정도를 종합 검토해 최종 확정됐다.

해남군은 벼 수확 시기와 농업재해 공식 인정에 대비, 10월 7일부터 선제적으로 피해 정밀 조사를 시행해 빠른 피해 규모 파악을 목표로 하고 있다.

이미 수확한 농가도 RPC 수매실적 확인 등을 통해 지원 누락 없이 재난지원금을 받을 수 있도록 조치한다.

지원 규모는 1ha 기준 농약대 81만 원, 대파대 372만 원, 생계지원비는 2인 기준 120만5,000원, 4인 기준 187만2,700원 수준이며, 농업정책자금 상환연기·이자감면과 함께 재해대책경영자금(금리 1.8%) 융자도 지원된다.

명현관 군수는 “올해는 7~8월 이상고온과 9월 잦은 강우로 벼 깨씨무늬병 등 예기치 못한 피해가 발생했다”며, “이번 재해 인정이 피해 농가 경영 안정에 도움이 되길 바란다.”고 밝혔다.

한편, 벼 깨씨무늬병은 초기 잎에 암갈색 깨씨 모양 병반이 나타나고, 심할 경우 벼 알에도 반점이 생겨 미질 저하 등의 피해를 유발한다.

Haenam County Recognizes Rice ‘Bacterial Leaf Spot’ as Agricultural Disaster, Begins Support for Affected Farmers
Rice bacterial leaf spot, which has rapidly spread due to recent hot and humid weather, has been officially recognized as an agricultural disaster. In response, Haenam County will conduct damage assessments and provide support to affected farmers.
The disaster recognition came after Haenam County Mayor Myung Hyun-kwan and National Assembly member Park Ji-won persistently requested the Jeonnam Province and Ministry of Agriculture, Food and Rural Affairs. On October 14, the Agricultural Disaster Countermeasures Committee reviewed weather conditions, disease occurrence, and damage levels, confirming the official disaster status.
To prepare for the rice harvest and official disaster recognition, Haenam County has been conducting a detailed damage survey since October 7, aiming for rapid assessment. Even farmers who have already harvested can receive disaster relief without omission by verifying RPC purchase records.
Support includes 810,000 KRW per hectare for pesticide costs, 3,720,000 KRW for replanting, and livelihood assistance of 1,205,000 KRW for two-person households or 1,872,700 KRW for four-person households. In addition, farmers can receive extensions on agricultural policy loan repayments, interest reductions, and disaster management loans at an interest rate of 1.8%.
Mayor Myung Hyun-kwan said, “This year, unusually high temperatures in July and August, followed by frequent rainfall in September, caused unexpected damage such as bacterial leaf spot. We hope that official disaster recognition will help stabilize affected farmers’ livelihoods.”
Bacterial leaf spot on rice initially appears as dark brown, sesame-seed-sized spots on the leaves and, in severe cases, forms similar spots on the grains, causing a decline in rice quality.
