해남군이 금강저수지 일원에 추진하고 있는 ‘금강산 빛의 수변공원 조성사업’의 공사기간이 당초 계획보다 크게 늦어지면서 그 배경과 사업비 집행내역을 투명하게 공개해야 한다는 지적이 나오고 있다.
특히 해남군은 한때 2026년 6월에서 늦어도 9월까지 사업을 마무리하겠다는 계획을 군의회에 밝혔지만, 이후 공정이 계획대로 진행되지 못하면서 준공 시점이 뒤로 밀리고 있다.

해남군의회 회의록에는 당초 사업 일정이 비교적 구체적으로 나타나 있다.
해남군 관광실장은 군의회에서 “모든 공사가 발주돼 있다”며 군비 최종 미부담분 13억여원을 확보해 관급자재를 발주하면 “최소한 6월까지 마무리하려고 했는데 일정상 아마 6월에서 9월까지는 마무리하려고 하고 있다”고 설명했다.
앞선 군정 계획에서도 금강산 빛의 수변공원 조성사업은 2025년 6월 1차 공사를 발주해 2026년 9월 준공을 목표로 추진하는 것으로 제시됐다.
그러나 실제 공정은 계획보다 상당히 늦어진 것으로 나타났다.
■ “공정률 30%”…군의회에서도 준공 가능성 의문
2026년 해남군의회 업무보고 과정에서 김연수 의원은 현장을 보면 예정된 기간 안에 준공하기 어려워 보인다며 공정률을 따져 물었다.
이에 관광실장은 당시 **전체 공정률이 약 30%**라고 답했다. 주요 구조물에 사용되는 파일을 가공하고 있는 단계이며, 파일 시공에 들어가면 약 3개월 정도가 걸릴 것으로 전망했다.
이는 이미 연초부터 공사가 본격화됐다는 해남군 발표와도 비교된다.
해남군은 지난 1월 금강저수지에 수변데크와 전망쉼터, 야간조명 등을 설치하기 위해 1월 19일부터 대형장비를 반입하고 본격적인 공사에 들어간다고 발표했다.
그럼에도 이후 공정률이 30% 수준에 머물면서 당초 6~9월 준공 계획에 차질이 발생한 것이다.
■ 해남군이 직접 밝힌 ‘관급자재 납품 문제’
공사지연 배경을 살펴볼 때 주목되는 부분은 관급자재다.
해남군 관광실장은 최근 군의회에서 사업비 증가 이유를 설명하면서 안전난간과 수상구명장비 설치뿐 아니라 “사업 진행 과정에 관급자재 납품 관련해서 조금 문제가 있었다”고 밝혔다.
해당 문제 등에 추가 비용이 발생하면서 당초보다 약 6억원이 더 소요됐다는 취지의 설명도 했다.
실제로 수변데크의 핵심 구조물에 들어가는 자재는 별도로 대규모 발주됐다.
해남군은 2025년 6월 ‘금강산 빛의 수변공원 조성사업 1차분 관급자재 강관파일’을 2억6,078만원의 기초금액으로 발주했다. 납품기한은 계약일로부터 120일 이내였다.
열연후판 역시 별도 발주됐다. 이 자재의 배정예산은 3억2,601만4,570원이었다.
결국 강관파일과 열연후판 등 데크 구조물 제작에 필요한 핵심 자재의 제작·납품 일정이 전체 공정에 직접적인 영향을 미쳤을 가능성이 있다.
다만 어떤 업체의 어떤 관급자재에서 문제가 발생했는지, 납품지연인지 규격·품질 문제인지, 계약 해지나 재발주가 있었는지는 현재 공개된 회의록만으로 확인되지 않는다. 이 부분은 해남군의 계약변경·물품검수 자료를 통해 추가 확인해야 한다.
■ 59억4천만원 사업이 65억4천만원으로
사업비 증가도 따져볼 대목이다.
군의회 회의록에 따르면 금강산 빛의 수변공원 관련 사업비는 2025년 59억4천만원에서 2026년 65억4천만원으로 약 6억원 증가했다.
해남군은 증가분과 관련해 데크 안전난간과 수상구명장비 설치, 관급자재 납품 과정에서 발생한 문제 등에 비용이 들어갔다고 설명했다.
따라서 단순히 “공사기간만 연장됐다”고 볼 것이 아니라 사업기간 연장과 사업비 증가가 서로 어떤 관계가 있는지도 확인할 필요가 있다.
■ 본공사 15억원대…전기공사는 3억2,839만원 낙찰
나라장터 관련 공개자료를 보면 ‘금강산 빛의 수변공원 조성사업(총괄 및 1차분)’의 입찰 규모는 15억237만4,546원으로 확인된다.
