비료와 농약 등 필수농자재 가격이 급격하게 오를 경우 해남군이 농업인의 구입비 일부를 지원할 수 있는 제도적 근거가 마련됐다.

국제 정세와 기후변화, 공급망 불안 등으로 농자재 가격 변동성이 커지면서 농업 현장의 생산비 부담이 갈수록 커지고 있는 가운데 농가 경영 안정에 실질적인 도움이 될 수 있을지 주목된다.

해남군의회는 이성옥 의원이 대표 발의한 「해남군 필수농자재 지원 조례안」이 지난 9월 15일 열린 본회의에서 최종 의결됐다고 밝혔다.
이번 조례는 비료와 농약 등 농업 생산에 필요한 필수농자재 가격 상승으로 어려움을 겪는 농업인의 경제적 부담을 줄이고 안정적인 영농활동을 지원하기 위해 마련됐다.

특히 평상시 농자재 구입비를 일률적으로 지원하는 방식이 아니라 천재지변이나 국내외 공급망의 급격한 변화 등으로 필수농자재 가격이 크게 상승할 경우 예산 범위에서 구입비 일부를 지원할 수 있도록 한 것이 핵심이다.

최근 농업 현장에서는 비료·농약을 비롯한 각종 영농자재 가격 상승이 생산비 증가로 직결되면서 농산물 가격과 관계없이 농가의 경영 부담을 키우는 요인으로 작용하고 있다.
조례가 시행되면 농자재 가격이 급격하게 상승하는 비상 상황에서 해남군이 농가 지원에 나설 수 있는 법적·제도적 근거를 갖게 된다.
다만 구체적인 지원 품목과 대상, 지원 기준 및 금액 등은 해남군 농림축산심의회의 심의를 거쳐 결정하도록 했다.

이에 따라 실제 지원제도가 가동될 경우 어떤 농자재를 지원 대상으로 정할 것인지, 어느 정도의 가격 상승을 지원 요건으로 판단할 것인지, 농가별 지원 규모를 어떻게 정할 것인지 등이 제도의 실효성을 좌우할 것으로 보인다.

이성옥 의원은 자신 역시 농업인이라는 점을 강조하며 농자재 가격 상승에 따른 농촌 현장의 어려움을 설명했다.

이 의원은 “저 또한 농업인으로서 농자재 가격 상승이 농가의 생산비 증가와 경영 부담으로 이어지는 현실을 누구보다 잘 알고 있다”며 “이번 조례가 농자재 가격이 갑작스럽게 상승하는 상황에 탄력적으로 대응하고, 농업인들이 안정적으로 영농을 이어갈 수 있는 든든한 제도적 기반이 되기를 바란다.”고 말했다.

이어 “앞으로도 농업 현장의 목소리를 세심하게 살피고 농업인의 경영 안정과 지속가능한 농업을 뒷받침할 수 있는 정책 마련에 힘쓰겠다”고 밝혔다.

이번 조례 제정으로 해남군은 농자재 가격 급등 시 농가를 지원할 수 있는 제도적 틀을 갖추게 됐다.

앞으로는 조례 제정에 그치지 않고 지원 발동 기준과 대상 품목, 지원 비율, 연간 소요예산 등을 얼마나 구체적으로 마련하느냐​가 관건이다.

특히 전국적인 농자재 가격 급등이나 공급망 불안이 발생할 경우 농업 규모가 큰 해남지역 농가에 어느 정도의 재정 지원이 가능한지 사전에 분석하고 관련 예산을 안정적으로 확보하는 후속 대책도 필요해 보인다.

Haenam County has established a legal and institutional basis to provide partial financial assistance to farmers when the prices of essential agricultural inputs, including fertilizers and pesticides, rise sharply.
With agricultural input prices becoming increasingly volatile due to geopolitical developments, climate change and disruptions in global supply chains, attention is now focused on whether the new ordinance will provide meaningful support for farmers facing growing production costs.
The Haenam County Council announced that the Ordinance on Support for Essential Agricultural Inputs in Haenam County, proposed by Council member Lee Seong-ok, was given final approval at a plenary session held on September 15.
The ordinance was introduced to reduce the financial burden on farmers struggling with rising prices for essential agricultural inputs such as fertilizers and pesticides, while supporting stable and sustainable farming operations.
A key feature of the ordinance is that it does not provide uniform subsidies for agricultural inputs under ordinary circumstances. Instead, it allows Haenam County to partially subsidize purchasing costs within the limits of its available budget when prices of essential agricultural inputs rise significantly due to natural disasters, sudden changes in domestic or international supply chains, or similar circumstances.
In recent years, rising prices for fertilizers, pesticides and other agricultural supplies have directly increased production costs, placing additional pressure on farm finances regardless of fluctuations in agricultural product prices.
Once the ordinance takes effect, Haenam County will have a legal and institutional framework enabling it to provide assistance to farmers in emergency situations involving sharp increases in agricultural input prices.
Specific details—including which agricultural inputs will qualify, who will be eligible, the criteria for assistance and the amount of financial support—will be determined through deliberation by the Haenam Agricultural, Forestry and Livestock Review Committee.
Accordingly, the effectiveness of the new system will largely depend on how clearly the county defines which agricultural inputs are eligible, how large a price increase must occur before assistance is triggered, and how much support individual farms can receive.
Lee, who is also a farmer, emphasized that he understands firsthand the difficulties farmers face as agricultural input prices continue to rise.
“As a farmer myself, I know very well how rising agricultural input prices lead directly to higher production costs and greater financial pressure on farm households,” Lee said.
“I hope this ordinance will provide a strong institutional foundation that allows Haenam to respond flexibly when agricultural input prices suddenly rise and enables farmers to continue their farming operations with greater stability.”
He added, “I will continue to listen closely to the voices of farmers in the field and work to develop policies that support stable farm management and sustainable agriculture.”
With the enactment of the ordinance, Haenam County now has an institutional framework for assisting farmers when agricultural input prices surge.
The next challenge will be to move beyond the enactment of the ordinance and establish detailed implementation measures, including the threshold for activating support, eligible agricultural inputs, subsidy rates and the annual budget required for the program.
In particular, Haenam County will need to assess in advance how much financial assistance it could provide to local farmers—given the county’s large agricultural sector—in the event of nationwide agricultural input price increases or major supply-chain disruptions.
Securing a stable budget for such assistance will also be an important part of the county’s follow-up measures.
