추석 연휴를 앞두고 제주와 내륙을 오가는 여객선 이용객과 차량 이동이 늘어날 것으로 예상되면서 완도해경이 밀입국·밀항과 제주 무사증 입국 외국인의 무단이탈 등 국경범죄 차단을 강화하고 있다.
특히 지난해에는 제주에 무사증으로 입국한 외국인이 완도행 여객선에 실린 화물차에 숨어 제주도를 빠져나오려다 적발된 사례도 있어 여객선과 차량·화물을 이용한 불법 이동에 대한 현장 관리가 중요해지고 있다.
완도해양경찰서(서장 김태환)는 추석 연휴를 앞두고 지난 16일 제주와 완도를 오가는 여객선을 대상으로 국경범죄 예방을 위한 불시점검을 실시했다고 17일 밝혔다.
이번 점검은 완도해경이 상시 추진하고 있는 국경범죄 예방활동의 하나로, 명절 연휴 기간 여객선 이용객과 차량·화물 이동량 증가를 틈탄 불법 출입국 가능성을 사전에 차단하고 현장 대응체계를 점검하기 위해 실시됐다.
해양경찰청 통계에 따르면 최근 3년간 발생한 국경범죄는 모두 30건으로, 관련 인원은 86명에 달한다.
여객선의 경우 다수의 승객뿐만 아니라 차량과 각종 화물이 동시에 이동한다는 특성이 있어 승선 과정부터 차량 적재공간, 선내 출입구와 객실 등에 대한 예방 중심의 관리가 필요하다는 게 해경의 설명이다.
특히 완도는 제주와 내륙을 연결하는 주요 해상교통 관문이다.
이에 따라 제주에 무사증으로 입국한 외국인이 여객선이나 차량 등을 이용해 허가 없이 제주도를 벗어나 내륙으로 이동하는 상황에 대비한 지속적인 관리가 요구되고 있다.
실제 지난해 5월에는 제주에 무사증으로 입국한 외국인이 완도행 여객선에 적재된 화물차에 숨어 무단이탈을 시도하다 완도해경에 검거되기도 했다.
완도해경은 이 같은 사례가 다시 발생할 가능성에 대비해 16일 제주와 완도를 오가는 2만톤급 여객선 A호를 불시에 점검했다.
해경은 이날 선내 승객과 적재화물 관리 실태를 비롯해 출입구와 객실 등 주요 구역을 살펴보고, 밀입국·밀항이나 무단이탈 등에 악용될 수 있는 국경범죄 취약요소와 안전관리 실태를 중점적으로 확인했다.
추석 연휴에는 평소보다 승객과 차량·화물이 한꺼번에 몰릴 수 있는 만큼 현장 관계자의 확인과 이용객들의 신고도 국경범죄 예방에 중요한 역할을 할 것으로 보인다.
김원식 완도해경 정보외사과장은 “이번 불시점검은 평소 추진해 온 국경범죄 예방활동의 일환으로, 범죄 취약요인을 현장에서 선제적으로 찾아내고 차단하기 위해 실시했다”고 밝혔다.
이어 “여객선 이용 중 수상한 행동을 목격하거나 국경범죄가 의심되는 경우 즉시 해양경찰에 신고해달라.”고 당부했다.
완도해경은 추석 연휴를 전후해 관내 주요 해상교통로를 중심으로 국경범죄 취약요소를 점검하는 등 밀입국·밀항과 불법 출입국 예방활동을 이어갈 방침이다.

With passenger, vehicle and cargo traffic expected to increase between Jeju Island and the mainland during the upcoming Chuseok holiday, the Wando Coast Guard is stepping up efforts to prevent border crimes, including illegal entry, illegal departure and unauthorized departures from Jeju by foreign nationals who entered the island under its visa-free entry program.
The heightened measures come amid concerns that ferries, vehicles and cargo could be exploited for illegal movement. Last year, a foreign national who had entered Jeju visa-free was caught attempting to leave the island by hiding inside a truck loaded onto a ferry bound for Wando.
The Wando Coast Guard, headed by Commissioner Kim Tae-hwan, announced on September 17 that it had conducted a surprise inspection the previous day on a ferry operating between Jeju and Wando as part of its border crime prevention efforts ahead of the Chuseok holiday.
The inspection was part of the Coast Guard’s ongoing border crime prevention activities. It was designed to prevent illegal entry and departure attempts that could take advantage of increased passenger, vehicle and cargo traffic during the holiday period, while also reviewing the readiness of on-site response systems.
According to Korea Coast Guard statistics, 30 border crime cases involving a total of 86 people were recorded over the past three years.
Because ferries transport large numbers of passengers along with vehicles and various types of cargo, authorities say preventive management is particularly important throughout the boarding process, vehicle decks, entrances, cabins and other key areas of vessels.
Wando, in particular, serves as one of the major maritime gateways connecting Jeju Island with the Korean mainland.
Authorities therefore maintain continued surveillance against the possibility that foreign nationals who entered Jeju under the visa-free entry program could attempt to leave the island without authorization by using ferries, vehicles or other means to reach the mainland.
In May last year, a foreign national who had entered Jeju visa-free was apprehended by the Wando Coast Guard while attempting an unauthorized departure by hiding inside a cargo truck loaded onto a ferry bound for Wando.
In response to such risks, the Wando Coast Guard carried out a surprise inspection on September 16 of Ferry A, a 20,000-ton-class vessel operating between Jeju and Wando.
Officers examined the management of passengers and loaded cargo, as well as entrances, cabins and other major areas of the vessel. They focused on identifying vulnerabilities that could potentially be exploited for illegal entry, illegal departure or unauthorized movement, while also reviewing overall safety management conditions.
With passenger, vehicle and cargo traffic expected to rise sharply during the Chuseok holiday, vigilance by ferry operators and reports from passengers could also play an important role in preventing border crimes.
“This surprise inspection was conducted as part of our ongoing border crime prevention efforts to proactively identify and eliminate potential vulnerabilities at the scene,” said Kim Won-sik, head of the Intelligence and Foreign Affairs Division at the Wando Coast Guard.
“We ask passengers to immediately report to the Coast Guard if they witness suspicious behavior or suspect any border-related crime while using ferry services,” Kim added.
The Wando Coast Guard plans to continue preventive activities before and during the Chuseok holiday, focusing on major maritime transportation routes and potential vulnerabilities to illegal entry, illegal departure and other border crimes.