별도로 발주된 전기공사는 추정금액이 6억2,879만원으로, 이 가운데 기초금액은 3억6,245만원이고 도급자 설치 관급자재가 2억6,634만원이다.
전기공사 낙찰업체는 주식회사 진도전력, 낙찰금액은 3억2,839만9,380원으로 확인된다.
따라서 전체 65억여원의 사업비는 특정 시공업체 한 곳에 모두 지급되는 구조가 아니다. 본공사와 전기공사, 관급자재, 기타 시설공사 등으로 나눠 발주되고 있어 업체별 실제 지급액을 확인하려면 계약원장과 기성금 지급내역을 별도로 확인해야 한다.
■ “2027년 2월 연장”됐다면 계약변경 사유 공개해야
가장 중요한 부분은 공사기간 변경이다.
당초 군이 공식적으로 제시했던 목표는 2026년 6~9월이었다. 이후 군의회 업무보고에서는 연말 준공을 전제로 한 질의가 나왔지만 당시에도 공정률은 약 30%에 그쳤다.
현재 현장에 안내된 공사기간이 2027년 2월까지로 변경됐다면, 해남군은 당초 9월에서 약 5개월가량 공기가 늘어난 구체적인 사유를 밝힐 필요가 있다.
특히 확인해야 할 것은 단순한 준공일 변경만이 아니다.
① 최초 계약상 착공·준공일, ② 공사기간 연장 승인일과 사유, ③ 관급자재 납품 지연 업체 및 책임 여부, ④ 설계변경 횟수와 증액 규모, ⑤ 시공사에 지급한 선금·기성금, ⑥ 공기연장으로 추가 지급되는 간접공사비, ⑦ 지체상금 부과 대상 여부까지 확인해야 전체적인 공사지연 책임을 판단할 수 있다.
공사기간 연장이 발주기관의 설계변경이나 관급자재 공급 차질 때문인지, 시공업체의 공정관리 문제 때문인지에 따라 책임 소재와 추가 비용 부담 주체도 달라질 수 있기 때문이다.
금강산과 금강저수지는 관광객만을 위한 시설이 아니라 해남읍 주민들이 매일 이용하는 대표적인 산책·휴식 공간이다. 실제 해남군도 공사 과정에서 주민 이용 동선과 겹치는 구간을 통제하고 바지선을 투입해 공사를 진행하고 있다고 군의회에 보고했다.
수십억원의 예산이 투입되는 사업인 만큼 중요한 것은 준공 시기를 또다시 제시하는 것이 아니라 왜 당초 일정대로 끝내지 못했는지, 그 과정에서 추가로 들어간 예산은 얼마인지, 공사업체와 관급자재 업체에는 현재까지 얼마가 지급됐는지를 계약자료로 공개하는 것이다.

Haenam County’s “Geumgangsan Light Waterfront Park Development Project,” currently underway around Geumgang Reservoir, has fallen significantly behind its original schedule, raising calls for the county to transparently disclose the reasons for the delay and details of how the project budget has been spent.
In particular, Haenam County had previously told the County Council that it planned to complete the project between June and, at the latest, September 2026. However, construction has not progressed as planned, pushing the expected completion date further back.
According to AI Honam News’ review of Haenam County Council meeting minutes, public procurement records and media reports, the project goes far beyond simply improving an existing walking trail. It is a large-scale tourism development project that includes a waterfront deck walkway, observation and rest areas, a barefoot loess trail and nighttime lighting facilities.
Haenam County Council records provide relatively specific details regarding the original project schedule.
During a County Council session, the head of Haenam County’s Tourism Division stated that “all construction contracts have been awarded,” adding that once approximately KRW 1.3 billion in the county’s remaining funding obligation was secured and government-supplied materials were ordered, the county intended to complete the project “at least by June, although considering the schedule, we are aiming to finish sometime between June and September.”
Earlier county administrative plans also stated that the first phase of the Geumgangsan Light Waterfront Park project would be commissioned in June 2025, with the entire project targeted for completion in September 2026.
Actual construction progress, however, appears to have fallen considerably behind schedule.
■ “Only 30% Complete”…County Council Questions Whether the Deadline Can Be Met
During a 2026 Haenam County Council work report session, Councilor Kim Yeon-su questioned the project’s progress, noting that judging from conditions at the construction site, it appeared difficult to complete the project within the scheduled period.
The Tourism Division responded that the overall construction progress at the time was approximately 30%. It explained that piles used for major structural components were still being fabricated and that installation of the piles alone was expected to take approximately three months once work began.
This is particularly notable given Haenam County’s earlier announcement that full-scale construction had already begun at the start of the year.
In January, Haenam County announced that large-scale construction equipment would be brought into the Geumgang Reservoir site beginning January 19 to begin full-scale construction of waterfront decks, observation and rest areas, nighttime lighting and other facilities.
