해남군의회가 오는 10월 19일 군정질문을 통해 기본소득 재원 확보와 인구감소 대응, 권역별 균형발전, 지방재정 운용 등 주요 정책의 추진상황을 점검한다.

해남군의회는 10월 6일 보도자료를 통해 오는 12일부터 21일까지 10일간 제354회 임시회를 열고, 19일 오전 10시 제2차 본회의에서 군정에 관한 질문을 실시할 예정이라고 밝혔다.

각 의원이 제출한 군정질문 요지는 의장을 거쳐 군수에게 이송됐다. 질문은 서면답변 항목을 포함해 총 44개 항목으로, 집행부의 답변을 통해 주요 사업의 성과와 문제점, 개선방안 및 향후 추진계획을 확인할 예정이다.

신재생에너지·기본소득 분야에서는 햇빛소득마을 확대와 안정적인 정착 방안, 신재생에너지 투자수익을 활용한 기본소득 재원 마련 등을 다룬다. 지방소멸대응기금과 인구정책의 실효성, 남부권을 비롯한 권역별 균형발전, 청년과 신규 유입 근로자를 위한 주거·교통 기반 확충도 주요 질문 대상이다.

재정 분야에서는 정부의 미래대응기금 신설 추진에 대한 대응과 통합재정안정화기금 운영을 점검한다. 보통교부세 확충을 위한 자체노력 항목 관리, 지방보조사업 성과평가를 포함한 지출 재구조화, 군 재정지출을 지역경제 활성화로 연결하는 방안도 확인한다.

농어업 분야에서는 기후위기에 대응한 지속가능한 농어업 육성과 중·장기 농업용수 확보, 외국인 계절근로자의 안정적인 수급·관리 대책 등을 묻는다.

군민 생활과 밀접한 교통약자 이동권, 버스공영제, 예방접종 지원 확대, 돌봄 노동자 처우개선, 장학제도 개선 등도 질문에 포함됐다.

관광시설과 공공시설, 출연기관에 대해서는 운영성과와 재정부담을 살피고, 시설 활용도를 높이기 위한 운영 개선 및 사후관리 방안을 점검한다. 옥매광산 유적과 지역 전통문화유산의 보존·활용 방안도 다룰 예정이다.

군정질문은 원칙적으로 일괄질문 방식으로 진행된다. 의원 1인당 질문시간은 답변시간을 제외하고 20분이며, 보충질문은 10분을 추가할 수 있다.

이번 임시회에서는 군정질문과 함께 조례안과 일반안건, 2027년도 정기분 공유재산관리계획안 등을 심사한다.

13~14일에는 상임위원회 활동을 진행하고, 15~16일과 20일에는 공유재산관리계획특별위원회가 활동한다. 21일 제3차 본회의에서는 심사를 마친 안건 등을 처리할 예정이다.

해남군의회는 이번 군정질문에서 신규 정책의 추진 방향과 기존 사업의 성과·지속가능성을 함께 점검하고, 군민이 체감할 수 있는 개선방안을 모색할 계획이다.

The Haenam County Council will question the county administration on October 19 to review progress on major policies, including funding for basic income, responses to population decline, balanced development across the county and local fiscal management.
In a press release issued on October 6, the council announced that its 354th extraordinary session will run for 10 days, from October 12 to 21. Questions to the county administration are scheduled for the second plenary meeting at 10 a.m. on October 19.
The questions submitted by individual council members have been forwarded to the county mayor through the council chair. They cover 44 items, including those requiring written responses. The council will seek answers on the achievements and shortcomings of major projects, proposed improvements and future implementation plans.
On renewable energy and basic income, the council will examine the expansion and sustainable operation of solar income villages, as well as ways to fund basic income through returns on renewable energy investments. Other key topics include the effectiveness of the Local Population Decline Response Fund and population policies, balanced development across the county—including its southern areas—and housing and transportation infrastructure for young people and newly arriving workers.
On fiscal matters, the council will review the county’s response to the central government’s proposed fund for future challenges and its management of the Integrated Fiscal Stabilization Fund. Questions will also address the management of local fiscal effort indicators used in calculating ordinary local allocation tax grants, expenditure restructuring through measures such as performance evaluations of locally subsidized projects, and ways to ensure county spending stimulates the local economy.
In agriculture and fisheries, council members will ask about sustainable development in response to the climate crisis, medium- and long-term supplies of agricultural water, and measures to secure and manage foreign seasonal workers.
Issues affecting residents’ daily lives are also on the agenda, including mobility rights for people with transportation difficulties, public operation of bus services, expanded vaccination support, improved working conditions for care workers and reforms to scholarship programs.
The council will examine the operational performance and fiscal burden of tourism facilities, public facilities and county-funded institutions. It will also review operational improvements and follow-up management measures to increase facility use. The preservation and use of the Okmae Mine historic site and local traditional cultural heritage will be discussed as well.
In principle, council members will present their questions together before the administration responds. Each member will have 20 minutes for questions, excluding response time, with an additional 10 minutes allowed for supplementary questions.
Alongside questions to the county administration, the extraordinary session will review proposed ordinances, other agenda items and the regular public property management plan for 2027.
Standing committees will meet on October 13 and 14. The Special Committee on the Public Property Management Plan will meet on October 15, 16 and 20. The third plenary meeting on October 21 will consider the items reviewed by the committees.
The council plans to examine both the direction of new policies and the performance and sustainability of existing projects, seeking improvements that residents can experience in their daily lives.
