해남경찰서, 체험형 우회전 교육 앱 자체 개발 눈길 / 사진제공=해남경찰서

“교차로에서 우회전할 때 지금 가도 될까, 아니면 멈춰야 할까.”
운전자들이 실제 도로에서 자주 마주하면서도 순간적으로 판단하기 어려운 ‘교차로 우회전’을 직접 체험하며 배울 수 있는 교육 콘텐츠가 해남경찰서에서 자체 개발됐다.

해남경찰서(서장 박미영)는 차량 신호와 보행자 유무 등 교차로 상황에 따라 달라지는 우회전 통행방법을 운전자들이 쉽고 정확하게 익힐 수 있도록 체험형 교육 콘텐츠 ‘우회전 참교육’ 앱​을 자체 제작해 본격적인 홍보에 나섰다고 17일 밝혔다.

이번 앱은 교통법규를 글이나 그림으로 설명하는 기존 교육 방식에서 한발 더 나아가 이용자가 실제 운전자처럼 교차로 상황을 살펴보고 직접 ‘진행할지, 멈출지’를 판단하도록 만든 것이 특징이다.

우회전 일시정지 제도가 시행된 지 약 4년이 지났지만 현장에서는 차량 신호와 보행자 유무에 따른 통행방법을 정확히 알지 못하거나 혼동하는 운전자들이 여전히 적지 않다는 것이 경찰의 설명이다.

특히 교차로에서 신호위반 등 12대 중과실에 해당하는 법규 위반으로 인명피해 사고가 발생하면 형사책임으로 이어질 수 있어 정확한 통행방법을 숙지하고 실제 운전 과정에서 지키는 것이 중요하다.

그러나 경찰이 교통민원을 처리하거나 안전교육을 하는 과정에서 말이나 그림만으로 여러 형태의 교차로와 보행자 상황을 설명하는 데는 한계가 있었다.

해남경찰서 교통과는 여기서 아이디어를 얻었다.
“직접 보고, 판단하고, 운전해보면 더 쉽게 이해할 수 있지 않을까?”
이 같은 발상에서 출발해 운전자가 실제 도로 상황을 체험하는 방식으로 우회전 방법을 익힐 수 있는 ‘우회전 참교육’ 앱을 개발했다.
교육 과정도 단계별로 구성했다.

먼저 영상 시청을 통해 기본적인 우회전 방법을 확인한 뒤 O·X 퀴즈로 자신의 이해도를 점검한다.

이어 실제 교차로 상황을 적용한 체험형 학습을 통해 이용자가 직접 우회전 가능 여부를 판단하도록 했다.

마지막 단계에서는 대각선 횡단보도 등 다양한 교차로 상황을 다루는 심화학습까지 진행할 수 있다.

단순히 정답을 암기하는 방식이 아니라 운전자 스스로 주변 상황과 신호를 살피고 판단하는 과정을 반복하도록 해 실제 운전 상황에서의 대응 능력을 높이는 데 초점을 맞췄다.

접근성도 높였다.
스마트폰에 별도의 애플리케이션을 내려받아 설치할 필요 없이 QR코드나 인터넷 링크를 통해 바로 접속할 수 있도록 했다.

이에 따라 경찰의 교통안전교육과 민원 안내뿐 아니라 운전자들이 가족이나 지인에게 링크를 공유해 함께 학습하는 것도 가능하다.

해남경찰서는 앞으로 각종 교통안전 캠페인과 교육·홍보 활동에 ‘우회전 참교육’을 적극 활용할 계획이다.

특히 앱으로 바로 연결되는 QR코드를 각종 홍보물에 넣어 주민들이 일상생활에서도 손쉽게 체험할 수 있도록 배포할 방침이다.

농촌지역의 경우 고령 운전자와 보행자가 많고 읍·면 소재지 교차로와 횡단보도 등에서 차량과 보행자의 동선이 겹치는 만큼, 실제 상황을 기반으로 한 반복적인 교통안전교육이 사고 예방에 도움이 될 것으로 기대된다.

박미영 해남경찰서장은 “우회전 통행방법은 단순히 알고 있는 것에서 그치지 않고 실제 교차로 상황에서 정확하게 판단하고 실천하는 것이 중요하다”며 “이 앱이 주민들이 어렵게 느꼈던 우회전 방법을 쉽고 재미있게 익히고 안전운전을 실천하는 데 도움이 되길 바란다.”고 말했다.

“When making a right turn at an intersection, should I go now, or should I stop?”
Haenam Police Station has developed an interactive educational program that allows drivers to practice one of the most common yet often confusing situations on the road—making a right turn at an intersection.
Haenam Police Station, headed by Chief Park Mi-young, announced on Sept. 17 that it has developed and begun promoting an interactive educational application called “Right-Turn Training”, designed to help drivers easily and accurately learn right-turn rules under different intersection conditions, including traffic signals and the presence of pedestrians.
Unlike conventional traffic safety education that relies mainly on written explanations or illustrations, the program places users in simulated intersection situations and asks them to decide for themselves whether to proceed or stop, just as they would behind the wheel.
Although rules requiring drivers to stop under certain right-turn conditions have been in effect for about four years, police say many motorists still have difficulty determining exactly what to do depending on traffic signals and whether pedestrians are present.
Understanding the rules is particularly important because violations such as running a traffic signal can constitute one of Korea’s 12 major categories of serious traffic offenses. If such a violation results in injury or death, the driver may face criminal liability.
Police officers have also found that explaining the wide variety of right-turn situations involving different intersection layouts, signals and pedestrian movements through words or illustrations alone can be difficult, particularly when responding to public inquiries or providing traffic safety education.
That challenge prompted the Traffic Division of Haenam Police Station to ask a simple question:
“Wouldn’t it be easier to understand if drivers could see the situation, make a decision and experience it for themselves?”
That idea led to the development of the “Right-Turn Training” program, which enables users to learn proper right-turn procedures by experiencing simulated real-world driving situations.
The training is organized into several stages.
Users first watch a video lesson explaining the basic rules for making right turns and then take an O/X quiz to check their understanding.
They then move on to an interactive simulation based on actual intersection situations, where they must decide for themselves whether it is safe and lawful to make a right turn.
The final stage provides advanced training covering a wider range of traffic situations, including diagonal crosswalks.
Rather than simply requiring users to memorize correct answers, the program encourages drivers to repeatedly observe their surroundings, check traffic signals and make their own decisions, with the aim of improving their ability to respond appropriately in real driving situations.
Accessibility is another key feature.
Users do not need to download or install a separate application on their smartphones. Instead, the program can be accessed immediately through a QR code or web link.
This allows the program to be used not only for police traffic safety education and public guidance but also to be easily shared with family members, friends and other drivers.
Haenam Police Station plans to actively use the “Right-Turn Training” program in future traffic safety campaigns, educational programs and public awareness activities.
The station also plans to distribute promotional materials containing a QR code that links directly to the program, allowing residents to access and experience the training easily in their daily lives.
Such practical traffic safety education could be particularly useful in rural communities, where elderly drivers and pedestrians make up a significant portion of road users and where vehicle and pedestrian movements frequently intersect at crosswalks and intersections in town and township centers.
“Knowing the rules for making a right turn is not enough. What matters is being able to make the correct judgment and put those rules into practice in an actual intersection,” Chief Park Mi-young said.
“I hope this program will help residents understand right-turn rules that they may have found confusing, learn them in an easy and engaging way, and ultimately practice safer driving.”