Nevertheless, with the project subsequently reported to be only about 30% complete, the original June-to-September completion target became increasingly difficult to meet.
■ Haenam County Acknowledges “Problems With Government-Supplied Materials”
One of the key issues behind the delay appears to involve government-supplied construction materials.
During a recent County Council session, the head of the Tourism Division explained the increase in project costs, citing the installation of deck safety railings and water-rescue equipment as well as acknowledging that “there were some problems related to the delivery of government-supplied materials during the course of the project.”
The county also indicated that these issues contributed to approximately KRW 600 million in additional project costs.
In fact, key structural materials required for the waterfront deck were procured separately on a significant scale.
In June 2025, Haenam County issued a procurement notice for steel pipe piles for the first phase of the Geumgangsan Light Waterfront Park project, with an estimated base price of KRW 260.78 million. The delivery period was set at within 120 days of the contract date.
Hot-rolled steel plates were also procured separately, with a budget allocation of KRW 326.01457 million.
The manufacturing and delivery schedules for steel pipe piles, hot-rolled steel plates and other key materials used in the deck structure may therefore have directly affected the overall construction schedule.
However, publicly available County Council records do not clarify which supplier or which specific government-supplied materials were involved in the reported problems, whether the issue was a delivery delay, a specification or quality problem, or whether any contract was terminated or re-tendered.
Further verification through Haenam County’s contract modification and material inspection records is therefore necessary.
■ KRW 5.94 Billion Project Grows to KRW 6.54 Billion
The increase in the overall project budget also warrants closer scrutiny.
According to Haenam County Council records, the budget for the Geumgangsan Light Waterfront Park project increased from KRW 5.94 billion in 2025 to KRW 6.54 billion in 2026, an increase of approximately KRW 600 million.
Haenam County explained that additional costs were incurred for deck safety railings, water-rescue equipment and issues associated with the delivery of government-supplied materials.
The issue therefore should not be viewed simply as an extension of the construction period. It is also necessary to determine whether, and to what extent, the extended schedule is directly related to the increase in the overall project budget.
■ Main Construction Contract Worth About KRW 1.5 Billion…Electrical Contract Awarded for KRW 328.39 Million
Public procurement records related to Korea’s national e-procurement system show that the tender amount for the “Geumgangsan Light Waterfront Park Development Project (Overall and First Phase)” was KRW 1,502,374,546.
The electrical work was procured separately, with an estimated project value of KRW 628.79 million. Of this amount, the base construction cost was KRW 362.45 million, while contractor-installed government-supplied materials accounted for KRW 266.34 million.
The electrical construction contract was awarded to Jindo Electric Co., Ltd. for KRW 328,399,380.
This means that the entire KRW 6.54 billion project budget is not being paid to a single construction company. The project is divided among the main construction work, electrical work, government-supplied materials and other facility works.
Accordingly, determining exactly how much money has actually been paid to each contractor requires examination of the county’s contract ledger, advance payments and progress-payment records.
■ If Completion Has Been Extended to February 2027, the Reasons for the Contract Modification Must Be Disclosed
The most important issue is the change in the construction period.
Haenam County’s officially stated original target was completion between June and September 2026. Later, during a County Council work report session, questions were raised about whether the project could even be completed by the end of the year, while the overall progress rate remained at approximately 30%.
If the construction period posted at the site has now been extended through February 2027, Haenam County should disclose the specific reasons why the project has been delayed by approximately five months from the original September target.
The issues requiring clarification go beyond the simple change in the completion date. They include:
① the original contractual commencement and completion dates; ② the date on which the construction-period extension was approved and the official reason for the extension; ③ the supplier responsible for any delayed government-supplied materials and whether liability was established; ④ the number of design modifications and the resulting increase in costs; ⑤ advance and progress payments already made to construction companies; ⑥ any additional indirect construction costs resulting from the extended construction period; and ⑦ whether liquidated damages for delay are applicable.
These details are necessary because responsibility for the delay—and ultimately who should bear any additional costs—may differ depending on whether the extended construction period resulted from design modifications by the contracting authority, delays in supplying government-procured materials, or deficiencies in the contractor’s construction and schedule management.
Geumgangsan and Geumgang Reservoir are not simply tourist destinations. They are also among the most frequently used walking and recreational areas for residents of Haenam-eup.
Haenam County itself has reported to the County Council that construction overlaps with walking routes regularly used by local residents, requiring access restrictions and the deployment of barges during construction.
With tens of billions of won in public funds committed to the project, the key issue is not simply announcing another completion date.
What residents need to know is why the project could not be completed according to the original schedule, how much additional public money has been required as a result, and exactly how much has so far been paid to construction contractors and suppliers of government-procured materials.
Transparency regarding these records is essential to determine where responsibility lies for the delay and whether the increase in construction costs was justified.
